and hiking infrastructure. These mobility
axes should be developed in such a way
as to provide safe mobility and low impact
on nature. The services provided in them
should be combined with service packages
in the rural areas and cultural heritage of
the region. The development of physical
infrastructure in green corridors should
be combined with areas that promote
heritage and culture. Mobility in these
axes should be equipped with physical
and virtual information infrastructures. To
develop these infrastructures and services,
the municipalities need to develop publicprivate
partnership projects.
• The development of structures in
function of tourism, hotel or other massive,
temporary or permanent service functions
should not undermine the rural character
of the development, based on the principles
of protection of five territorial systems,
while maintaining the distances provided
in the Law and regulations, and terms and
conditions of exercising the activities in
these predetermined territories.
The services and activities should be
developed in line with the legislation in
force on the use of these territories. These
activities should be based on business
development models that protect nature,
such as low-impact tourism activities,
ecotourism, agro-tourism, outdoor sports,
outdoor hiking, air sports and so on.
These services should be accompanied
by information centres, guides, support
infrastructure to the benefit of security and
monitoring.
• The coastal tourism areas
Massive beach areas should be equipped
with space and support infrastructure in
service of vacationers and coastal tourism.
The municipalities can use instruments
such as public-private partnerships or longterm
leases to develop and implement these
services. The services in these areas should
be based on:
- The Law on Integrated Management of
Water Resources and sectorial strategies
of line ministries; Law on Tourism and
regulations and guidelines of the line
ministries and municipalities on the criteria
of exercising the activity of a beach station.
- The capacities and potentials of the
densities to use and exploit the coastal area,
as well as all physical, territorial and human
potential.
- The measurement of entry-exit mobility
flows between the beach areas and
the primary axes, at the maximum and
minimum peak of use.
- The capacities of holiday beds in hotels;
the capacity of the resting seats at the
beach, in m 2 / person within the area holding
capacity.
- The parking areas of the beaches should
be located behind the forested natural or
artificial areas, not in agricultural territories
or protected natural areas. They should be
based on the analysis of coastal use flows
by vacationers. Vehicle parking facilities
for public beach users should be shared,
monitored and served with municipal
infrastructure or services managed by
municipalities or through public-private
partnerships (PPPs).
- The transport of tourists from public
parking to the sandy coast should be
done with non-polluting means or create
opportunities for outdoor walking and
bicycle routes. Public parking facilities can
provide bicycles and electric cars for daily
use.
• The development of tourism structures
should create synergies with existing
residential areas, taking into account
architectural, traditional and rural values,
as well as the need to create sustainable
employment and economies in these
territories. The development of tourist
structures in coastal areas should not
damage the forests and the green wreath
of the Adriatic coast. They should be
oriented towards inland development.
The municipalities should avoid the
creation of tourist areas developed on
such urbanization models as “closed
communities” (temporary settlements with
seasonal holiday homes). These structures
should provide mixed services in function of
the development of tourism, recreation and
