Request for Proposal for establishing e-Governance Systems 7 Key Deliverables The details with regard to the key deliverablesof electronic communication systems, e-ticketing solutions and computerized financial planning and budgeting solutions, the following section provides greater details about each of the modules. 7.1 E-Governance Project Application Development and Infrastructure Deployment The Key Deliverables consist of the following: 7.1.1 E-Governance Project Application Development i. Requirement gathering and Study of existing applications ii. The SI will be required to carry out a preliminary study of the requirements, before drafting the systems requirements and specifications iii. System Design and preparation of Software Requirements Specifications iv. The System design and SRS shall contain the objectives and scope of the system, the various levels of requirements, the process model, data model, data dictionary, etc v. Creation and maintenance of Requirements Traceability Matrix vi. Development of Prototype and Functional acceptance on Prototype vii. Development of High Level Design (HLD) viii. Develop a logical view of the solution to meet the user requirements, comprising of functional architecture of the application and the changes/new database design. ix. Development of Detailed Design (Low Level Design – LLD) x. Creation of Test Plans based on the FRS (Functional Requirement Specifications) and SRS documents xi. Development of User Acceptance Test Plans xii. Full-Scale Development / Procurement, Implementation, Customization of Software Applications xiii. Data Migration from legacy applications xiv. Development of Testing and User Acceptance 7.1.2 E-Governance Project Application related trainings i. Training Need Analysis ii. Training Content Development iii. Conducting Training iv. Request for Proposal for establishing e-Governance Systems 7.2 E-Governance Project Application and Infrastructure Maintenance The key deliverables consist of the following: 7.2.1 E-Governance Project Application Maintenance i. System Administration and AMC (Annual Maintenance Contract) administration ii. Monitoring, maintenance and management of all IT applications iii. Performance Management and tuning of the applications, Infrastructure and environment iv. Development / customization / fixes of additional requirements, change requests and incidents reported by ASI users. 7.2.2 IT infrastructure management i. Supply, Installation, Integration and Commissioning of enabling infrastructure comprising of Servers. ii. Complete management of enabling infrastructure of Servers, Storage and Security equipment along with associated peripherals, accessories and services at sites. iii. Incident Management, Problem management, Root Cause Analysis (RCA), Business continuity management, availability management, backup management, security management, disaster recovery etc. 7.2.3 Technical Support and Helpdesk Service i. Provision of On-site technical support 7.3 E- Ticketing Operations 7.3.1 The SI is required to operate the manned e-ticketing solution for a minimum period of 6 months from the date of Go Live. Such operations will be required across all the 10 proposed monuments where e-ticketing is proposed in the pilot program. 7.3.2 During this period, SI will be required to train existing staff at the counters, if required, with the primary responsibility for ticket issuance with the SI. 7.3.3 At the end of the six month period, or any time during this period, ASI may decide to retain the existing ticketing staff of the SI for a limited period of time in order to transition to the new staff, and subsequently either request for a contract extension of the SI, or call for new staffing at the ticket counters.
