Georgia O’Connor-Harding reports THE PUBLIC will get to have their say on the district council’s plans for the Selwyn over the next 10 years. The district council approved the draft Long Term Plan 2018- 2028 for public consultation at is meeting last week. Feedback is being sought on a number of projects, including introducing chlorination to water supplies and bringing in a new rating structure for the water race network. Sam Broughton Public consultation will begin on April 4 and run until May 4. Mayor Sam Broughton said a lot is planned and the document is about asking the community whether the projects are going to be affordable. At the district council meeting, he said there are a number of proposals worth highlighting – VIEW SOUGHT: The draft Long Term Plan proposes to replace the current Prebbleton Hall (left) with a new $6.1 million community centre facility in 2020/21. The district council’s Rolleston office could also be extended as part of the Long Term Plan. including district-wide rating for community centres, halls and reserves. It is proposed the current system of different targeted rates across Selwyn will be replaced with a standard rate. Community centre and hall rates would be set to $100 a year – increasing to $220 by 2027/28. The reserve rate of $125 a year would be increased to $155 by 2027/28. “The halls we have helped support over the last three years, they have needed extra district-wide funding to make them viable. “This has shown with our district-wide rating, smaller communities just aren’t able to afford repairs and maintenance to their halls,” Mr Broughton said. In the past, community centre, hall and reserve district-wide rates have been met with opposition from the community. Mr Broughton also discussed changes to the water race rating structure. It is planned to have a set district-wide structure across all of Selwyn starting at $300 for an annual charge, $17/ha charge and $20 as a public good charge. Currently, the water race rate targets are set differently for Ellesmere, Malvern and Paparua areas. Mr Broughton said it is to try and share costs more fairly. He also highlighted the walking and cycling strategy, which is proposing the construction of seven major cycleway projects across Selwyn. The strategy plans to increase funding for the annual township footpath extension programmes to about $400,000 per year. The cost of this planned programme is $45.5 million. It will be funded by borrowing, with the interest and repayments funded by a New Zealand Transport Agency subsidy and the general rate and development contributions paid by land developers. District councillor Nicole Reid said it is also important people who are happy with the plan let the district council know. “The people who are more vocal seem to be people against it . . . we want to hear both sides and to be able to make a reasoned decision on the deliberations we will be making”. The Lincoln Pantry will divert about 35,000 cups away from the landfill each year after switching to reusable cups only last week. The business officially launched its campaign on Thursday at an event officiated by Deputy Mayor Malcolm Lyall. With nearly 300 million disposable coffee cups going to landfill each year, The Lincoln Pantry owner Phillippa Boa said a drastic response was necessary and decided to ditch the disposables altogether. “It’s not just the amount of waste to landfill that’s created by the inability to effectively compost the cups, it’s also the amount of energy that goes into creating the cups in the first place, and the ongoing management of them in the waste stream thereafter,” she said. Mrs Boa said as a result, it is joining the BYO cup movement and, from now on, will only provide takeaway coffee in reusable cups. “Disposable cup-free pantry today, disposable cup-free Lincoln tomorrow? Disposable cup-free Canterbury and New Zealand hopefully soon to follow,” she said. To further encourage BYO behaviour, all purchases of keep cups from The Lincoln Pantry will be rewarded with a free coffee. Mrs Boa said the business has an affordable range of options – from basic bamboo and bioversions through to premiumbranded glass keep cups. For the “texters and serial forgetters”, the pantry offers a ‘swappacup’ subscription system. “People who text in their coffee order are usually on a deadline, so having to come in with their own keep cup would actually slow them up. With “swappacup”, they just swap their old cup for a new cup with their favourite brew all ready to go,” Mrs Boa said. She said it is ideal for those who forget their keep cup or those who haven’t had the opportunity to clean their cup. “But we’re more than happy to swap a dirty one for a clean one. Mr Stoneman said the cost of the fare was also “not productive”.
