Integrated Cross-Sectorial Plan of Tirana-Durres Area
The Albanian Government and the National Spatial Plan have identified the Tiranë-Durrës area, as one of the most important economic areas of the country, and of the Balkan region. To ensure a sustainable territorial and urban development of this area, the Ministry of Urban Development in cooperation with the National Territorial Planning Agency has taken the initiative to draft a Cross-sectoral Integrated Plan for the economic area Tiranë – Durrës. The metropolitan region under study includes territories administered by 5 municipalities: Tiranë, Durrës, Vorë, Shijak, Kamëz. Priority / Policy Specific project Target group and how to address it Implement - ation period EP5 - Regional waste management Constructing regional waste landfills, for the municipalities of: Durres–Shijak–Kavaje; Tirana–Kamez–Vore. Construct regional landfills for regionalized waste management. Establish structures for the management of waste recycling from source to site. Establish hospital and industrial waste treatment stations. Create incentive schemes that encourage recycling. 2019-2025 EP5 - Regional waste management Completing and operating the plants to process liquid urban waste and treat wastewater for the municipalities of: Durres, Shijak, Tirana, Kamez, Vore. Set up or complete the liquid urban waste management system. Redevelop the liquid waste processing infrastructure. Prohibit the discharges of these wastes into regional rivers. Create a differentiated precipitation management infrastructure for new urban areas, in order not to overload networks during maximum flows. 2019-2025 EP2- Protection and management of surface and ground water resources Regenerating the rivers of Ishem and Erzen and their sub-branches. Regenerate the river beds, develop green corridors on both sides as buffer zones, accompanied by bicycle routes. Create "room" for rivers near urban and rural areas to protect from floods.
