DISTRICT REPORT
(Presented in the National Conference on 16 th & 17 th Oct/2006, Vigyan Bhavan, New Delhi)
Karimganj district is 2 nd smallest district in Assam, It is a small script along Indo- Bangla border occupying strategic location in the North East; vital
importance for future international trade center from the North East States. International Trade Center at Sutarkandi will play centrifugal force in the future
dev of the district.
The present highlight covers the following aspects.
1. SGRY&ALLIED PROGRAMME: - Karimganj is performing PRI district. Performance statement below of all rural Dev. projects taken up by
different level PRI. Units. The present DRDA function as facilitating agency only. Besides existing scheme take up such as rural connectivity,
fisheries & others social amenities, Jatrafa is listed as new programme from 2006-07 with a magnified approach. Raising six lakhs sapling to be
planted in the next year. With initiative of private entrepreneurs at Patharkandi 8 (eight) hector plantation of Jatrafa has been completed by zilla
Parishad.

2. Sitalpatty :- an Indigieons local village industry has the district base. Local production needs special attention and encouragement of this
activity would increase rural empowerment and employment avenue.
3. Sajaldhara AND TSC:- The district is one of the best performing district is one of the best performing district of the state of Assam investment
of the PRI by line deptt will enhance good need be remove and necessary installation for batter co-ordination to state ground

Note 1) Spot sources are in high demand; but due to arsenic presence in ground water source, the demands are withheld.

4. PMGSY:- Performance of PMGSY in the district is not encouraging. Selection of scheme is entrusted to Zilla Parishad; follow up action are taken
by deptt. as per departmental norms and results are not forth coming. Suitable modification for smooth implementation of the programme is essential

5. RURAL ELECTRIFICATION: - The district, though strategically located at international border, remain very poor in rural electrification.
Attempts made to activate non-conventional energy including solar light could not take off so far due to Administrative hurdles. It is
administrative hurdles .It is inform by state nodal office that solar light programme can be extended only at villages notified by state electricity
board as non covered villager; such up dated list has not been made available. Necessary relaxation from ministry of non conversional energy
sources (MNOES) is solicited.
6. Suggestions :- The district planning committee (D.P.C.) being activate, would improve above basic services programme cited above if executive
instruction are issued for taking up modify guidelines made for each programme cited above. Mandatory provision for taking importing district
panchayat in decision making and monitoring of such programmes will improve performance much beater than what in list to day.
