“If we enter upon a colonial policy, we must<br />

expect to hear <strong>the</strong> command ‘Silence!’ issuing with<br />

increased emphasis from <strong>the</strong> imperialists. If a<br />

member <strong>of</strong> Congress attempts to criticize any<br />

injustice perpetrated by a government <strong>of</strong>ficial<br />

against a helpless people, he will be warned to<br />

keep silent lest his criticisms encourage resistance<br />

to <strong>America</strong>n authority in <strong>the</strong> Orient.<br />

“If an orator on <strong>the</strong> fourth <strong>of</strong> July dares to<br />

speak <strong>of</strong> unalienable rights, or refers with<br />

commendation to <strong>the</strong> manner in which our<br />

forefa<strong>the</strong>rs resisted taxation without representation,<br />

he will be warned to keep silent lest his utterances<br />

excite rebellion among distant subjects.”[34]<br />

Already this prophecy has begun to be fulfilled<br />

against members <strong>of</strong> Congress and <strong>United</strong> <strong>States</strong><br />

senators in <strong>the</strong>ir places in <strong>the</strong> national capital; in<br />

<strong>the</strong> exercise <strong>of</strong> a rigorous press censorship; and in<br />

<strong>the</strong> stopping <strong>of</strong> documents in <strong>the</strong> <strong>United</strong> <strong>States</strong><br />

mails, which were thought to be hurtful to <strong>the</strong><br />

imperialistic policy. This is only <strong>the</strong> beginning.<br />
