Integrated Cross-Sectorial Plan of Tirana-Durres Area
The Albanian Government and the National Spatial Plan have identified the Tiranë-Durrës area, as one of the most important economic areas of the country, and of the Balkan region. To ensure a sustainable territorial and urban development of this area, the Ministry of Urban Development in cooperation with the National Territorial Planning Agency has taken the initiative to draft a Cross-sectoral Integrated Plan for the economic area Tiranë – Durrës. The metropolitan region under study includes territories administered by 5 municipalities: Tiranë, Durrës, Vorë, Shijak, Kamëz. Transport and infrastructure development Priority / Policy Specific project Target group and how to address it Implement - ation period TP1 – Strategic regional road networks Expanding the main interurban road axis and converting it into a highway in the segments: Berxulle–Shkozet and Thumane–Airport–Vore. Connecting to the North-South highway. Expand the road section in three lanes for each direction in the axis Tirana-Durres. Create a freight lane with information infrastructure, security, underground infrastructure for environmental factors management, acoustic barriers, lighting, overpasses in urban centres and ecological overpass to continue the managed regional park managed in the Vora urban centre. Establish managed entry and exit points to connect with the secondary road network in urban areas and economic areas. Complete the secondary highway roads, for free of charge movement in these segments, with limited speed. 2017-2020 TP1 - Strategic regional road networks Rehabilitating the landscape road Tirana–Ndroq–Shijak–Durres, as a secondary interurban road. Regenerate the regional landscape tourist road. Accompany with separate physical lanes for bicycle mobility. Underground infrastructure, security and information infrastructure. Divert the freight traffic and heavy traffic from this axis. Protect from urban development with buffer zones, axial deviation in the urban centre of Ndroq and provide with information infrastructure. 2017-2020 TP7 - Infrastructure, Energy and Telecommunication Covering with physical infrastructure the optic fibre network and antenna system for telecommunications in: Tirana, Durres, Vore, Shijak, Kamez. Develop and maintain the corridors and stations for optic fibre networks in the regional urban centres. Connect to high speed internet network the areas of regional and national importance.
