CAPODISTKIAS REJECTS <strong>THE</strong> PRO<strong>TO</strong>COL 317<br />
withdraw within the limits<br />
assigned by the protocol<br />
of the 16th of November. Capodistrias refused, on<br />
the plea that this had never been officially notified to<br />
him; and, at the same time, he formally protested<br />
against that article of the protocol<br />
of the 22nd of<br />
March, which deprived the Greeks of all voice in<br />
the selection of their sovereign. To the representative<br />
of Prince Leopold, who had been sent to make<br />
inquiries, he stated emphatically that the candidature<br />
of no prince would be acceptable to the Greek people<br />
under the terms of the protocol of the 22nd of March,<br />
which excluded the islands of Samos and Crete from<br />
the Hellenic State. He added furthermore that the<br />
acceptance of the Orthodox religion would be regarded<br />
as an absolutely essential condition of the acceptance<br />
of any ruler by the Greeks. This<br />
was the first of a long<br />
series of difficulties and objections raised by Capodistrias,<br />
by which he at length persuaded Prince Leopold<br />
to resign his candidature.<br />
Capodistrias was now at the height of his power.<br />
He had succeeded, by one means or another, in bringing<br />
the whole administrative machinery of Greece into<br />
immediate dependence on his own will; and, under<br />
the shadowy forms of a constitutional republic, he was<br />
in fact an absolute monarch. His popularity among<br />
the mass of the people was as yet unimpaired; and
