Integrated Cross-Sectorial Plan of Tirana-Durres Area
The Albanian Government and the National Spatial Plan have identified the Tiranë-Durrës area, as one of the most important economic areas of the country, and of the Balkan region. To ensure a sustainable territorial and urban development of this area, the Ministry of Urban Development in cooperation with the National Territorial Planning Agency has taken the initiative to draft a Cross-sectoral Integrated Plan for the economic area Tiranë – Durrës. The metropolitan region under study includes territories administered by 5 municipalities: Tiranë, Durrës, Vorë, Shijak, Kamëz.

local employment. The development of these
structures should be in line with the legal
provisions on the use of the territory as well
as with the functions defined by the ICSP,
based on the applicable sectorial laws. They
should be developed in areas over 2 meters
above sea level, to avoid the risk from floods
and natural disasters. This suggestion
applies to free territories near the coast,
and not to traditional urban centres.
In the first strip of the coast, 100m from
the coastline, it is suggested to accomplish
services in one to two-storey structures,
with low environmental impact materials,
made of wood or other temporary materials.
The services that are necessary and
indispensable to be provided within the 100
m strip of the coastline are: toilets, dressing
rooms, showers, bars, kiosks, fast-food
restaurants, first aid healthcare centres,
order and security services, emergency
surveillance centres, environmental-friendly
sports facilities, support structures for
marine tourism for temporary anchorage
of boats, parking areas with camping
infrastructure and sleeping stations /
accommodation, unpaved parking areas for
vehicles etc.
The second strip from 100 m to 200 m from
the coastline should be developed with
permanent structures and infrastructure,
which serve to the public interest, such as
constructions for tourist accommodation,
hotel, recreation and services etc. These
structures should be developed with
materials that respect the traditional
architecture of the surrounding areas,
with high contemporary standards. The
development of their infrastructure should
be carried out by private investors who
undertake the initiative of development.
The infrastructure of these structures,
electricity, water supply, sewerage and waste
should be under strict monitoring (once a
month during the tourist season and every
three months during the rest of the year) by
municipalities, regional agencies as well as
by relevant structures for the protection of
the environment and consumer.
These developments in service of tourism
should link activities with beach areas,
through unpaved natural paths, providing
pedestrian routes, biking and electric
vehicles in service of the community and
users. The municipalities should develop the
interconnection of public parking areas with
tourism areas.
The development of separate non-complex
tourist structures should guarantee the
use of territory with mixed services, not
just houses for weekend tourism use.
They should be developed in concentrated
areas with complementary functions in
service of tourists and the community. Their
development in terms of height should not
exceed the coastal green wreath.
The development of tourist elite structures
in the free natural areas at the coast
should be directed towards investments
that manage territorial spaces larger than
5 hectares, with holding capacities in line
with the opportunities for development of
the area’s tourism. These structures should
have a mixed use of the territory, with
additional complementary functions such
as recreation, sports, tourism, cultural and
artistic services and multi-purpose hotels.
The height development of these structures
must be in harmony with the landscape
silhouette and must be developed with
materials that create compliance with the
local environment and architecture. These
structures should provide sufficient space
to accommodate tourists during the tourist
season.
Restriction of development along the
coastline.
The coastline is dynamic (in constant
movement) and, therefore, measured every
2 years by the relevant institution of the
Albanian Geological Survey.
In order to protect the water system, ICSP
defines:
• The Blue Line, which aims to: - protect
against prohibited uses of the coastal strip
area, determined under sectorial legislation
