Emergent sealed tenders for the work as stated above are invited from contractors having eligibility
mentioned in the list against each work. Tender will be received from 04-07-2012 (From 2.00 P.M. to 4.00
P.M.) in the Tender Box kept in the office chamber of the District Engineer, Jalpaiguri Zilla Parishad. The
intending Tenderers will have to apply [not more than 02 (two) nos. of jobs for those who have no ongoing
works under D.E., Jalpaiguri Zilla Parishad. All the interested agencies are to submit the list of ongoing
works under D.E., Jalpaiguri Zilla Parishad along with the application for tender paper. No tender paper
will be issued to the agencies who have two ongoing works in hand under D.E., Jalpaiguri. Z.P. only one
tender paper will be issued to the agencies who have only one ongoing work in hand. Any concealment of
fact will be seriously viewed and all tender papers submitted by the agency will be treated as informal] to
the undersigned 04-07-2012 (Upto 12.00 Noon) (During office hours) working days only for tender
documents along with Professional Tax Clearance Certificate valid up to 04-07-2012 & on production of
credential where asked for, of similar type single work executed within last five years in the shape of
payment certificates, will be updated to the price level of the last year @ 8% simple interest a year taking
in to account completed amount of the project cost. Tender documents will be issued to the successful
applicants upto 04-07-2012 (Upto 2.00 P.M.) working days only and in respect of judging the eligibility of
the participant, the decision of this Zilla Parishad authority will be final. The intending contractors are
requested to attend the office of the undersigned for issue of tender documents, purchase & drop of the
same at office mentioned above. Earnest money as noted above to be submitted in the form of Bank D.C.R.
of any Nationalized/Scheduled Bank drawn in favour of the Additional Executive officer, Jalpaiguri Zilla
Parishad along with tender documents. The registered Un-employed Co.-Op. Society formed by the Unemployed
Engineers and Diploma Engineers are allowed to participate in tender for works (as stated) up
to the estimate value of Rs. 25 Lakh put to tender without depositing earnest money. For works above the
estimated value Rs. 25 Lakh, however the registered Co.-op. society formed by Un-employed Engineers
and Diploma Engineers will have to apply with credential as asked for and will have to deposit earnest
money of Rs. 20,000=00 as mentioned above. The registered society formed by Engineers and Diploma
Engineers will have to apply with audit report of 2008- 2010/N.O.C. Such societies under Coochbehar
range will have to apply through the Asstt. Register Co- op Society, Coochbehar range and the application
should accompany the audit report of 2008-2010/N.O.C. The successful Tenderer will have to deposit
residual Earnest money prior to execution of formal Tender agreement as per rules so that this residual
Earnest Money together with the Earnest Money deposited during Tender forms @ 2.00% of the project cost
calculated on the accepted rate. The successful tenderer will have to execute formal agreement as per rules
within three days from the date of receipt of letter informing acceptance of rate. Prior to execute the formal
Tender Agreement, the successful Tenderer will have to submit the document of employment of one
Degree Diploma Engineers and have to submit the attested copy of PAN card issued by the Income Tax
Department. The tenders so received will be opened at the office of the undersigned on 04-07-2012 at
4.30 P.M. in presence of intending participants. In the event of failure to execute formal tender agreement
within the allotted time or failure to execute proportionate work within proportionate time, the agency will

e liable of punishment as per rules. This Zilla Parishad authority does not bind himself to accept the
lowest offer and reserves the right to accept any offer and to reject any/all the offers without assigning any
reason. At the time of payment of the bill to the working contractor @ 1.00% (at the rate of One percent)
Labour Welfare Cess should be deducted from his claim amount of the bill. No material will be issued to
the agency for the works.

B.
All the applicants have to apply for tender paper in the prescribed format duly published in the office Notice
Board/supplied from the office of the Jalpaiguri Zilla Parishad (Engineering Section).
A bid for which quoted percentage rate, is lower than 15% of the provided price schedule rate, the bid will be
considered as unbalanced bid. Moreover no bid will be accepted for which quoted percentage rate is above than
1% of the provided price schedule rate.
Additional performance security for unbalanced bid has to be deposited at the time of executing formal
agreement @ 2% of the tendered amount.
