Notice is hereby given that the prohibited fire season<br />
currently imposed by the Christchurch City Council<br />
over the rural fire area for which the Council is the<br />
Fire Authority is lifted from 7am on Saturday, 8 <strong>April</strong><br />
<strong>2017</strong>, to be replaced by an OPEN FIRE SEASON.<br />
Fires may now be lit in the open air in rural areas<br />
without permit. Restrictions may be reimposed at a<br />
later date if weather conditions create a potentially<br />
dangerous fire situation.<br />
All residents are requested to take care when lighting<br />
open fires. Before lighting fires in the open air,<br />
careful consideration must be given to weather<br />
conditions, adequacy of fire breaks, availability of<br />
water, and the patrolling of fires until completely out.<br />
Fires are not to be left burning after dark.<br />
NOTE: Resource Consent conditions imposed by<br />
Environment Canterbury may still apply.<br />
Property owners within the Department of<br />
Conservation Fire Safety Margin require a<br />
permit all year round.<br />
Relevant authorities should be contacted prior<br />

CHANGES TO PERMITTED DEPOTS AND<br />
TEMPORARY ACCOMMODATION FOR PEOPLE<br />
DISPLACED BY EARTHQUAKES<br />
Under Clause 7(3)(a) and Clause 8(3)(a) of the Canterbury Earthquake<br />
(Resource Management Act Permitted Activities) Order 2011<br />
Following the February 2011 earthquake many residents and businesses were displaced from their usual homes or<br />
premises. Depots and storage facilities were urgently required for earthquake recovery. <strong>The</strong> Canterbury Earthquake<br />
(Resource Management Act Permitted Activities) Order 2011 enabled the Council to, by public notice, permit depots<br />
and storage facilities and temporary accommodation for displaced people and businesses, that would otherwise not<br />
comply with the City and District Plans.<br />
On 9 <strong>April</strong> 2011 the Council issued a public notice that permitted temporary accommodation and depots throughout<br />
the City if they complied with general standards in that notice.<br />
At its meeting on 22 September 2016 the Council resolved to issue a new public notice to change the scope of the<br />
permitted temporary activities and the associated policy. This was due to the time elapsed since the earthquakes,<br />
issues arising over time as a result of temporary accommodation approvals, the progress of the rebuild, legislation<br />
extending the timeframe for temporary activities under the 2011 Order, and the Replacement District Plan including<br />
rules providing for temporary activities.<br />
<strong>The</strong> standards for depots and storage facilities and temporary accommodation are hereby amended in the following ways:<br />
• Temporary residential accommodation is no longer permitted by general standards.<br />
• Temporary depots and storage facilities are no longer permitted by general standards.<br />
• Site specific temporary activity approval or a resource consent will now be required for these activities if they do<br />
not comply with the rules in the Christchurch District Plan.<br />
<strong>The</strong> effect of these amendments is to remove all remaining standards for permitted activities under the Order in Council.<br />
<strong>The</strong> associated policy, as amended, can be viewed on the Council website.<br />
<strong>The</strong> amendments will take effect from the date of this notice and amend those advertised in previous public notices.<br />
<strong>The</strong> amendments do not affect activities that have been lawfully established under the existing standards prior to this<br />
public notice.<br />
This notice relates to temporary accommodation, as defined in the Canterbury Earthquake (Resource Management<br />
Act Permitted Activities) Order 2011. All other statutory requirements and regulations applying to the activity or<br />
site (e.g. building consent, animal control, resource consent from Environment Canterbury, Ministry of Education<br />
standards, liquor licensing or health licensing) must also be complied with.<br />
Any temporary activity established under these provisions shall not create or give rise to any existing use right in<br />
respect of any land, activity, or structure (refer clause 5(3) of the Canterbury Earthquake (Resource Management Act<br />
Permitted Activities) Order 2011).<br />

NOTICE OF LIFTING OF FIRE<br />
BAN IN THE OPEN AIR WITHIN<br />
THE CITY OF CHRISTCHURCH<br />
Christchurch City Council is lifting its ban on fires in the<br />
open air in urban areas.<br />
<strong>The</strong> ban, which has been in place since Saturday, 14<br />
January <strong>2017</strong>, will be lifted from 7am on Saturday, 8 <strong>April</strong><br />
<strong>2017</strong> until further notice.<br />
<strong>The</strong> existing prohibition on fires in the open air is<br />
imposed pursuant to Section <strong>13</strong> of the Christchurch City<br />
Council Urban Fire Safety Bylaw 2014 and is in force<br />
for properties not zoned residential in Christchurch<br />
City and within the Urban Fire Districts of Christchurch,<br />
Brooklands, New Brighton, Sumner, Lyttelton, Governors<br />
Bay, Diamond Harbour, Little River and Akaroa.<br />
Fires may now be lit in the open air in the urban areas<br />
without permit. Restrictions may be re-imposed at a<br />
later date if weather conditions create a potentially<br />
dangerous fire situation.<br />
Before lighting fires in the open air, careful consideration<br />
must be given to weather conditions, the risk of spread,<br />
adequacy of fire breaks, availability of water, and the<br />
supervision of fires until completely out. Fires must only<br />
be lit in daylight hours and must not be left burning<br />
after dark.<br />
Note: Environment Canterbury places resource consent<br />
conditions on fires in residential areas. Landowners in<br />
these areas should contact Environment Canterbury for<br />
further information.<br />
