Either the principles of despotism and tyranny now being advocated for and exercised in the Philippines will be utterly renounced and stamped out, or else they will grow and increase in power and strength until they shall be dominant in every State of the Union from the Atlantic to the Pacific, and from the Canadian line to the Gulf of Mexico. Despotism is a dread disease. It is insidious in its beginnings.
