Integrated Cross-Sectorial Plan of Tirana-Durres Area

Article 15, paragraph 3: the Council of
Ministers shall, by means of a by-law,
determine the content, structure and
procedure for drafting, implementing /
detailing and monitoring the implementation
of the plans.
Article 12 of DCM No.671, dated 29/07/2015,
paragraph 1: the authority responsible to draft
the planning document shall be responsible
for monitoring its implementation, according
to the respective action plan, approved as part
of the planning document.
Article 12, paragraph 2: the process of the
planning documents implementation shall also
be monitored by the Agency in coordination
with the authorities responsible for planning.
Article 21, paragraph 1: the GNP document
shall contain, at least: f) the indicators to
monitor the implementation of the GNP.
Article 25, paragraph 1 of the DCM No. 671,
dated 29/07/2015: the monitoring of the
implementation of GNP shall be carried out
by the responsible authorities in the process
of drafting the plan, in line with paragraph
3 of Article 6; paragraph 1 (d) of Article 8;
paragraph 3 (b) of Article 9 and paragraph 1
(c), (g) of Article 10 of the Law.
Article 8, paragraph 1 of the Law No.
107/2014: the Ministry, in line with the
provisions of this law, shall be responsible for:
d) the coordination of the objectives of central
planning authorities in the General National
Plan and detailed plans for areas of national
importance.
Article 25, paragraph 3 of the DCM No. 671,
dated 29/07/2015: the General National Plan
shall be implemented through the national
sectorial plans, detailed plans for areas of
national importance, general local plans,
strategic investments and development pilot
projects, under its action plan.
Article 28, paragraph 1 of the DCM No.671,
dated 29/07/2015: the document of the
National Sectorial Plan shall contain at
least: gj) the indicators to monitor the
implementation of the NSP.
Article 32 of the DCM No.671, dated
29/07/2015: “On the approval of the
Territorial Planning Regulation”, paragraph
1: the monitoring of the NSP implementation
shall be carried out by the authority
responsible for drafting the plan, in line with
paragraph 1(c) and (g) of Article 10 of the law.
Article 10 of the Law No.107/2014, paragraph
1(c). The Ministries shall be responsible:
c) to take measures on the implementation
of the national planning and development
documents;
g) to prepare in an annual basis, the
Monitoring Report on the implementation
of the goals and objectives stipulated in the
General National Plan and detailed plans for
areas of national importance, of the area of
responsibility, and to submit it to the NTPA…]
Article 32, paragraph 2: the monitoring of the
implementation of the plan shall be carried
out based on the action plan and monitoring
indicators document, approved as an integral
part of the planning document.
Article 32, paragraph 3: the National Sectorial
Plan shall be implemented through the
sectorial plans at regional level, local plans
and local sectorial plans, as well as pilot
projects and capital/strategic investments
under the action plan and its regulation”.
7.2 Monitoring indicators
The Integrated Cross-sectorial Plan of the
economic area Tirana-Durres is a dynamic
plan, which does not end with the closure
of the planning process, but is a continuous
process until the conclusion of the period
that the plan is active. Through monitoring it
is possible to check the compliance between
the objectives and projects stated in the plan
with their implementation, as well as the
identification of positive and negative factors
affecting the process of implementation.
It is necessary to establish mechanisms for:
- monitoring progress and changes in the
region;
