The Institute of Transport Issues of the Academy of Science of the Russian Federation has the<br />
honour to invite your participation as a Speaker or Delegate at the 2nd International Arctic<br />
Conference during the <strong>NEVA</strong> <strong>2009</strong> <strong>Exhibition</strong> organized with the support of the Arctic and<br />
Antarctic Research Institute and the Euro-Asian Transport Union.<br />
The Strategy for the development of the Maritime Industry of Russia to the year 2020 has a strong<br />
sector devoted to Arctic development which is designed to create a unified logistics system for<br />
the commercial fleet and shipping operations, also to create a modern ice-class Arctic fleet and to<br />
establish an effective monitoring system for the ecology.<br />
This State Programme is coordinated with “the Transport Strategy of Russia” to the year 2030<br />
by the Ministry of Transport of Russia along with the State Programme for exploration of the<br />
offshore continental shelf administered by the Ministry for Economic Development of Russia.<br />
The Russian Parliament now elaborates a new bill for “The Northern Sea Route (SMP)<br />
Development”. This bill will confirm the Northern Sea Route potential as the traditional<br />
and principal communications route for the Arctic Region. The bill will establish technical<br />
requirements for ships operating along the Route, legal questions affecting shipping operations,<br />
protective measures for the ecological system in ice covered sea areas, as well as financing<br />
icebreaking operations, navigation, hydrometeorology coverage, ice conditions information<br />
systems for vessels and the framework and guidelines for emergency safety operations.<br />
The Advisory Committee recommends the following topics for discussion during the 2nd Arctic<br />
Conference at <strong>NEVA</strong> <strong>2009</strong>:<br />
• Legal issues affecting Arctic development and an agreed basis for international cooperation<br />
in the Arctic Region.<br />
