MANY years ago I decided to have a little fun and<br />

started trying to think up some original, unofficial<br />

(and incorrect!) collective nouns for birds.<br />

A friend of mine who was living in Port Alfred at the<br />

time, was very good with words, so I asked for his help.<br />

About a week later, he gave me quite a long list of<br />

originals that he had thought up. One of them was a<br />

“wig of heron” Wig? Get the pun? A wig of “hair on”!<br />

Back to the present. Last week, I was called out to<br />

help identify the various species of heron and egrets<br />

that had “wigged” some trees in town. The<br />

non-birders there were having a friendly discussion of<br />

sorts as to whether they were grey herons,<br />

black-headed herons or something completely<br />

different altogether. So I pointed out the differences<br />

between the species to them. This week I am going to<br />

do the same for my readers, but for now I’m taking<br />

two of the species known to nest in such heronries.<br />

Firstly, the black-headed heron is quite distinctive<br />

with its grey plumage, black crown and hindneck,<br />

white throat, black bill and yellow eye, which turns<br />

deep red when breeding. The young birds are duller<br />

grey on the crown and neck. In flight, the broad black<br />

border along the wing is distinctive.<br />

The black-headed heron is primarily a grassland<br />

bird, where it can be seen stalking and catching<br />

rodents, small snakes, lizards and even baby birds.<br />

The grey heron is similarly built, being about the<br />

same size, and proportions. The first impression is<br />

generally that of a paler bird, being white underneath<br />

with a pretty blue-grey wings that don't show a broad<br />

black border in flight. The neck is mostly white,<br />

dusted with silvery-grey hues and a broken black line<br />

down the front, and the crown is white. The only black<br />

on the head is a line starting just above and behind<br />

the eye, like an “eyebrow” for sorts, ending at the<br />

back of the crown. These feathers grow much longer<br />

during the breeding season. The bill is yellow, not<br />

black, and turns a deep vermillion colour during<br />

breeding.<br />

The grey heron prefers fish, rather than the more<br />

“ear thy” taste of its black-headed cousin.<br />

UPGRADING OF THE KAP RIVER BRIDGE,<br />

WITHIN THE KAP RIVER NATURE RESERVE,<br />

PORT ALFRED WITHIN THE NDLAMBE<br />

MUNICIPALITY<br />

DEDEAT REF: EC05/C/LN1&3/M/28-2017<br />

You are hereby notified in terms of the National<br />

Environmental Management Act (Act No 107 of 1998)<br />

and its subsequent amendments as well as Regulation<br />

4(2) of the amended Environmental Impact Assessment<br />

Regulations published in Government Notice No. R326<br />

and the associated listing notices of April 2017, which<br />

the Environmental Authorisation (EA) for the abovementioned<br />

project, was issued on 31 October 2017 (and<br />

received by the EAP on 7 <strong>November</strong> 2017) - approving<br />

this project. The reasons for the decision are detailed<br />

in Section 4 on page 10 and 11 of the EA (available on<br />

request). In addition, a General Authorisation for Water<br />

Use, in terms of Section 21(c) and Section 21(i) of the<br />

National Water Act (Act No 36 of 1998), was authorised<br />

by the Department of Water and Sanitation (DWS) in<br />

July 2017.<br />

Notice of Appeal process:<br />

In accordance with sub-regulation 4 (2) of the amended EIA<br />

Regulations, GNR 326 dated April 2017, as well as Section<br />

44 of the NEMA Appeal Regulations, GNR 993 dated<br />

December 2014 (attached), read together with Section 43<br />

the decision by Department of Economic Development,<br />

Environmental Affairs and Tourism (DEDEAT) to authorise<br />

this application and your attention is hereby drawn to the<br />

fact that an appeal may be lodged against the decision in<br />

terms of Regulation 4 (1) of the NEMA Appeal Regulations.<br />

A notice of intention to appeal must be lodged with the<br />

Member of the Executive Council, Ministry of Economic<br />

Development, Environmental Affairs & Tourism (hereafter<br />

referred to as the MEC), within twenty (20) days of the<br />
