Moreover <strong>the</strong> declaration <strong>of</strong> war demands that<br />

<strong>the</strong> Cubans shall be free and govern <strong>the</strong>mselves, on<br />

<strong>the</strong> ground <strong>of</strong> right, when it states that <strong>the</strong> people <strong>of</strong><br />

<strong>the</strong> island <strong>of</strong> Cuba are, and <strong>of</strong> right ought to be free<br />

and independent. In short, it demands freedom for<br />

<strong>the</strong> people <strong>of</strong> Cuba on <strong>the</strong> same ground that <strong>the</strong><br />

fa<strong>the</strong>rs demanded freedom for <strong>the</strong> people <strong>of</strong> <strong>the</strong>se<br />

<strong>United</strong> <strong>States</strong>.<br />

When <strong>the</strong> resolutions were passed by Congress,<br />

<strong>the</strong> <strong>United</strong> <strong>States</strong>, to all appearances at least, rose<br />

above that selfishness to which nations are so<br />

prone. From <strong>the</strong> executive mansion, in Senate and<br />

House, on <strong>the</strong> platform, in <strong>the</strong> press, and even from<br />

out <strong>the</strong> Christian pulpit, it was everywhere noised<br />

abroad that <strong>the</strong> war upon which <strong>the</strong> <strong>United</strong> <strong>States</strong><br />

entered was wholly and solely “for humanity’s<br />

sake.”<br />

In his message to Congress, April 11, 1898,<br />
