Management of agricultural land
It will be carried out through the
“consolidation” instrument to create a
competitive agrarian sector, focusing on
developing the fragmented land plots, for
agricultural use in rural areas.
The line ministry and the municipalities of
the region should develop programs and
projects based on this instrument, to create
opportunities for unification of agricultural
land parcels, promoting agglomerations with
similar services, with the aim of creating
arable land areas with the same product in
5-7 ha. Initially, it is recommended to carry
out initial pilot projects, to then develop
complete consolidation programs, for
the management of agricultural land at a
regional scale.
The municipalities of the region should
establish and develop the agricultural
land management board and fund,
with predefined use budgets. The most
effective way of building this rural
development instrument is full and
comprehensive consolidation, but there
are other opportunities, such as simplified
consolidation or consolidation of voluntary
groups. The municipalities are encouraged
to develop pilot projects in advance, and
then apply consolidation to a large scale.
TR6- Development of the regional
agricultural poles
Agricultural farms are the main actors to
promote economic activities in rural areas.
Handling their size and location should allow
farmers to be able to change production
activities according to their needs.
The municipalities should prioritize
investments, including economic
developments in territorial poles with mixed
functions as needed. The development
of these poles should be based on the
predetermined conditions of use of the
territory.
The functions of the areas for activities are
as follows:
Peripheral (peri-urban) areas should be
used for activities specialized in rural-urban
agro-tourism, urban agricultural services,
and markets or services that can help to
connect urban areas with rural areas.
The use and development of these territorial
spaces should be led by the municipalities
through differentiated, fiscal or legal
policies and regulations for uses that focus
on the creation of the aforementioned
activities.
Rural areas should be developed on a
clear network interaction vision of the
agricultural industry, to create an economy
of scale in agriculture. The municipalities
are suggested to use development tools
such as: consolidation and management
of agricultural land, establishment and
development of the agricultural land fund
and board, public-private partnership,
cooperatives and regionalization of the
agricultural production.
The municipalities are recommended to
promote:
• The development of network and
distribution infrastructure of food products
such as points of collection, processing,
packaging and storage and distribution of
products in the markets of urban centres.
• The development of recycling
infrastructure, creating a network of points
of composting, recycling and reuse of
natural waste, to promote the creation of
a closed-cycle rural economy at local and
regional level.
• The regeneration of the irrigation system
infrastructure for the agricultural land.
The regional municipalities should develop
joint projects to develop integrated regional
irrigation systems. These systems should be
protected with buffer zones and monitored
for pollution over and underground, as well
as for urban constructions in their proximity.
The development of irrigation and drainage
systems should be renovated beginning
from the redevelopment of the reservoir
pumping system, cleaning of the reservoirs
