the interaction of SMEs by typologies.

typologies and their interaction.

municipality.

digital services to facilitate
business procedures through the
One Stop Shop format.
Provide information and support
services for economic development
as well as global partnerships for
business opportunities in the
region. Provide orientation and
information to investors on
investment opportunities in
economic development areas
defined in the GLPs of the
respective municipalities.

incubators and
clusters
Establishing incubators
to support business and
entrepreneurship.
Durres (general
incubator and logistics);
Tirana (incubator of
business innovation and
creative industries);
Shijak (agro-incubator);
Kamez (sectorial-incubator).
Establish 4 types of incubators to
support entrepreneurship. Create
the necessary spaces in public-private
partnerships. Utilize
state-owned, low-rent or with
differentiated taxing assets for
developers.
Use territorial assets and define the
mixed functions of these structures,
near business areas, university
areas or research institutes.
Combine them with institutions
and other service areas.
