time been abroad, and among the superstitious population<br />
this had been intensified, in the autumn of 1820,<br />
by a terrific earthquake which convulsed the Peloponnese.<br />
Yet, though the Mussulmans were well aware<br />
of the rising which the rayahs had in contemplation,<br />
they neglected, with their usual impassiveness, even<br />
the most ordinary precautions. The impregnable<br />
towers and fortresses, with which the country was studded,<br />
would have afforded, had they taken the trouble<br />
to arm and provision them, irresistible barriers to<br />
the progress of irregular and ill-armed forces.<br />
As it<br />
was, the storm, when at last it broke, found them utterly<br />
unprepared, and swept them away in the first<br />
outburst of its fury, before they had time to concert<br />
measures of resistance.<br />
The supineness of the Ottomans was paralleled by<br />
the unpractical character of the Greek preparations; for<br />
of a consistent and well-pondered scheme there was no<br />
question.<br />
Emissaries of the Hetairia, so-called apostles<br />
too often unscrupulous agitators who embezzled the<br />
money<br />
subscribed for the cause<br />
travelled about the<br />
country, everywhere inflaming the passions of the people<br />
against their Turkish masters, and calling on them<br />
to take up arms for the cause of religion and liberty.<br />
