ARCA to deliver keynote
speech at the EAF
conference
The Asbestos Removal Contractors Association
(ARCA) will be supporting this years’ European
Asbestos Forum (EAF) Foundation conference
by delivering the keynote speech.
Steve Sadley, Chief Executive of ARCA, will
discuss the role of a trade association in the asbestos
removal industry, covering points such
as, developing tools for the industry; providing
the best support to assist members in good
practices and end-clients in the safe management
of asbestos, which all drive continual
improvement and professionalism throughout
the industry.
The EAF Foundation was formed in 2014 to
focus on improving professional networks and
exchanging the best and newest of knowledge
regarding all matters related to asbestos,
across borders and sectors – as every country
in the world has asbestos problems.
The Asbestos Removal Contractors Association
(ARCA) is the leading trade association in the
field of asbestos management services.
ARCA, was formed on July 1st 1980, to support
the asbestos removal contractors in the UK.
Over 35 years in operation the Association has
seen many changes in working procedures and
legislation, and a significant increase in membership.
ARCA is committed to providing the best support,
representation, advice and training, so
offering a unique range of benefits and support
services to members.
Membership has grown considerably from the
original four founder members, with members
in all regions of the UK - North East, North
West, Midlands, South West and Wales, South
East, East Anglia, Scotland - and also in the
Republic of Ireland.
ARCA use various methods to communicate to
and with members, including regional meetings
held regularly throughout the year. This allows
local members to play more of an active role
in the Association and enable their views to be
heard by the ARCA Governing Council. We also
publish the ARCA News magazine four times a
year.
The Association has gained credibility with HSE,
Government, local authorities, and all those
concerned with safety in the occupational handling
and removal of asbestos materials.
Our members are seen as the specialists in
this difficult and hazardous industry, and recognised
for their professionalism and quality
of work. Therefore, clients know when they
choose ARCA members they are selecting from
the very best in the industry.

As the UK’s leading association for asbestos
removal contractors, ARCA helps steer the
industry and is recognised as driving excellence
throughout the industry.
We have supported, represented, advised and
trained members for over 35 years and today
we have more than 350 members.
We offer members a range of benefits and in
return ARCA requires member companies to
demonstrate the highest standards and maintain
these throughout their business at all times.
Benefits of Membership
Guidance: expert specialist advice and guidance
on applying regulations and legislative requirements.
Representation: ARCA represents members via
a number of industry groups and committees
including the Asbestos Liaison Group (ALG).
Recognition: ARCA raises professionalism by
ensuring the highest standards are met, which is
recognised via the ARCA logo.
Awareness: increased visibility through the marketing
activities of the Association.
Training & Qualifications: access to an extensive
range of training courses and qualifications at
reduced costs.
Consultancy: a wide range of consultancy services
are available including licence renewal
preparation and management system reviews.
Site Audits: members are required to participate
in ARCA’s Site Audit Accreditation
Scheme which requires two satisfactory site
audits every year, to join and maintain membership
of the Association. Site audits are now
‘unannounced’ so an even stronger system of
reassurance for all parties.
Labour Supply Members: support temporary
staffing needs.
Website: visitors can search for a member via
various routes and members can upgrade their
listing on the search result pages.
Member Portal: members have access to a secure
portal to review individual training records,
post job adverts on the ARCA website, and
more.
ARCA News: members are listed in the Association’s
quarterly magazine, ARCA News, which
reaches a readership of around 2,000 industry
professionals. There is also the opportunity to
advertise and submit editorial.
CHAS: members can obtain CHAS accreditation
through ARCA at a reduced cost.

EUROPE’S
CONSTRUC

LARGEST
TION PROJECT
The Crossrail project is the biggest
construction project in Europe and is
one of the largest single infrastructure
investments ever undertaken in
the UK. 75 per cent of the project has
now been delivered, and the project
is being delivered on time and on
budget.
Over two-thirds of the permanent
track on the line has now been laid,
and nearly all of the platform structures,
which will give step-free access
to the 200m long trains at all of the
10 new stations, have also been built.
Over the course of the next year, the
railway and new stations will continue
to take shape as the tunnels are furnished
with over 15,000km of cable
which will deliver power, lighting and
communications systems through
the tunnels. Over 4km of full height
platform edge screens will be fitted at
stations. This will help with the circulation
of air and to maintain temperature
levels along with huge vent fans
that will be installed at 18 locations
across the route.
Since the construction of the new
railway began in 2009, over 15,000
men and women have worked on the
project and over 100 million working
hours have been completed. Over
600 apprentices have also been recruited
on the Crossrail project.

Meet our giant tunnelling machines
Digging the new tunnels was a 24-hour a
day job, 7 days a week. Crossrail used eight
tunnel boring machines (TBMs) to construct
the new rail tunnels under London. The giant
machines carefully weaved through the capital’s
congested sub-terrain, snaking between
the existing Tube network, sewers, utilities,
and London’s hidden rivers at depths of up
to 40 metres.
Like giant underground factories on rails,
each of the custom made Crossrail tunnelling
machines had an external diameter of 7.1
metres, weighed around 1,000 tonnes and
measure around 150 metre in length – the
equivalent of 14 London buses end-to-end
and a staggering 143 buses in weight.
Each machine has a rotating cutterhead
at the front and a series of trailers behind
housing all the mechanical and electrical
equipment. The TBM is effectively a large
metal cylinder with a rotating cutting head
at the front and conveyor belt at the back to
remove the earth.
At the front of the TBM is a cutting wheel,
which is pressed against the tunnel face by
hydraulic cylinders. Inside the cutting wheel
the disc cutters and scraping tool loosen the
material. The loosened material is removed
from the cutter head via a screw conveyor,
which moves the material through the back
of the TBM and out of the tunnel via a conveyor
belt.
The tunnel face is continuously monitored
by pressure sensors that check the turning
power of the cutting wheel and the screw
conveyor, keeping track of the material that
has been excavated. The TBM makes use
of the concrete rings using hydraulic rams
which are at the back of the cutter. Once the
machine has moved sufficient distance the
next concrete ring is installed. Crossrail’s
concrete tunnel lining is designed to last 120
years.
An in-built laser guidance system enabled
the tunnelling teams to ensure the machine
remains on course, ending up to within
a millimetre of where it needs to be.
During Crossrail’s tunnelling phase, each
TBM was operated by ‘tunnel gangs’ comprising
of around twenty people – twelve
people on the TBM itself and eight people
working from the rear of the machine to
above ground. The tunnel gangs worked in
12 hour shifts, tunnelling 24 hours per day, 7
days per week.
Six earth pressure balance TBMs were used
to construct around 18 kilometres of twin-

The eight TBMs undertook a total of ten individual
tunnel drives to construct the new 6.2m
diameter Crossrail tunnels.
The eight tunnel boring machines were used as
follows:
Royal Oak to Farringdon (Drive X): Crossrail’s
first pair of tunnelling machines, Phyllis and
Ada, were delivered to Westbourne Park just
west of Paddington, in early 2012 where they
were assembled and tested ahead of launch in
May and August respectively. The two machines
tunnelled 6.8km each towards Farringdon, completing
their journeys in November 2013 and
January 2014 respectively.
Limmo to Farringdon (Drive Y): Crossrail’s second
pair of TBMs, Elizabeth and Victoria, were
delivered to Limmo Peninsula in London’s Docklands
in summer 2012 and lowered 40 metres
below ground in October 2012 ahead of their
launch. Together they undertook the longest
Crossrail tunnel drives, constructing 8.3km of
new rail tunnels between Limmo Peninsula, near
Canning Town, and Farringdon.
Pudding Mill Lane to Stepney Green (Drive Z) &
Limmo to Victoria Dock Portal (Drive G): Tunnel
boring machines Jessica and Ellie were used to
construct the 2.7km tunnel drives from Pudding
Mill Lane portal, near Stratford, to Stepney
Green. The machines were then dismantled,
lifted out of the shaft and transported by road
from Stepney Green to Limmo Peninsula, where
they were relaunched to drive the 0.9km tunnels
from Limmo to Victoria Dock Portal. These were
the only machines on the project to undertake
two separate tunnel drives.
Plumstead to North Woolwich Portal (Drive H):
In south-east London, tunnelling machines Sophia
and Mary were used to construct the 2.9km
long Thames Tunnel between Plumstead portal
and North Woolwich portal. They were Crossrail’s
only mixed-shield, or “slurry”, TBMs and at
110 metres in length are slightly shorter than
our other TBMs.

VICTORIA GARDENS

The West Village project is 9 New Build luxury
mews houses all with habitable basements and
a central automatic car stacker system housed
10M below ground level.
Although the project is relatively small in scale,
it has been very complex legally, logistically and
construction wise. The project is set in a sensitive
residential area in Notting Hill therefore we
have had to build and maintain relations with
the neighbours and agree 26 separate Party
Wall Awards.
The close proximity of our neighbours and the
restricted access to site coupled with restrictions
by RBKC made the selection/management
of plant and materials difficult. We had to work
with our piling contractor to specially adapt
their rig to install the contiguous piles as close
as possible to an existing boundary wall, whilst
carefully monitoring movement and vibration.
Movement of material on site was only feasible
using excavators as aerially and area wise the
site was too restricted for cranes.
Over 80% of the site footprint was excavated to
a maximum depth of 10M, with 1000no loads of
spoil being exported from site.
We are progressing towards practical completion,
with all houses at the internal fit out stage.

DOLLIS VALLEY

Brook Valley Gardens is Countryside’s regeneration
of the former Dollis Valley Estate near High
Barnet. Countryside is aiming to deliver 631 high
quality homes, of which 230 will be affordable.
All homes are linked by a network of green spaces
in a new garden surburb.
The regeneration of Dollis Valley is the product
of a close partnership between Countryside and
Barnet Council. Local residents have also been an
important partner in realising the vision of Brook
Valley Gardens. Long after construction finishes,
a team will stay on site providing a central point
of contact for residents. This team works closely
with the Residents’ Partnership Board, taking
their views on the issues that will shape the future
of Brook Valley Gardens.
The regeneration is reconnecting the former estate.
Many of the existing tenants have already
been rehoused in high quality affordable homes,
with a tenure blind approach to ensure quality
and equity throughout the development. Our approach
integrates the housing tenures within the
development, creating a genuinely mixed community.
As the regeneration progresses we support local
festivities and activities that are bringing an unprecedented
sense of cohesion to the area. We
will continue this approach throughout the development
phase and beyond.
Countryside is at the leading edge of sustainable
suburban development. The new homes have
all been built to the Code for Sustainable Homes
Level 4, with inbuilt active and passive measures
to protect the local environment.
Countryside is delivering communal gardens and
green open spaces throughout the estate. These
act as a hub for the outdoor activities that have
been so important for bringing the community
together.

and fuel. This includes the promotion of alternative
specifications and technologies to influence
energy efficiency in the structures we design and
build, and the use of more energy-efficient methods
of transportation.
Play our part in the prevention of overall habitat
and species loss, habitat fragmentation and disturbance
by protecting and enhancing the ecosystems
affected by our activities.
Reduce the amount of waste we produce from our
activities, with a particular focus on the prevention
of construction, demolition and excavation waste
sent to landfill.
Commit to eliminating the unnecessary and improper
use of water (potable and non-potable) in
addition to influencing improved water efficiency of
the structures we design and build.
Our offices and sites work actively to become part
of the communities in which they work. We actively
support charities and causes, both locally and
nationally. Our aim is to add value to our society,
inspire others and support colleagues, clients and
suppliers in their own efforts to share time, skills
and resources in their chosen way.
It is important that we maintain information,
communication, and technology systems that meet
the changing needs of a 21st Century construction
company. We must maintain a systematic approach
to improving business performance, by managing
and optimising our activities, to make our processes
more effective, more efficient and more capable of
adapting to an ever-changing business environment.
We believe that our activities and conduct will deliver
our sustainable business strategy.

RICS in Scotland scoops ethical
accolade
Our Edinburgh office has become the first workplace
in Scotland to be awarded the prestigious Fairplace
Award®.
At a time when businesses must demonstrate that they
are part of a wider society, Fairplace is a comprehensive
accreditation which aligns good ethics with best
practice across finance, procurement, HR, and facilities
management as part of core business planning.
We moved into 125 Princes Street almost three years
ago, from its former split-level offices in an A-listed
townhouse in Edinburgh’s Manor Place. The new office
was designed to deliver a transformational workspace,
bringing staff together in a bespoke, open-plan environment
that would act as a hub for staff and members,
while offering facilities for conferences and other
events.
The accolade is a second first in Scotland for the Princes
Street office, which also earned a gold SKA rating
for the sustainable nature of the fit-out. The Fairplace
Award® is also the third for RICS, with our London
and Coventry offices previously receiving the accreditation.
Notable activity across the year
Agreement with suppliers of staff employed to manage
the workplace (ie cleaners, security and waiting staff)
that they will be paid the living wage as stated by the
Living Wage Foundation.
Enacting policies, targets and monitoring of its GHG
emissions/carbon footprint and to increase the recycling
of waste year-on-year for the office.
Strong culture and policies promoting diversity, inclusion
and wellbeing.
Staff are provided a team volunteering day per year.
Discounts on room hire for charities.
Energy provided to the office comes from 92% renewables.
Commitment to a 3% decrease in energy use year-onyear.
To be the first workplace in Scotland to win a fairplace
Award® is a real honour, and recognises the thought
and planning that went into the office, our working environment
and practices. Our intention when designing
125 Princes Street was to deliver a flagship office
that would revolutionise the working environment
for everyone who used it, and this award is a ringing
endorsement of that vision.
David Lamont, Facilities Co-ordinator at 125 Princes
Steet
I’m delighted that our office has won this recognition
— all credit to David Lamont for his hard work on
this. The team who worked on the planning and design
of the office in 2013–14 also must be congratulated on
a first-class job. It really is a joy to work in such a modern
and efficient work space and it has undoubtedly
had a positive impact on all the staff who work here.
We're calling on construction firms across the UK
to help tackle the skills shortage in the industry by
helping some of their community’s most vulnerable
people get back into work.
It has been predicted that the UK construction
industry will create around 190,000 new jobs by the
end of 2018 but there is a growing fear that there
will not be the talent to fill them. In fact, our recent
research revealed that the UK construction industry
could lose almost 200,000 EU workers post-Brexit,
should Britain lose access to the single market.
We're urging construction firms to provide routes
into employment for young people who have experienced
homelessness by offering more training-led
programmes, adapting their working practices
and getting involved with specialist "back-to work"
schemes for those facing barriers.
Ready for work
One such scheme that has proved highly successful
is Business in the Community’s Ready for Work
programme, which over 150 businesses have adopted,
supporting people who are at risk of homelessness
through training, work placements and their
progress into employment. In return, businesses,
such as global construction firm Carillion, benefit
from cost-effective recruitment opportunities and
stronger links with their local community.
The Ready for Work programme changes lives. It
has trained and equipped our job coaches to work
with vulnerable candidates, enabling us to offer over
1,100 work placements across services and construction
contracts. In turn, it’s brought some inspiring
personal development for those job coaches,
and brought new talent into our business that might
otherwise have been overlooked.
David Picton, Chief Sustainability Officer, Carillion
Delivering more affordable homes
Thousands of British construction workers are coming
up for retirement age and the RICS has longwarned
the Government that the shortage of skilled
workers — particularly quantity surveyors and
bricklayers — is detrimentally affecting the house
building industry, with an estimated 1.8 million
new rental properties needed by 2025.

million contract to deliver the new Cumbernauld
Community Campus which will bring together a
purpose-built high school and a new theatre and arts
venue.
The Community Campus, to be built on the site of
the existing Cumbernauld High School, will be home
to a secondary education facility accommodating
950 students following the amalgamation during the
2014/15 school session of Cumbernauld and Abronhill
High Schools.
It will also house a new theatre and arts venue for the
Cumbernauld Theatre Trust Ltd which will contain
a 400-seat main auditorium, box office and digital
arts room, as well as performance and event spaces,
administrative and support spaces.
The project is the latest to be developed by hub South
West, on behalf of North Lanarkshire Council.
Allan Cunningham, Operations Director said:
“We look forward to working closely with our partners,
hub South West and North Lanarkshire Council,
to deliver this exciting new development, our
third in as many years.
“These excellent new facilities will provide a strong
focal point for the local community and will provide
students and staff with an exciting modern environment
within which they can thrive.”
Michael McBrearty, Chief Executive of hub South
West, said: “The Cumbernauld Community Campus
will symbolise a new era in the history and future
development of the town.”
Cllr Frank McNally, North Lanarkshire Council’s
Convener of Education, said: “the new Cumbernauld
Academy and Theatre campus will become a
much-valued asset for the area. It demonstrates our
commitment to giving our young people the best
possible start as well as providing excellent facilities
for the wider community.”
The new Community Campus will become the third
in a series of large school DBFM projects that Morrison
has constructed for North Lanarkshire Council
and hub South West with the new Clyde Valley Campus
and Greenfaulds High School having already
been successfully delivered.

ProCure22 (P22) is a Construction Procurement Framework
administrated by the Department of Health (DH) for
the development and delivery of NHS and Social Care capital
schemes in England. It is consistent with the requirements
of Government Policy including the Productivity and
Efficiency agenda ; the Government Construction Strategy
; the Public Contracts Regulations 2015 ; the National Audit
Office guidance on use of centralised frameworks ; and the
Cabinet Office Common Minimum Standards for procurement
of the Built Environment in the Public Sector.
P22 represents the third iteration of the DH Framework
providing Design and Construction Services for use by the
NHS and Social Care organisations for a range of works
and services. P22 continues to build on the principles of its
predecessors to streamline the procurement process and
create an environment in which Clients, Principal Supply
Chain Partners (PSCPs) and their supply chains develop
stronger partnerships to drive increased efficiency and
productivity whilst supporting enhanced clinical outputs for
patients and improved environments for staff and visitors.
The original DH Framework (ProCure21 (P21)) was let
following a pilot in October 2003 and expired, in September
2010. Its successor, ProCure21+ (P21+) commenced in
October 2010 and is due to expire at the end of September
2016. P22 will commence on the 1 October 2016 to provide
uninterrupted access.

World’s first floating windfarm to
take shape off coast of
Scotland
Turbines for £200m Hywind project will be towed
from Norway across North Sea and moored to
seabed off north-east Scotland
The world’s first floating windfarm has taken to the
seas in a sign that a technology once confined to
research and development drawing boards is finally
ready to unlock expanses of ocean for generating
renewable power.
After two turbines were floated this week, five now
bob gently in the deep waters of a fjord on the
western coast of Norway ready to be tugged across
the North Sea to their final destination off northeast
Scotland.
The £200m Hywind project is unusual not just because
of the pioneering technology involved, which
uses a 78-metre-tall underwater ballast and three
mooring lines that will be attached to the seabed to
keep the turbines upright. It is also notable because
the developer is not a renewable energy firm but
Norway’s Statoil, which is looking to diversify away
from carbon-based fuels.
Irene Rummelhoff, head of the oil firm’s low-carbon
division, said the technology opened up an
enormous new resource of wind power.
“It’s almost unlimited. Currently we are saying
[floating windfarms will work in] water depths of
between 100 and 700 metres, but I think we can
go deeper than that. It opens up ocean that was
unavailable,” she said.
Offshore windfarms are springing up across the
North Sea for a reason – its waters are uniquely
shallow enough to allow turbines to be mounted
atop steel poles fixed to the seabed.
However, such fixed-bottom turbines can only be
installed at water depths down to 40 metres, making
them little use for the steeply shelved coastlines
of the US west coast or Japan.
“If you look at coastlines around the world, there’s
few that have sufficient area at depths down to 40
metres so if they want to deploy offshore wind,
they need to introduce floating wind,” said Rummelhoff.
As well as opening up new frontiers such as the Atlantic
and the Mediterranean, floating windfarms
could be placed farther out to sea to avoid the
sort of aesthetic objections that scuppered a £3.5b
windfarm off the Dorset coast.
While Hywind is a minnow among modern offshore
wind projects – it will power just 20,000
homes compared with the 800,000 by one being
built off the Yorkshire coast – proponents say floating
turbines could eclipse fixed-bottom ones in the
long run.
“Looking to the next decades, there might be a
point where floating is bigger than fixed based,”
said Stephan Barth of IEA Wind, an intergovernmental
wind power body covering 21 countries.
Bruno Geschier, chief marketing officer at Ideol,
a French company hoping to build floating windfarms
in Japan, France and elsewhere, said he
expected floating farms to begin to take off in the
next decade, “reaching cruising altitude in the mid-
2020s and a big boom in 2030-35”.
The commercialisation also means a chance for
new countries to emerge as renewable energy
leaders. The UK has the most offshore wind capacity
in the world, with Germany not far behind, but
France, which has none, wants to become a market
leader.
“Floating wind is an opportunity for France to step
on to the podium,” said Geschier.

Construction jumps: Housebuilding
booms despite price worries
A boom in housebuilding has sent the construction
sector racing ahead, a rare economic fillip to Theresa
May in the week before the general election.
Though most recent economic data have been
gloomy — with inflation rising faster than pay, the
housing market wobbling and the pound under
pressure — yesterday there were strong figures from
the manufacturing sector.
On Friday it emerged that the construction industry
is surging at its fastest pace since 2015 as housing
strengthened.
IHS Markit’s monthly index rose to 56 in May from
53.1 in April — any number above 50 indicates
growth.
Last month’s jump defied the gloomy predictions
of City economists who expected the index to fall
below 53.
Duncan Brock at the Chartered Institute of Procurement
& Supply said: “After years of sluggish housebuilding,
the construction sector has snapped back
into action in May. Construction growth has surged
to a 17-month high as the uncertainty caused by the
EU referendum appears to be abating.”
The surge is such that there are now fears that Britain
will hit a shortage of builders — and bricks.
Brock added: “The rapid upturn in production is
putting considerable pressure on construction supply
chains. Suppliers are struggling to meet demand
while there is a growing shortage of contractors to
complete work. After the experience of the financial
crisis, it may be some time before risk aversion fully
recedes and suppliers have more confidence to invest
in their capacity. Only time will tell whether we are
witnessing a long-awaited resurgence in housebuilding.”
Nationwide said yesterday that house prices had fallen
for a third straight month. That was the longest
run of declines since 2009, after the banking crash.
That led to jitters in some quarters as experts fretted
that a housing crash could be on the cards, dealing a
disastrous blow to the chances of the Prime Minister.
That would also lead homebuilders to down tools.
Tim Moore, senior economist at IHS Markit, said:
“A sustained rebound in residential building provides
an encouraging sign that the recent soft patch
for property values has not deterred new housing
supply. Instead, strong labour market conditions, resilient
demand and ultra-low mortgage rates appear
to have helped to boost work on residential development
projects in May.”
Those strong figures helped to buoy equities further:
the FTSE 100 rose 29.32 points to 7573.09.
Neil Wilson, senior market analyst at ETX Capital,
said: “Investors are ignoring any worries about what
Trump’s Paris climate deal shake-out might mean in
the short-term and instead are focusing on renewed
reflationary pressures. Whatever risk premium we
have around the general election, it’s not bothering
equity investors too greatly.”
