Thus it appears that two years ago <strong>the</strong> Filipinos<br />

were fighting for <strong>the</strong>ir freedom against <strong>the</strong><br />

government and <strong>the</strong> tyranny <strong>of</strong> Spain. This was <strong>the</strong><br />

condition <strong>of</strong> things when <strong>the</strong> <strong>United</strong> <strong>States</strong><br />

government declared war against <strong>the</strong> throne <strong>of</strong><br />

Madrid. With <strong>the</strong>m--<strong>the</strong> Filipinos--<strong>the</strong> struggle was<br />

not a fitful insurrection, but a determined rebellion<br />

in behalf <strong>of</strong> government by <strong>the</strong> consent <strong>of</strong> <strong>the</strong><br />

governed.<br />

On <strong>the</strong> reverse side <strong>of</strong> <strong>the</strong> great seal <strong>of</strong> <strong>the</strong><br />

<strong>United</strong> <strong>States</strong> is <strong>the</strong> inscription in Latin, Novus<br />

ordo seculorum, which translated means, “A new<br />

order <strong>of</strong> things.” On <strong>the</strong> same side <strong>of</strong> <strong>the</strong> seal are<br />

also <strong>the</strong> words, “God hath favored <strong>the</strong><br />

undertaking.” But now <strong>the</strong> nation is abandoning <strong>the</strong><br />

new order <strong>of</strong> things, and deciding that after all<br />

Great Britain was right. On this point a noted<br />

historian and citizen <strong>of</strong> Boston, Mass., has well<br />

said:--<br />

“We now abandon <strong>the</strong> traditional and<br />

distinctively <strong>America</strong>n grounds, and accept those<br />
