- identifying new and emerging problems; - monitoring the implementation of results and the plan strategies; - periodically revising the status in order to make changes in the strategies and priorities where necessary. An informative basis of territorial policies consists of dynamic, qualitative and efficient indicators, capable of capturing change over time. It should ensure an innovative approach to monitoring the performance of the Plan and the initiatives of auxiliary policies for achieving strategic objectives. The monitoring of indicators from responsible institutions must have a frequency of not more than 2 years. The indicators have been selected based on the objectives and strategies of the Plan. The evaluation of this plan will have a 5-year frequency. The evaluation process of the plan will be carried out by the relevant ministries and their subordinate institutions, which shall: • determine the effectiveness of the intervention; • identify and measure the positive and negative impact, as well as make recommendations for improvements; • strengthen the financial responsibility; • promote a culture of learning, focusing on the improvement of services/products; • promote the replication of successful activities; • draw lessons/recommendations at the academic level to improve the process of drafting/planning interventions in the future. The main topics of strategic goals, whose performance will be monitored, are listed below in the table 7.1. While the tables 7.2, 7.3 and 7.4 detail the way of indicators’ measurement, the responsible authorities, their expected results, etc. Economic welfare Goal 1 Carry out the economic development strategy that supports ICSP, based on the functions of the economic areas and the polycentric system of natural, rural and urban centres. Goal 2 Expand the scope of activities of SMEs concentrated in the economic areas, poles and corridors at the different levels of urban centres to be used as efficient cooperation hubs and employment centres. Urbanization, population and housing Goal 1 Integrated management of urban expansion and the spread of urban areas, in accordance with the principles of GNP and ICSP on the consolidation of centres and conservation of the natural agricultural and environmental system. Goal 2 Provide housing, employment, recreation and a quality of life adequate to the needs of the community of the region. Infrastructure and environment Goal 1 Provide an integrated regional and international access by air, land, sea and an efficient and sustainable railway system, for people and freight, while preserving the environment. Goal 2 Achieve the objectives of regional environmental quality through the coordination of spatial plans and other important environmental strategies (i.e. water and air quality, climate change and waste). Goal 3 Increase the capacity of regional innovation and entrepreneurship in line with the objectives of the plan. 238 Goal 3 Promote sustainable travel options for better access to areas of housing, employment, recreation. Absolute value The locations and quantity of agricultural farms according to the typologies: small, medium, large by municipality; cooperatives and “BIO” farms. MARDWA MoEDTTE MoSWY This indicator seeks to measure the new investments that will be carried out in the agricultural sector and the share of the regional diversification of agricultural products. Absolute value The number of regional clusters established; The stakeholders; The geographical interaction of stakeholders INSTAT MoEDTTE Regional competitiveness and interaction of regional firms with regional institutions and researchers. Absolute value The number and location of incubators / business accelerators and interactive stakeholders. MoEDTTE MoES INSTAT MoIPA Better business climate for investors and for the dissemination of innovation in the region. Absolute value Coordinates The number of enterprises supported by incubators according to the operating areas. The number of these successful enterprises after 3 years. MoEDTTE MoES INSTAT MoIPA This indicator seeks to measure the surviving, supported businesses based on the regional economy and the contribution to innovation clusters.
