EP5- Regional waste management
The plan of integrated regional waste
management, based on the national strategy
and programs, should promote options
that positively impact the environment and,
therefore, should consider the hierarchy of
integrated waste management consisting of:
- waste generation prevention;
- preparation for reuse;
- recycling;
- other recoveries;
- disposal.
The plan of integrated regional waste
management should also establish a
regulation to control the management
of specific waste streams generated in
its territory, as well as the collection,
transportation, recovery, disposal of waste,
observation of operations and maintanance of
disposal sites.
The plan of regional waste management
should include:
• regional urban waste management;
• regional industrial waste management.
Integrated waste processing, which is
undertaken by the line ministries, regions and
LGUs should consist of:
• reduction - reuse - recycling;
• collection and processing of organic waste;
• collection, storage and management of
waste in the landfill facilities.
differentiation at source, reduction - reuse -
recycling by consumers;
- the creation of decomposition areas of
organic waste in every rural area to create raw
materials for the agricultural industry, for a
cyclical economy;
- the closure of landfills that do not fulfil the
required EU standards and their rehabilitation;
- the development of regional solid waste
management schemes for the municipalities
of the region.
The above-mentioned lead to some priority
projects:
- regionalization of landfills as dictated by the
national plan;
- the possibility of interim landfills;
- the possibility of establishing a landfill for
industrial waste disposal.
Furthermore, it is to be taken into
consideration the retreatment/revitalization of
existing landfills, construction of new waste
collection stationary points, the differentiation
of waste at source or differentiation at the
landfill, prior to disposal, where parts of it
goes to recycling.
A more concrete picture on landfills and waste
management will be conducted by the line
ministries through the:
- National Waste Management Masterplan.
- National Plan of Integrated Waste
Management.
There are several development opportunities
for depositing solid waste in Tirana, Durres,
Kamez, Shijak, Vore based on:
- the urgent need to draft waste management
plans in the short, medium and long term, at
regional and local level;
- continous and subsequent awarenessraising,
education and sensibilization
campaigns on the consequences and effects
that waste bring on health and environment;
- the differentiation of waste at source into two,
three, four or more streams;
- the inclusion and opportunities of promoting
