Integrated Cross-Sectorial Plan of Tirana-Durres Area

• The promotion of tourist areas by
organizing cultural and social events
and converting historic buildings into
museum centres, cultural environments
and exhibition areas. This requires the
revitalization of socio-cultural buildings
by regenerating facades, connection to the
energy grid, use of ventilation systems and
alternative energy supply (solar panels) to
increase energy efficiency. It requires to
develop business centres near the economic
development poles, as well as to create
fairs, events and conferences, supported by
fast access and quality hotels certified in
these services.
• The development of business, fairs
and conferences tourism should be
accompanied by supporting functions in
the service of economy and recreation,
to develop poles with different functions,
accompanied by appropriate infrastructure,
public transport, parking areas, quality and
certified hotels, security and information
services.
Stadiums, fairs centres and massive
event areas should be equipped with all
service infrastructure, be connected to the
multimodal transport network, parking
areas and security services;
• The organization of diverse open festivals
and events that promote culinary, culture,
folklore, tradition and the history of urban
and / or rural centres. These activities
should enable the connection of services
provided with the functions of urban and
rural centres to create economies of scale,
security and maximum efficiency.
• The establishment of areas of a
youthful, artistic and creative character,
promoting culture and art, revitalizing
buildings, pedestrian areas, infrastructure
and information points, and developing
managerial resource capacities to
deliver services focusing on culture, art
and tradition. For example, “creative
neighbourhoods” that promote the diffusion
of culture through music, painting, poetry
and applied art should be established in
conjunction with local human capacity
building, craft promotion areas and areas
serving to culture and heritage.
Their establishment and development
should be supported by programs based on
public-private partnerships, accompanied by
management boards and management and
monitoring administration.
• The recreational and entertaining poles
in urban areas such as waterfronts, urban
squares and green resting areas in tourism
service should be provided with support
services for information, safety, medical
assistance, fast access and public transport
in function of massive holiday areas, taking
into account the massive flows of domestic
and foreign tourists at peak seasons. The
aim is to solidify and interconnect tourist
packages that create economies of scale
and a critical mass for tourism services.
Tourist areas and poles must first be
equipped with infrastructure, enabling quick
access and multimodality in transport.
These areas need to be supported with
tourism services, as well as massive parking
to cope with the tourist flows.
• The tourism in natural and rural areas
These coastal, plain, hilly or mountainous
poles and / or areas should be developed in
harmony with the environment, preventing
the development of urbanization in free
or protected natural areas. They should
maintain and develop services in support
of the characteristics and natural features
of the area. The development of naturefocused
tourism, in addition to the use of
natural resources, should be supported
by both recreational and agro-tourism
functions.
Natural tourist areas should be connected
through natural paths or green corridors
with recreational areas near urbanrural
centres, with natural monuments,
historical-cultural sites outside urban
centres, agro-tourism inns and peri-urban
or rural recreational assets.
The municipalities need to develop the
green corridor infrastructure along the
river beds, equipped with off-road biking
