HOME BUILDERS ASSOCIATION OF IOWA Mission Statement The Home Builders Association of Iowa is a federation of local home builders associations that effectively supports the Iowa home building industry by: • Supporting affiliated local home builders associations; • Participating proactively in government affairs; • Providing networking opportunities; • Delivering valued services; • Advancing new technology and trends; and, • Promoting ethical business practices. The Home Builders Association of Iowa will provide leadership for the building industry and promote the American dream of home ownership. Core Focus The Home Builders Association of Iowa will be the leading advocate for the residential construction industry. We shall strive to: • Provide a forum and serve as a resource for our members on issues impacting the residential construction industry; • Present a unified voice to various sectors of state government; • Encourage legislation, regulations and codes that strengthen the home building industry; • Support government officials sensitive to the needs and operations of our industry; and • Encourage the participation of members in the legislative process. The HBA of Iowa is your Legal, Legislative and Regulatory resource for all housing issues. SERVICES Scholarship Program Each year the HBAI Educational Corporation presents multiple scholarships (up to $1,000) to students pursuing a career in the home building and related industries. Application deadline is February 15 and available online at www.hbaiowa.org. Weekly Newsletter There is an electronic newsletter distributed weekly to all HBA IA members. Timely articles on industry issues including code, regulatory and legislative updates. HOME BUILDERS ASSOCIATION OF IOWA Executive Committee Association Policy & Steering Committee meets monthly. Legislative Affairs Committee Examines existing and monitors future Local, State and National legislation affecting the home building industry. HBA IA also hires a contract lobbyist team to maintain our interests. Issues Fund Provides funds to assist the local HBAs to defend issues with a statewide impact that promote our industry and to defeat those issues detrimental to home building. Construction “Model” Contracts These member-only contracts are designed and copyrighted by the HBA of Iowa for our builder members and are available in a Word or Adobe document from the HBA Iowa office and includes: New Construction & Remodeling Contracts, Subcontractor Agreement, Lumber Escalation Clause, Mold Notice Disclaimer, Change Order Form and Iowa Lead Paint Notification Forms. Board of Directors Meets 3 times per year to conduct the business of the association. Advocacy • Representation in the Iowa Legislative & Political Process • Year Round Lobbying • Monitoring of legislative and regulatory issues impacting our industry • Weekly legislative updates during session • Congressional visits in Iowa and Washington, DC • Support of HBAI-PAC in securing funding to support housing friendly candidates Home Builders Association of Iowa 2017 Recap 2017 has been one of the most productive years in the history of our Federation. The economy was strong, there seemed to be no shortage of work, and membership continues to grow. Rising material prices and labor shortages continue to be a burden. Developing the skilled trades was a major focus – encouraging the next generation to step into the workforce with the promise of work and good pay. Legislative – The 2017 legislative session was one of our most productive ever and we were able to move many of our priorities forward. It closed Saturday, April 22 after an all-night marathon. Big issues like water quality, cannabis, and budget issues were still being worked on as they tried to find common ground before calling the session’s end. Early in the session, lawmakers shortened the session by ten days to save some money and the per diem ended April 18. Everyone had hoped for a smooth and easy session with Republicans controlling the House, Senate, and Governor’s office – such was not the case and much lower than expected revenues further complicated things. Overall it was a monumental undertaking - with issues like abortion, tax relief, mental health and education funding, collective bargaining, medical marijuana, etc. It was a great session for members of the Home Builders Association of Iowa and other construction association groups, real estate professionals, and workforce development planning coalitions. Iowa’s 15-year Statute of Repose (the longest in the Country) was finally reduced after a seven-year battle. Commercial applications will now have an eight-year SoR and residential is now at ten years. This will hopefully open the insurance marketplace for our members, saving significant premiums with the lower exposure. The Iowa Association of Realtor’s were victorious in their number one issue that was fought for the past four sessions – a first time homebuyer savings account. Similar to Iowa’s 529 plan for education, it will allow individuals to put away $2,000 and couples $4,000 annually into an interest-bearing savings account to be used for a down payment on a single-family home. Another great victory was one of Master Builder’s top priorities - a prohibition on government-mandated Project Labor Agreements.
