underground. Create buffer zones
to avoid environmental problems in
the areas of river estuaries.

– Vaqarr, Tirana.
Rehabilitating the
former industrial area of
the textile combine with
mixed functions.
Reconstruct mixed function areas in
the former Textile Combine
buildings to support the garment,
fashion, textile, creative entrepreneurship
and design industry.
Create low-cost rental facilities in
these structures that support new
businesses. Fast connection with
public transport. Revitalize residential
blocks in the urban area, with a
focus on promoting mixed functions
in the economic pole.
