INTERNATIONAL AIRPORT<br />

The three-storey term<strong>in</strong>al on a total area of 36,600<br />
M 2 sufficiently meets the standards of the International<br />
Aviation Transport Association and accommodates<br />

<strong>Da</strong> <strong>Nang</strong> International Airport offers domestic flights to major cities <strong>in</strong> Viet Nam<br />

Under CPTPPs commitments, Viet Nam will<br />
further enforce mutual market access to member<br />
countries by lower<strong>in</strong>g tariffs and eas<strong>in</strong>g the<br />
restrictiveness of non-tariff measures, such<br />
as import licens<strong>in</strong>g requirements, customs<br />
valuations, pre-shipment <strong>in</strong>spections, rules of<br />
orig<strong>in</strong> to qualify for preferential tariffs, local content<br />
requirements for <strong>in</strong>vestment <strong>in</strong>centives, and local<br />
sourc<strong>in</strong>g for government procurement.<br />
REGULATORY REFORM<br />
Policy development will be focused on further<br />
economic liberalisation. Dur<strong>in</strong>g preparation<br />
for WTO and other FTAs accession, Viet Nam<br />
revamped much of its legal system, mak<strong>in</strong>g<br />
revisions of major legal frameworks, specifically<br />
Labour Code, Land Law, Competition Law,<br />
Enterprise Law, <strong>Invest</strong>ment Law and Tax Laws<br />
<strong>in</strong> order to make the <strong>in</strong>vestment environment<br />

The new laws on <strong>in</strong>vestment and enterprises<br />

framework for both domestic and foreign players.<br />
Although some restrictions rema<strong>in</strong>, the regulatory<br />
changes illustrate progressive approach which is<br />
typical for develop<strong>in</strong>g. Policy is also built around<br />
strengthen<strong>in</strong>g the bank<strong>in</strong>g sector, with focus<br />
on restructur<strong>in</strong>g non-perform<strong>in</strong>g loans (NPLs),<br />
transparency <strong>in</strong> report<strong>in</strong>g, and consolidation of<br />
the lenders towards <strong>in</strong>ternational standards.<br />
Under the EU-Viet Nam Free Trade Agreement<br />
(EVFTA) concluded <strong>in</strong> February 2015, both the EU and<br />
Viet Nam have pledged to abolish over 99 per cent<br />
of import duties of a wide range of goods. Depend<strong>in</strong>g<br />
on the goods, Viet Nam will have 10 years to liberalise<br />
its tariff regime, while the EU will liberalise over a sevenyear<br />
period.<br />

The Expanded Hoa Khanh IP and Lien Chieu IP are located<br />

abundant labor force, temperate climate, stable water supply<br />
and electricity supply, easy connection and l<strong>in</strong>kage with<br />

are adjacent to National Road No.1A, between the two major<br />

Corporation, Vietnam Post Corporation, <strong>Da</strong> <strong>Nang</strong> Rubber<br />
Company (DRC)... with disbursed <strong>in</strong>vestment capital up to<br />
hundreds of millions of dollars.
2018 – Opportunities, Challenges and Resolutions<br />
Accord<strong>in</strong>g to the World Bank reports, Viet Nam cont<strong>in</strong>ues<br />
to be an ideal and safe dest<strong>in</strong>ation for overseas companies<br />
<strong>in</strong> the next phase. In fact, Viet Nam has attracted over $US<br />
35 billion of dollars of foreign direct <strong>in</strong>vestment <strong>in</strong> 2017<br />
with total export turnover about $US 200 billion of dollars.<br />
Although the <strong>in</strong>vestment attractions is quite considerable<br />
but total FDI capital <strong>in</strong>flow to <strong>Da</strong> <strong>Nang</strong> account<strong>in</strong>g for a small<br />
ratio ($111,9 million USD <strong>in</strong> 2017) even <strong>Da</strong> <strong>Nang</strong> municipal<br />
government has strived to attract more <strong>in</strong>vestment as well<br />
as to create more <strong>in</strong>centive conditions for FDI companies <strong>in</strong><br />
<strong>Da</strong> <strong>Nang</strong> city. <strong>Da</strong> <strong>Nang</strong> support<strong>in</strong>g <strong>in</strong>dustries do not develop<br />
synchronously and adequately, shortage of skilled workers,<br />
limited land fund for <strong>in</strong>dustry development, limited material<br />
resources, high transportation cost, city’s economic<br />
policies ma<strong>in</strong>ly prioritiz<strong>in</strong>g tourism development and hightech<br />
<strong>in</strong>dustry have affected the <strong>in</strong>vestment decisions of<br />
companies when they f<strong>in</strong>d out the <strong>in</strong>vestment opportunities<br />
<strong>in</strong> the Expanded Hoa Khanh Industrial Park and Lien Chieu<br />
Industrial Park. Despite the above difficulties, however,<br />
<strong>in</strong> 2017, our company have determ<strong>in</strong>ed to attract more<br />
<strong>in</strong>vestments <strong>in</strong> our two <strong>in</strong>dustrial parks with 07 companies<br />
with total <strong>in</strong>vestment more than 18 million USD. Up to now,<br />
the occupancy rate of the expanded Hoa Khanh Industrial<br />
Park and Lien Chieu Industrial Park are 82% and 67%<br />
respectively.<br />
In addition, <strong>Da</strong> <strong>Nang</strong> municipal government has been<br />
actively focus<strong>in</strong>g on <strong>in</strong>dustrial development, aim<strong>in</strong>g for<br />
susta<strong>in</strong>able development <strong>in</strong> recent time. The downward<br />
trend of <strong>in</strong>dustrial development <strong>in</strong>dicators and foreign<br />
total <strong>in</strong>vestment capital has urged <strong>Da</strong> <strong>Nang</strong> city’s leaders<br />
to take actions to recover the city’s <strong>in</strong>dustrial development.<br />
Lien Chieu deep sea port has been chosen to construct as<br />
soon as possible to support the logistics and <strong>in</strong>dustries<br />
and Mr. Nguyen Van The (M<strong>in</strong>ister of Transport) agrees for<br />
<strong>Da</strong> <strong>Nang</strong>’s municipal government to be the <strong>in</strong>vestor and<br />
prioritiz<strong>in</strong>g to allocate the capital to develop this project <strong>in</strong><br />
his bus<strong>in</strong>ess trip to <strong>Da</strong> <strong>Nang</strong> city on 2nd March 2018. In<br />
addition, Mr.Truong Quang Nghia (the secretary of the <strong>Da</strong><br />
<strong>Nang</strong> Party Committee) also emphasized the speed<strong>in</strong>g up<br />
of the <strong>Da</strong> <strong>Nang</strong> Railway Station’s relocation <strong>in</strong> the form of<br />
PPP to <strong>in</strong>crease the connectivity of railway, road, sea and air<br />
routes. At the same time, the city leaders also actively urged<br />
the construction of 02 expressways: <strong>Da</strong> <strong>Nang</strong> - Quang Ngai<br />
expressways (expected to be completed <strong>in</strong> Q2/2018) and<br />
La Son - Tuy Loan (expected quarter IV / 2018 completed) to<br />
<strong>in</strong>crease regional connectivity. Upcom<strong>in</strong>g time, if the above<br />
projects are simultaneously implemented, it will help the<br />
city to <strong>in</strong>crease competitiveness <strong>in</strong> attract<strong>in</strong>g <strong>in</strong>vestment<br />
<strong>in</strong> the <strong>in</strong>dustrial zones especially for Lien Chieu Industrial<br />
Park which will have restarted operations after the delayed<br />
construction of Lien Chieu deep-water port as well as other<br />
planned <strong>in</strong>dustrial parks of the city.<br />
To pioneer the <strong>in</strong>vestment opportunities and ensure the<br />
capacity of waste water treatment when Lien Chieu deepwater<br />
seaport <strong>in</strong>to operation, Saigon <strong>Da</strong>nang <strong>Invest</strong>ment<br />
Corporation has <strong>in</strong>vested two new waste water treatment<br />
plant: Hoa Khanh Wastewater Treatment Plant and Lien<br />
Chieu Wastewater Treatment Plant (under trial operation)<br />
with a total <strong>in</strong>vestment of more than VND 40 billion with<br />
maximum capacity of 2000 m3/day and 6000 m 3 /day<br />
respectively <strong>in</strong> 2017, reflect<strong>in</strong>g the company’s determ<strong>in</strong>ation<br />
to welcome <strong>in</strong>vestment opportunities to secure waste<br />
water treatment from 2 <strong>in</strong>dustrial parks managed and<br />
<strong>in</strong>vested by SDN.<br />
