Library Upgrade<br />
All Toowoomba Region Libraries will be<br />
closed from 12 noon Saturday, 30 September<br />
to Tuesday 3 October for an upgrade to our<br />
library management system. All libraries will be<br />
upgraded to SPYDUS 10, which features a new<br />
discovery tool that enable patrons to search all<br />
collections within the one search. All libraries<br />
will be closed and customers will be unable to<br />
return any items during this shutdown. The library<br />
website will still be available however our library<br />
catalogue will be unavailable. We will reopen<br />
on Wednesday 4 October with staff available to<br />

with teapots in the shape tractors,<br />

visitor said the red teapot,<br />
represented Case IH, should<br />
be disposed of. He was a<br />

liked the green teapot. The<br />
12th year of the teapot display<br />

Peacehaven revamp in time for carnival<br />
The upgraded Peacehaven Botanic<br />
Park at Highfields has opened just in<br />
time for the 68th annual Toowoomba<br />
Carnival of Flowers.<br />
At the official opening of the improved<br />
4.7 hectare park, Minister<br />
for Local Government Mark Furner<br />
said the Palaszczuk Government was<br />
proud to help fund the upgrade.<br />
“A grant of almost $313,000 was<br />
provided for the project, which employed<br />
15 people from the design<br />
phase to completion of construction,”<br />
Mr Furner said.<br />
“This is another example of the<br />
great work being done by the Palaszczuk<br />
Government to provide employment<br />
for people in regional centres<br />
throughout Queensland.<br />
“Since we were elected, 94,500<br />
jobs have been created, the equivalent<br />
of 100 new jobs every day since<br />
January 2015.”<br />
Mr Furner said the investment in<br />
the Peacehaven Botanic Park enhanced<br />
Toowoomba’s image as the<br />
Garden City.<br />
“This upgrade offers great benefits<br />
for locals, who can come here all year<br />
round, as well as tourists visiting the<br />
area,” Mr Furner said.<br />
“What makes this park special is<br />
the nature play area and sensory garden,<br />
the wide paths that ensure it is<br />
accessible for people of all ages and<br />
This is prostate cancer awareness month<br />
One in five Queensland men<br />
will be diagnosed with prostate<br />
cancer by the age of 85.<br />
Our dads, brothers, grandfathers,<br />
partners and friends are at<br />
risk.<br />
Prostate cancer is the leading<br />
cause of cancer among men in<br />
Queensland, with around 4000<br />
men diagnosed each year on average.<br />
September is Prostate Cancer<br />
Awareness Month and we’re<br />
urging men to help raise awareness<br />
of the disease and better understand<br />
their risk to help detect<br />
it early.<br />
While five-year survival rates<br />
for prostate cancer are drastically<br />
improving and are at 94 per<br />
cent, up from 64 per cent in the<br />
1980s, there’s still no time for<br />
complacency.<br />
The cause of prostate cancer<br />
is still not clear, and in the early<br />
stages, prostate cancer often<br />
doesn’t produce any symptoms.<br />
However, we do know that the<br />
risk of prostate cancer rises with<br />
age and occurs mainly in men<br />
abilities, and the lawns which will be<br />
a great place for people to gather.”<br />
Toowoomba Regional Council<br />
Deputy Mayor Carol Taylor said the<br />
Peacehaven Botanic Park upgrade<br />
includes unique botanic referenced<br />
play-art with elements designed and<br />
constructed taking inspiration from<br />
the local environment.<br />
“The park’s upgrade makes this<br />
piece of open-space an even greater<br />
asset for the Highfields and broader<br />
Toowoomba Regional community,”<br />
Cr Taylor said.<br />
“The Council is grateful to the<br />
State Government for its contribution,<br />
ever conscious of the generosity<br />
of benefactor Stan Kuhl, and delighted<br />
by the vision and hard work of the<br />
Friends of Peacehaven Botanic Park.<br />
“I expect this significant park will<br />
become ever more popular as a location<br />
for weddings and community<br />
events with the new accessible nature<br />
play area, backdrop of the beautiful<br />
lake and views out to the Bunya<br />
Mountains.”<br />
Mr Furner said he was pleased the<br />
Local Government Grant and Subsidies<br />
Program was used to support<br />
such a worthwhile project to help<br />
boost jobs for regional Queensland<br />
and support the Toowoomba Regional<br />
Council to build local communities.<br />

cancer, or distinguish potentially<br />
fatal cancers from benign tumours.<br />
We recommend men speak<br />
with their GP about what is right<br />
for them, especially if they notice<br />
body changes including<br />
difficulty or pain in passing<br />
urine, or blood in urine, and<br />
any of these symptoms combined<br />
with pain in the lower<br />
back, upper thighs or pelvic region.<br />

CRIME: August 30 - An<br />
unknown offender attempted<br />
to gain entry into a property on<br />
John Street, Crows Nest by removing<br />
louvres at the rear of the<br />
residence. No entry was gained.<br />
What is concerning is that the<br />
occupants of the address were<br />
home at the time, so I implore<br />
everyone to ensure their houses<br />
are locked at all times, even if<br />
you are inside.<br />
Between August 30 and September<br />
1, police attended a<br />
property on Anduramba Road,<br />
Crows Nest where an alleged<br />
quantity of stolen property was<br />
located. The male offender, 28,<br />
was charged with four counts of<br />
stealing, four counts of receiving<br />
tainted property, two counts<br />
of possessing tainted property,<br />
one count of authority required<br />
to possess explosives and one<br />
count of disqualified driving.<br />
The offender was charged<br />
through the Toowoomba Watchhouse<br />
and will be appearing before<br />
the Toowoomba Magistrates<br />
Court on September 27.<br />
Between August 31 and September<br />
7, unknown offenders<br />
gained entry into the Crows Nest<br />
Swimming Pool complex on<br />
Curnow Street, Crows Nest. The<br />
offenders damaged a water pump<br />
on the property before leaving<br />
the scene.<br />
On September 7, a male 52,<br />
was caught stealing items from<br />
a property of the New England<br />
Highway, Crows Nest. The offender<br />
was issued a Notice to<br />
Appear for an offence of enter<br />
premises an commit an indictable<br />
offence, and will be appearing<br />
before the Toowoomba Magistrates<br />
Court on October 26.<br />
TRAFFIC: September 2<br />
- A silver Mazda utility was intercepted<br />
on the New England<br />
Highway, Crows Nest. Checks<br />
conducted revealed that the vehicle<br />
was both unregistered and<br />
uninsured. The male driver, 58,<br />
was issued with traffic infringement<br />
notices for the offences.<br />
There were 23 traffic infringement<br />
notices issued in the division<br />
for the past fortnight.<br />

and get active with Toowoomba<br />
Regional Council’s new Thrive<br />
project.<br />
To coincide with Women’s<br />
Health Week, more than 200<br />
free and low-cost activities are<br />
being made available from September<br />
through to May 2018 for<br />
women and girls living in the<br />
Toowoomba Region.<br />

said the initiative was about empowering<br />
women to have a go<br />
at a range of fitness and outdoor<br />
recreation activities they may<br />
not have tried before.<br />
“Research tells us more than<br />
40 per cent of adult women in<br />
Queensland are not achieving<br />
the recommended 30 minutes<br />
of moderate physical activity on<br />
most days of the week,” she said.<br />
“TRC secured additional funding<br />
from the State Government<br />
to provide more than 200 free or<br />
low-cost options for women and<br />
girls of all ages to get active.<br />
“Toowoomba Regional Council<br />
worked with the Queensland<br />
Government to secure more than<br />
$35,000 from the Government’s<br />
Get Out, Get Active grant to provide<br />
various fitness and outdoor<br />
recreation programs specifically<br />

A little while ago I decided that it would be<br />
good for the kids and I if we had our own chooks.<br />
Our first egg arrived and I have just calculated<br />
the cost: One chook pen @ $148 plus freight<br />
- $200, three chooks @ 1$6.50 each - $49.50, one<br />
bag of mash - $18, one watering dish - $25. Total<br />
cost $292.50<br />
Result to date - one egg<br />
It will take a long time to recoup the investment<br />
made in our chooks. Most of my friends who have<br />
chooks have said that keeping them is a lifestyle<br />
not a financial decision.<br />
For me investing in our chooks is about the long<br />
term benefits. Three chooks at three eggs a day =<br />
21 eggs a week. Optimistically. that’s a bit less<br />
than $10 return a week and that’s assuming they<br />
lay consistently each day. At that rate, it will take<br />
me almost a year to repay my initial investment<br />
and it is likely that it will take much longer.<br />

Merle Schilf celebrates her 90th birthday<br />
An open house was held at Trinity<br />
Lutheran Church Hall on August 27<br />
to celebrate the 90th birthday of Merle<br />
Schilf who is a resident of Salem<br />
Lutheran Aged Care Facility.<br />
Merle was joined by her five children,<br />
their spouses, several of her<br />
grandchildren and great grandchildren<br />
for the occasion along with her<br />
only brother Desmond, her sister-inlaw<br />
Myrna and many of her nieces<br />
and nephews, cousins and family<br />
friends.<br />
Merle was born at the family home<br />
‘Cattle Gully’ Quinalow on August<br />
16, 1927, fourth child to Christi and<br />
Rhoda Kanowski.<br />
She attended the local school at<br />
Quinalow until grade seven and then<br />
helped out on the family farm.<br />
She married Kevin Schilf who was<br />
employed at the Maclagan Butchery<br />
in Aril 1948.<br />
After many moves around<br />
Queensland operating various butcheries,<br />
the family once again settled<br />
in Maclagan in 1972 and re-opened<br />
the Maclagan Butchery which is still<br />
being operated by members of the<br />
Schilf family today.<br />
Merle looks forward to having<br />
visitors at Salem and has been a resident<br />
there for almost five years after<br />
spending several years in a unit in<br />
Toowoomba.<br />

examined in detail as we walked<br />
through the local bush.<br />
Over the years many of the<br />
boronias, ground orchids and<br />
tea trees disappeared nearer the<br />
coast due to increased population<br />
and urban development.<br />

Nest during better weather conditions.<br />

High Country <strong>Herald</strong> is a newspaper with a heritage<br />

Media nerds might suggest that the future for news is<br />
with the internet, social media and web sites. But the owners<br />
of the business, Neil and Ann Lomas, are so enthused<br />
about their newspaper, that they are planning a celebration<br />
of their 20 years of proprietorship.<br />
At a time when global giants Google and Facebook are<br />
said to be taking billions of dollars of advertising revenue<br />
each year from the established Australian media, High<br />
Country <strong>Herald</strong> grows its advertising each year along<br />
with its circulation reach across the northern part of the<br />
Toowoomba Region.<br />
Twenty years ago, Neil and Ann purchased the Crows<br />
Nest based newspaper The New Advertiser. It was an eight<br />
page, black and white paper that was published fortnightly.<br />
Highfields was then serviced by a small newsletter,<br />
Highfields Neighbours, which Neil and Ann bought and<br />
changed the name to Highfields <strong>Herald</strong>.<br />
The Crows Nest paper’s name was also changed, to<br />
Crows Nest Advertiser, harking back to 1905 when the<br />
first Crows Nest Advertiser was published. Along the<br />
way, when owned by Gatton interests, the local paper was<br />
known as the East West Advertiser (east for Gatton and<br />
west for Crows Nest.)<br />
In 2010 Neil and Ann, pictured, moved their newspaper<br />
office from Crows Nest to Highfields, and in January, 2012,<br />
the first edition of High Country News, merging the Crows<br />
Nest and Highfields publications, was published.<br />
In 2014 they renamed the paper High Country <strong>Herald</strong>.<br />
Throughout these years, circulation has expanded annually,<br />
from just hundreds with the Crows Nest Advertiser, to<br />
more than 12,000 now, as people in both rural and city areas<br />
learn about the free paper their neighbours are reading,<br />
and request that distribution be expanded to include their<br />
mail boxes also.<br />
The circulation area now extends house-to-house from<br />
North Toowoomba, west to Bowenville, and north to Maclagan<br />
at the base of the Bunya Mountains, and Cooyar,<br />
Crows Nest and Ravensbourne.<br />
Additionally, 500 households receive their paper via<br />
email, and another 350 or so are collected by readers at the<br />
Toowoomba shopping centres, Northpoint, K Mart Plaza,<br />
Wilsonton, High Street Plaza, and Clifford Gardens. More<br />
that 800 copies are distributed in Oakey and 620 at Kingsthorpe.<br />
Around 400 are distributed to Oakey Post Office<br />
boxes, businesses and the western mail run.<br />
Circulation is officially audited at the of March and September<br />
each year.<br />
There are trade businesses who have advertised for 20<br />
years and continue to do so and many readers like to read<br />
the local news in hard copy, even though it is available on<br />
email.<br />
Regardless of how the news is presented though, electronically<br />
or on paper, the biggest attraction is content,<br />
and an 80th birthday party report can be as popular as a<br />
statement from the Mayor or construction work on a road<br />
through the range.<br />
A section on farming is widely read as are reports on<br />
meetings protesting plans considered not in the best interests<br />
of the community.<br />
High Country <strong>Herald</strong> has taken to the air to farewell<br />
Army Blackhawk helicopters, viewed the Crows Nest<br />
Show from above, and attended functions, meeting people,<br />
and listening to local opinions, ensuring people have their<br />
views expressed publically.<br />
High Country <strong>Herald</strong> thrives on its community of interest<br />
which community appreciates because it gets a say.<br />
The paper has also contributed to the community in other<br />
ways, such as the running of a community dinner in Crows<br />
Nest each year. Its first dinner attracted 110 people, and<br />
continued for ten years increasing each year until 385 people<br />
attended when the event had to be held in a marquee in<br />
Centenary Park when the new hall was being constructed.<br />
The paper also instigated the Crows Nest markets which,<br />
once established, were handed over to the Lions Club.<br />
The 20th anniversary celebrations are to be held at<br />
Peacehaven Park in Highfields this Sunday, September 24,<br />
from 11.30am to 3pm. There will be a sausage sizzle and<br />
music by the Hobsons. All are invited.<br />

Children enjoyed the challenge of an old fashioned<br />
hay bale maze at the Under Eights morning,<br />
Kulpi State School.<br />
Kulpi State School always rings with children’s<br />
laughter however there were plenty of additional<br />
voices when it recently hosted an Under Eight’s<br />
morning for local schools.<br />
More than one hundred students aged under<br />
eight came with parents and staff from the Kaimkillenbun,<br />
Quinalow, and Jondaryan schools, as<br />
well as special tiny visitors from Maclagan Kindy.<br />
Principal Rosita Lever said local schools all<br />
contributed to the cluster by hosting sporting<br />
events throughout the year, and that Kulpi wanted<br />
to contribute too.<br />
“Under Eights activities celebrate the special<br />
qualities of young children and their delight in<br />
learning through play,” she said.<br />
“We were thrilled with the support from schools<br />
with everyone participating enthusiastically.”<br />
There were many traditional activities for children,<br />
including face painting, bubbles and painting,<br />
however Kulpi staff organised some special<br />
surprises too.<br />
A hay bale maze was constructed with the help<br />
of local farmer Jono Biggar, and 115 bales provided<br />
a challenge for the children to work their way<br />
through.<br />
Mrs Lever said that because of the success of the<br />
day that she planned to make it an annual event..<br />

Mt Binga endurance ride<br />
Toowoomba Endurance Horse Riders Association<br />
has received sponsorship from Hutchinson Builders<br />
for their upcoming endurance ride at Mt Binga State<br />
Forest on October 7 and 8.<br />
Mr Rob Weymouth, Hutchinson Builders, said:<br />
“This year marks the 105th anniversary for Hutchinson<br />
Builders.<br />
"We consider ourselves a strong and enduring<br />
company, so to partner with a local sporting club to<br />
sponsor an event that is about endurance, resilience<br />
and strong partnerships, is a good match for us,” Mr<br />
Weymouth said.<br />
The endurance event will see horse and rider combinations<br />
compete in ride distances up to 80km over<br />
the weekend.<br />
Ken Gordon TEHRA president said, “We will be<br />
holding a 20km and a 40km ride on Saturday and a<br />
40km and 80km ride on Sunday.<br />
Endurance is a great family sport, we expect<br />
up to 180 riders over the weekend, varying in<br />
age from five right through to people in their 70s.<br />
"We are a not-for-profit sporting group that runs entirely<br />
on volunteers.<br />
"We are extremely grateful to our ride sponsor Hutchinson<br />
Builders, without whose assistance our event<br />
would not be possible.”<br />
TEHRA is seeking volunteers who are interested in<br />
endurance horse riding to assist with the running of<br />
the ride, and always welcomes new club members.<br />
The club rides socially in the Toowoomba region as<br />
well as at endurance events and consists of long term<br />
endurance riders and new members who are learning<br />
the ropes.<br />
As strict biosecurity measures will be in place, all<br />
ride nominations must be made in advance.<br />

Miniature steam train and<br />
Model T bus rides<br />
This Wednesday and Sunday, from 10am to 2pm come<br />
and ride Myrtle May, the miniature steam train at the Highfields<br />
Pioneer Village. Tickets are tickets $3 child and $5<br />
adult.<br />
The train runs on a 10¼ inch gauge circular track at the<br />
village with three passenger carriages and take up to 20<br />
people at any one time.<br />
Or have a vintage bus ride on Henry, the Model T Ford<br />

Reforms to regional media policy<br />
Member for Groom Dr John<br />
McVeigh has supported measures<br />
announced to support regional and<br />
small publishers and create local<br />
jobs.<br />
The new measures, which are in<br />
addition to the Government’s media<br />
reform package, and subject to<br />
its passage through the Parliament,<br />
include:<br />
• A $50 million Regional and<br />
Small Publishers Innovation fund<br />
• A Regional and Small Publishers<br />
cadetship program to support<br />
200 cadetships ($8 million) and<br />
• Sixty regional journalism<br />
scholarships ($2.4 million over<br />
three years)<br />
The fund could allocate grants<br />
to programs and initiatives such<br />
as purchasing or upgrading equipment,<br />
software, training, development<br />
of apps and business<br />
activities to drive revenue and<br />
readership, all of which would<br />
help small regional publishers to<br />
expand their businesses and create<br />
more jobs.<br />
Funding grants will be capped<br />
at a maximum of $1 million a year<br />
for any media group.<br />
At least two-thirds of funding<br />
must go to regional publishers<br />
and not less than 25 per cent for<br />
non-regional publishers.<br />
Dr McVeigh said he had received<br />
representations from two<br />
local publishers in recent months<br />
in the lead up to the media reforms<br />
debate in Parliament.<br />
“They had some concerns about<br />
potential changes to the media<br />
landscape and how it would affect<br />
their business model,” Dr<br />
McVeigh said.<br />
“I recognise those concerns<br />
and I also value the service they<br />
provide to the smaller, regional<br />
communities around the region.<br />
"They are vital parts of the local<br />
media landscape. These new measures<br />
will be a welcome support<br />
for regional media organisations<br />
which are facing new challenges<br />
in the digital age,” he said.<br />
“Assisting small publishers and<br />
regional newspapers to innovate<br />
in the digital media environment<br />
will go a long way to maintaining<br />
these organisations and create<br />
more local jobs. The cadetship<br />
program is another great initiative<br />
which will boost employment<br />
opportunities through funding for<br />
more cadets in the regions.<br />
This program, together with<br />
funding for 60 regional journalism<br />
scholarships, will give regional<br />
Australians the opportunity to access<br />
journalism training that they<br />
haven’t had before.<br />
“The reforms are vital for the<br />
future viability of Australian media<br />
organisations and local jobs.<br />
"It will unshackle the industry<br />
by freeing it from laws and regulations,<br />
which date back to the<br />
1980s before the internet existed.”<br />

Men's Sheds - Building communities and fixing lives<br />
The Australian Men’s Shed Association<br />
has officially launched 2017 Men’s Shed<br />
Week in partnership with the Bipartisan<br />
Friendship Group of Men’s Sheds at Parliament<br />
House.<br />
“Men’s Sheds aren’t just about building<br />
toys and fixing furniture. Men’s Sheds are<br />
building communities and fixing lives,”<br />
Australian Men’s Shed Association Executive<br />
Officer David Helmers said at the<br />
launch.<br />
The second annual Men’s Shed Week,<br />
themed doing local good, will be celebrated<br />
from Monday, September 25, to<br />
Sunday, October 1, to showcase the work<br />
of Men’s Sheds in contributing to local<br />
communities.<br />
“The benefits of Men’s Sheds extend<br />
well beyond the shed. Activities at the<br />
shed support local people, groups and organisations<br />
and bring people together in<br />
ways that strengthen communities,” Mr<br />
Helmers said.<br />
At the shed, men have the opportunity<br />
to find friendship, a sense of purpose and<br />
a place to belong and contribute.<br />
Many men live fuller and happier lives<br />
through their involvement with their shed.<br />
But it doesn’t stop there.<br />
Shedders devote most of their time to<br />
worthwhile community endeavours - delivering<br />

Police seek car theft suspect<br />
At approximately 12.30pm on Thursday September<br />
14, an unknown male entered a school<br />
campus from Herries Street, Toowoomba.<br />
The male entered an unlocked office room<br />
and removed car keys for a silver Honda Civic<br />
Queensland registration 641 WPZ.<br />
The suspect male then went to the main car<br />
park and began walking through the car park,<br />
pressing the key unlock button until he managed<br />
to locate the vehicle.<br />
The male then drove the vehicle from the car<br />
park out onto Vacy Street.<br />
Police are seeking the identification of the male<br />
pictured, who may be able to assist them with<br />
their inquiries. Police are also seeking information<br />
as to the location of the pictured vehicle.<br />

Farmers question market failures<br />

Biosecurity workshops<br />
The QDO will hold biosecurity workshops to<br />
help dairy farmers comply with new Queensland<br />
biosecurity laws. Farmers will be helped to develop<br />
a farm biosecurity plan and will be offered<br />
a free Bovine Johnes Disease test. There will be<br />
nine QDO workshops around Queensland, including<br />
Toowoomba on October 4, Kingaroy on October<br />
3, and Gatton on October 5.<br />

and Duncan and Mary McInnes. Shane Webcke<br />
addressed the QDO forum about workplace<br />
safety and the effects of the death of his<br />
father in a workplace accident.<br />

many questions at the<br />
annual meeting of the<br />
Queensland Dairyfarmers<br />
Organisation in<br />
Toowoomba. But few,<br />
if any, got answers they<br />
would consider satisfactory.<br />
Key people the farmers<br />
had come to hear<br />
were Mick Keogh, head<br />
of the ACCC Dairy<br />
Inquiry, and Senator<br />
Chris Ketter, the Chair<br />
of the Senate Economics<br />
Committee which<br />
has been inquiring into<br />
the dairy industry.<br />
But generally, they<br />
did not have the answers<br />
for the industry,<br />
with farmer statements<br />
saying the industry was<br />
losing farmers at a fast<br />
rate, that farmers were<br />
paid 59 cents a litre for<br />
their milk in 1999, and<br />
were now paid 57 cents<br />
a litre.<br />
In 1999 both sides of<br />
government decided to<br />
deregulate the industry,<br />
which allowed supermarkets<br />
some years<br />
ago to sell milk for $1<br />
a litre, which continues<br />
to rile farmers.<br />

Lady golfers in pyjamas<br />
The Cabarlah Golf Club Monday Ladies Social<br />
Golf Group celebrated National Pyjama Day by<br />
playing golf in their pyjamas. They were raising<br />
funds and awareness for The Pyjama Foundation.<br />
The foundation supports children in foster care by<br />
providing a learning-based mentoring program free of<br />
charge. Their aim is to offer the children the opportunity<br />
to change the direction of their life through learning,<br />
life skills and confidence and to also improve their<br />
educational outcome through reading. Volunteers are<br />
trained in the "Love of Learning Program" and visit<br />
foster children on a weekly basis. The volunteers are<br />
known as "Pyjama Angels". They spend time with a<br />
child reading, helping with homework, and sometimes<br />
just chatting and listening. A "Pyjama Angel" makes a<br />
foster child feel special.<br />
The golfers had an enjoyable morning on the<br />
course, and then enjoyed lunch in the Cabarlah<br />
Golf Course Clubhouse. Organiser, Carmel Lyall, a<br />
Pyjama Angel for 4 years, was well supported in her<br />
endeavour to raise awareness of the Foundation.<br />
"Everyone was so generous not only by raising<br />
funds, but also donating pyjamas, books, sporting<br />
equipment, toys and toiletries which will be shared<br />
among the children in our local area who are in<br />
foster care. The funds raised go towards training<br />
more volunteers because every child in foster care<br />
deserves a Pyjama Angel" she said. Carmel thanked<br />
everyone who joined in the fun of the day, and to the<br />
Cabarlah Golf Club for their support.<br />
