At the age of six he began to project comics, at 10 he wrote and
printed his first bulletin that he sold at the Champagnat School
where he was studying and in nearby kiosks. In 1975, his older
brother gave him a video camera that he used intensively and two
years later he scripted and made his first short film of 7 minutes,
followed by others. In 1980, for his short film Del genesis, he
was awarded the first prize in the “Experimental” category in the
contest of the Ateneo Foto-Cine Rosario, in addition to earning a
mention for Best Editing and Third Prize (without category) in the
contest of the Circle of Filmmakers Marplatenses and a Special
Mention of UNCIPAR. For his film De los caras de los espejos,
Cesar won the First Prize of UNICA, the Amateur International Film
Union in 1983. He was a jury at the festivals of Amiens (France),
Montreal Young Film Festival (Canada), Kelibia (Tunisia), Huy
(Belgium), Hyderabad (India), Ouagadougou (Burkina Faso), Villa
Carlos Paz and Buenos Aires. Since 1992 he is a professor at the
Universidad del Cine de Buenos Aires. He was a pioneer in film
co-productions between Argentina and Tunisia (Equinoccio, The
Garden of Roses, 1991), India (Unicorn, The Garden of Fruits,
1996) and Mali (Aphrodite, The Garden of Perfumes, 1998).
These three films were mostly based on folk myths from each of
the countries where they were filmed.
