News Residents all ears as ‘cool’ change set to transform tired Palm Beach Change is coming to Palm Beach with tired, neglected, dangerous and incomplete areas of the beach precinct set for a massive injection of funding and rejuvenation over the coming 18 months. Northern Beaches Council Administrator Dick Persson revealed consultation in February with residents and their forums, including the Palm Beach Whale Beach Residents Association, had been productive, with discussion focussed on several key areas. On the checklist included improving parking availability for residents, delivery of the detailed design for the long-awaited Palm Beach Walkway from the wharf to Governor Phillip Park – the construction of which Council is targeting within 12 months – and “overdue” landscaping improvements to the southern end of Palm Beach. Mr Persson said he immediately realised the latter requirement after being driven around by residents, prompting the draft plan which is being exhibited for community comment this month. He said the final design would be sympathetic to the environmental, cultural and heritage values of Palm Beach and enhance the unique qualities of the location. It would include upgrades to furnishings, while built elements would use natural materials, timber, and sandstone and crushed sandstone. Additionally, the dunes would be replenished, reshaped and planted based on advice from a coastal engineer, with pedestrian access along the beach adjacent to Ocean Rd to be improved. “I know it is about defining the edges – currently you have worn areas between the pavement and the grass and it may well involve the sort of attempt to establish a walking path with those timber slats they have used in places like Noosa which most people think are a nice compromise between natural and needing to have something to stop erosion,” Mr Persson said. “The draft plan for community comment will be available this month,” he confirmed. “And I will make sure funds will be in the 2017/’18 budget so we can get on with whatever work is finally determined.” Regarding the sore point of limited parking in Pittwater Park and surrounding areas which was in high demand during peak periods, Council was working with the community to develop a parking demand management strategy. Residents had been angered that the carpark was being taken up by tradespeople from out of the area, meaning residents and visitors to the local business precinct had nowhere to park. As an interim measure to help provide more short-term, high-turnover parking spaces, Council last year introduced changes to 17 parking spaces in Pittwater Park, resurfaced the car park, adding additional spaces including some more timed parking to increase turnover and support local businesses, and banning nonresident parking permit holders. “Council recognises it is a delicate task to balance the needs of local residents and facilitate access to the area for the broader community and visitors,” Mr Persson said. to move to the tender process for the $1.7m Palm Beach Walkway this month (March). This followed the development of detailed designs and engagement with the community – including residents on Barrenjoey Rd – to ensure the project was construction-ready. Design details included retaining the midway bus stops due to community support for their retention and preserving pedestrian access to Beach Rd. “It was not possible to incorporate a cycleway due to the narrowness of the road,” he added. Palm Beach Whale Beach Residents Association President Richard West welcomed the collective initiatives, saying Council was “doing quite a good job with the walkway and the landscaping plan”. However, he said the issue of resident parking needed to be tightened. “There needs to be more time restrictions imposed in the Southern carpark (Pittwater Park)… more fourhour parking is needed,” he stressed. “Perhaps Careel Bay could be used during the holiday periods and then the L90 brings people up every 15 minutes. “We’re pleased Council are addressing the parking issue and getting input from residents… it’s a difficult issue – there’s limited parking and a number of competing parties: there are the residents, the offshore community and the campers who stay overnight at places like The Basin.” “The problem is residents get two stickers which applies to the whole of the Northern Beaches – this has increased demand on resident parking places and reduced availability for local residents.” Dr West agreed the beachfront and Governor Phillip Park also needed to be looked at. “And Ocean Rd and Palm Beach Rd leading up to Pacific Rd is getting very congested – there needs to be some restrictions put in place there. “We welcome the initiative – we’re waiting expectantly. “They’re doing quite a good job with the walkway and the landscaping plan… they just need to sort out parking, buses and a few other things.” – Nigel Wall News MARCH 2017 9
