businesses that develop comprehensive
housing schemes for the
community. Link to public transport.

Establish residential blocks with
mixed functions that combine
employment, services and housing.
Apply a conditional development
instrument (30% social housing, of
which 20% is rented and 10% below
the market price value for families
in need). The potential development
format for rented premises is PPP.
Apply efficient energy schemes for
new housing blocks. Access to
efficient public transport.

Urban gardens with
agricultural functions:
Municipality of Tirana;
Municipality of Durres
Generate opportunities for
residents in urban centres for the
construction of agricultural-urban
gardens. Integrated administration
and management of these green
spaces of urban blocks. Promote a
pro-active lifestyle and better
relationships with the nature.
Establish urban block management
schemes with private entrepreneurship
and administration.
