ARCA to deliver keynote<br />
speech at the EAF<br />
conference<br />
The Asbestos Removal Contractors Association<br />
(ARCA) will be supporting this years’ European<br />
Asbestos Forum (EAF) Foundation conference<br />
by delivering the keynote speech.<br />
Steve Sadley, Chief Executive of ARCA, will<br />
discuss the role of a trade association in the asbestos<br />
removal industry, covering points such<br />
as, developing tools for the industry; providing<br />
the best support to assist members in good<br />
practices and end-clients in the safe management<br />
of asbestos, which all drive continual<br />
improvement and professionalism throughout<br />
the industry.<br />
The EAF Foundation was formed in 2014 to<br />
focus on improving professional networks and<br />
exchanging the best and newest of knowledge<br />
regarding all matters related to asbestos,<br />
across borders and sectors – as every country<br />
in the world has asbestos problems.<br />
The Asbestos Removal Contractors Association<br />
(ARCA) is the leading trade association in the<br />
field of asbestos management services.<br />
ARCA, was formed on July 1st 1980, to support<br />
the asbestos removal contractors in the UK.<br />
Over 35 years in operation the Association has<br />
seen many changes in working procedures and<br />
legislation, and a significant increase in membership.<br />

LARGEST<br />
TION PROJECT<br />
The Crossrail project is the biggest<br />
construction project in Europe and is<br />
one of the largest single infrastructure<br />
investments ever undertaken in<br />
the UK. 75 per cent of the project has<br />
now been delivered, and the project<br />
is being delivered on time and on<br />
budget.<br />
Over two-thirds of the permanent<br />
track on the line has now been laid,<br />
and nearly all of the platform structures,<br />
which will give step-free access<br />
to the 200m long trains at all of the<br />
10 new stations, have also been built.<br />
Over the course of the next year, the<br />
railway and new stations will continue<br />
to take shape as the tunnels are furnished<br />
with over 15,000km of cable<br />
which will deliver power, lighting and<br />
communications systems through<br />
the tunnels. Over 4km of full height<br />
platform edge screens will be fitted at<br />
stations. This will help with the circulation<br />
of air and to maintain temperature<br />
levels along with huge vent fans<br />
that will be installed at 18 locations<br />
across the route.<br />
Since the construction of the new<br />
railway began in 2009, over 15,000<br />
men and women have worked on the<br />
project and over 100 million working<br />
hours have been completed. Over<br />
600 apprentices have also been recruited<br />
on the Crossrail project.
Meet our giant tunnelling machines<br />
Digging the new tunnels was a 24-hour a<br />
day job, 7 days a week. Crossrail used eight<br />
tunnel boring machines (TBMs) to construct<br />
the new rail tunnels under London. The giant<br />
machines carefully weaved through the capital’s<br />
congested sub-terrain, snaking between<br />
the existing Tube network, sewers, utilities,<br />
and London’s hidden rivers at depths of up<br />
to 40 metres.<br />
Like giant underground factories on rails,<br />
each of the custom made Crossrail tunnelling<br />
machines had an external diameter of 7.1<br />
metres, weighed around 1,000 tonnes and<br />
measure around 150 metre in length – the<br />
equivalent of 14 London buses end-to-end<br />
and a staggering 143 buses in weight.<br />
Each machine has a rotating cutterhead<br />
at the front and a series of trailers behind<br />
housing all the mechanical and electrical<br />
equipment. The TBM is effectively a large<br />
metal cylinder with a rotating cutting head<br />
at the front and conveyor belt at the back to<br />
remove the earth.<br />
At the front of the TBM is a cutting wheel,<br />
which is pressed against the tunnel face by<br />
hydraulic cylinders. Inside the cutting wheel<br />
the disc cutters and scraping tool loosen the<br />
material. The loosened material is removed<br />
from the cutter head via a screw conveyor,<br />
which moves the material through the back<br />
of the TBM and out of the tunnel via a conveyor<br />
belt.<br />
The tunnel face is continuously monitored<br />
by pressure sensors that check the turning<br />
power of the cutting wheel and the screw<br />
conveyor, keeping track of the material that<br />
has been excavated. The TBM makes use<br />
of the concrete rings using hydraulic rams<br />
which are at the back of the cutter. Once the<br />
machine has moved sufficient distance the<br />
next concrete ring is installed. Crossrail’s<br />
concrete tunnel lining is designed to last 120<br />
years.<br />
An in-built laser guidance system enabled<br />
the tunnelling teams to ensure the machine<br />
remains on course, ending up to within<br />
a millimetre of where it needs to be.<br />
During Crossrail’s tunnelling phase, each<br />
TBM was operated by ‘tunnel gangs’ comprising<br />
of around twenty people – twelve<br />
people on the TBM itself and eight people<br />
working from the rear of the machine to<br />
above ground. The tunnel gangs worked in<br />
12 hour shifts, tunnelling 24 hours per day, 7<br />
days per week.<br />

The eight tunnel boring machines were used as<br />
follows:<br />
Royal Oak to Farringdon (Drive X): Crossrail’s<br />
first pair of tunnelling machines, Phyllis and<br />
Ada, were delivered to Westbourne Park just<br />
west of Paddington, in early 2012 where they<br />
were assembled and tested ahead of launch in<br />
May and August respectively. The two machines<br />
tunnelled 6.8km each towards Farringdon, completing<br />
their journeys in November 2013 and<br />
January 2014 respectively.<br />
Limmo to Farringdon (Drive Y): Crossrail’s second<br />
pair of TBMs, Elizabeth and Victoria, were<br />
delivered to Limmo Peninsula in London’s Docklands<br />
in summer 2012 and lowered 40 metres<br />
below ground in October 2012 ahead of their<br />
launch. Together they undertook the longest<br />
Crossrail tunnel drives, constructing 8.3km of<br />
new rail tunnels between Limmo Peninsula, near<br />
Canning Town, and Farringdon.<br />
Pudding Mill Lane to Stepney Green (Drive Z) &<br />
Limmo to Victoria Dock Portal (Drive G): Tunnel<br />
boring machines Jessica and Ellie were used to<br />
construct the 2.7km tunnel drives from Pudding<br />
Mill Lane portal, near Stratford, to Stepney<br />
Green. The machines were then dismantled,<br />
lifted out of the shaft and transported by road<br />
from Stepney Green to Limmo Peninsula, where<br />
they were relaunched to drive the 0.9km tunnels<br />
from Limmo to Victoria Dock Portal. These were<br />
the only machines on the project to undertake<br />
two separate tunnel drives.<br />
Plumstead to North Woolwich Portal (Drive H):<br />
In south-east London, tunnelling machines Sophia<br />
and Mary were used to construct the 2.9km<br />
long Thames Tunnel between Plumstead portal<br />
and North Woolwich portal. They were Crossrail’s<br />
only mixed-shield, or “slurry”, TBMs and at<br />
110 metres in length are slightly shorter than<br />
our other TBMs.

The West Village project is 9 New Build luxury<br />
mews houses all with habitable basements and<br />
a central automatic car stacker system housed<br />
10M below ground level.<br />
Although the project is relatively small in scale,<br />
it has been very complex legally, logistically and<br />
construction wise. The project is set in a sensitive<br />
residential area in Notting Hill therefore we<br />
have had to build and maintain relations with<br />
the neighbours and agree 26 separate Party<br />
Wall Awards.<br />
The close proximity of our neighbours and the<br />
restricted access to site coupled with restrictions<br />
by RBKC made the selection/management<br />
of plant and materials difficult. We had to work<br />
with our piling contractor to specially adapt<br />
their rig to install the contiguous piles as close<br />
as possible to an existing boundary wall, whilst<br />
carefully monitoring movement and vibration.<br />
Movement of material on site was only feasible<br />
using excavators as aerially and area wise the<br />
site was too restricted for cranes.<br />
Over 80% of the site footprint was excavated to<br />
a maximum depth of 10M, with 1000no loads of<br />
spoil being exported from site.<br />
We are progressing towards practical completion,<br />
with all houses at the internal fit out stage.

We're calling on construction firms across the UK<br />
to help tackle the skills shortage in the industry by<br />
helping some of their community’s most vulnerable<br />
people get back into work.<br />
It has been predicted that the UK construction<br />
industry will create around 190,000 new jobs by the<br />
end of 2018 but there is a growing fear that there<br />
will not be the talent to fill them. In fact, our recent<br />
research revealed that the UK construction industry<br />
could lose almost 200,000 EU workers post-Brexit,<br />
should Britain lose access to the single market.<br />
We're urging construction firms to provide routes<br />
into employment for young people who have experienced<br />
homelessness by offering more training-led<br />
programmes, adapting their working practices<br />
and getting involved with specialist "back-to work"<br />
schemes for those facing barriers.<br />
Ready for work<br />
One such scheme that has proved highly successful<br />
is Business in the Community’s Ready for Work<br />
programme, which over 150 businesses have adopted,<br />
supporting people who are at risk of homelessness<br />
through training, work placements and their<br />
progress into employment. In return, businesses,<br />
such as global construction firm Carillion, benefit<br />
from cost-effective recruitment opportunities and<br />
stronger links with their local community.<br />
The Ready for Work programme changes lives. It<br />
has trained and equipped our job coaches to work<br />
with vulnerable candidates, enabling us to offer over<br />
1,100 work placements across services and construction<br />
contracts. In turn, it’s brought some inspiring<br />
personal development for those job coaches,<br />

Morrison Construction has been awarded a £34.5<br />
million contract to deliver the new Cumbernauld<br />
Community Campus which will bring together a<br />
purpose-built high school and a new theatre and arts<br />
venue.<br />
The Community Campus, to be built on the site of<br />
the existing Cumbernauld High School, will be home<br />
to a secondary education facility accommodating<br />
950 students following the amalgamation during the<br />
2014/15 school session of Cumbernauld and Abronhill<br />
High Schools.<br />
It will also house a new theatre and arts venue for the<br />
Cumbernauld Theatre Trust Ltd which will contain<br />
a 400-seat main auditorium, box office and digital<br />
arts room, as well as performance and event spaces,<br />
administrative and support spaces.<br />
The project is the latest to be developed by hub South<br />
West, on behalf of North Lanarkshire Council.<br />

ProCure22 (P22) is a Construction Procurement Framework<br />
administrated by the Department of Health (DH) for<br />
the development and delivery of NHS and Social Care capital<br />
schemes in England. It is consistent with the requirements<br />
of Government Policy including the Productivity and<br />
Efficiency agenda ; the Government Construction Strategy<br />
; the Public Contracts Regulations 2015 ; the National Audit<br />
Office guidance on use of centralised frameworks ; and the<br />
Cabinet Office Common Minimum Standards for procurement<br />
of the Built Environment in the Public Sector.<br />
P22 represents the third iteration of the DH Framework<br />
providing Design and Construction Services for use by the<br />
NHS and Social Care organisations for a range of works<br />
and services. P22 continues to build on the principles of its<br />
predecessors to streamline the procurement process and<br />
create an environment in which Clients, Principal Supply<br />
Chain Partners (PSCPs) and their supply chains develop<br />
stronger partnerships to drive increased efficiency and<br />
productivity whilst supporting enhanced clinical outputs for<br />
patients and improved environments for staff and visitors.<br />
The original DH Framework (ProCure21 (P21)) was let<br />
following a pilot in October 2003 and expired, in September<br />
2010. Its successor, ProCure21+ (P21+) commenced in<br />
October 2010 and is due to expire at the end of September<br />
2016. P22 will commence on the 1 October 2016 to provide<br />
uninterrupted access.
ProCure22 (P22) is a Construction Procurement<br />
Framework administrated by the Department of Health (DH)<br />
for the development and delivery of NHS and Social Care<br />
capital schemes in England.
World’s first floating windfarm to<br />
take shape off coast of<br />
Scotland<br />
Turbines for £200m Hywind project will be towed<br />
from Norway across North Sea and moored to<br />
seabed off north-east Scotland<br />
The world’s first floating windfarm has taken to the<br />
seas in a sign that a technology once confined to<br />
research and development drawing boards is finally<br />
ready to unlock expanses of ocean for generating<br />
renewable power.<br />
After two turbines were floated this week, five now<br />
bob gently in the deep waters of a fjord on the<br />
western coast of Norway ready to be tugged across<br />
the North Sea to their final destination off northeast<br />
Scotland.<br />
The £200m Hywind project is unusual not just because<br />
of the pioneering technology involved, which<br />
uses a 78-metre-tall underwater ballast and three<br />
mooring lines that will be attached to the seabed to<br />
keep the turbines upright. It is also notable because<br />
the developer is not a renewable energy firm but<br />
Norway’s Statoil, which is looking to diversify away<br />
from carbon-based fuels.<br />
Irene Rummelhoff, head of the oil firm’s low-carbon<br />
division, said the technology opened up an<br />
enormous new resource of wind power.<br />
“It’s almost unlimited. Currently we are saying<br />
[floating windfarms will work in] water depths of<br />
between 100 and 700 metres, but I think we can<br />
go deeper than that. It opens up ocean that was<br />
unavailable,” she said.<br />
Offshore windfarms are springing up across the<br />
North Sea for a reason – its waters are uniquely<br />
shallow enough to allow turbines to be mounted<br />
atop steel poles fixed to the seabed.<br />
However, such fixed-bottom turbines can only be<br />
installed at water depths down to 40 metres, making<br />
them little use for the steeply shelved coastlines<br />
of the US west coast or Japan.<br />
“If you look at coastlines around the world, there’s<br />
few that have sufficient area at depths down to 40<br />
metres so if they want to deploy offshore wind,<br />
they need to introduce floating wind,” said Rummelhoff.<br />
As well as opening up new frontiers such as the Atlantic<br />
and the Mediterranean, floating windfarms<br />
could be placed farther out to sea to avoid the<br />
sort of aesthetic objections that scuppered a £3.5b<br />
windfarm off the Dorset coast.<br />
While Hywind is a minnow among modern offshore<br />
wind projects – it will power just 20,000<br />
homes compared with the 800,000 by one being<br />
built off the Yorkshire coast – proponents say floating<br />
turbines could eclipse fixed-bottom ones in the<br />
long run.<br />
“Looking to the next decades, there might be a<br />
point where floating is bigger than fixed based,”<br />
said Stephan Barth of IEA Wind, an intergovernmental<br />
wind power body covering 21 countries.<br />
Bruno Geschier, chief marketing officer at Ideol,<br />
a French company hoping to build floating windfarms<br />
in Japan, France and elsewhere, said he<br />
expected floating farms to begin to take off in the<br />
next decade, “reaching cruising altitude in the mid-<br />
2020s and a big boom in 2030-35”.<br />
The commercialisation also means a chance for<br />
new countries to emerge as renewable energy<br />
leaders. The UK has the most offshore wind capacity<br />
in the world, with Germany not far behind, but<br />
France, which has none, wants to become a market<br />
leader.<br />
“Floating wind is an opportunity for France to step<br />
on to the podium,” said Geschier.
Construction jumps: Housebuilding<br />
booms despite price worries<br />
A boom in housebuilding has sent the construction<br />
sector racing ahead, a rare economic fillip to Theresa<br />
May in the week before the general election.<br />
Though most recent economic data have been<br />
gloomy — with inflation rising faster than pay, the<br />
housing market wobbling and the pound under<br />
pressure — yesterday there were strong figures from<br />
the manufacturing sector.<br />
On Friday it emerged that the construction industry<br />
is surging at its fastest pace since 2015 as housing<br />
strengthened.<br />
IHS Markit’s monthly index rose to 56 in May from<br />
53.1 in April — any number above 50 indicates<br />
growth.<br />
Last month’s jump defied the gloomy predictions<br />
of City economists who expected the index to fall<br />
below 53.<br />
Duncan Brock at the Chartered Institute of Procurement<br />
& Supply said: “After years of sluggish housebuilding,<br />
the construction sector has snapped back<br />
into action in May. Construction growth has surged<br />
to a 17-month high as the uncertainty caused by the<br />
EU referendum appears to be abating.”<br />
The surge is such that there are now fears that Britain<br />
will hit a shortage of builders — and bricks.<br />
Brock added: “The rapid upturn in production is<br />
putting considerable pressure on construction supply<br />
chains. Suppliers are struggling to meet demand<br />
while there is a growing shortage of contractors to<br />
complete work. After the experience of the financial<br />
crisis, it may be some time before risk aversion fully<br />
recedes and suppliers have more confidence to invest<br />
in their capacity. Only time will tell whether we are<br />
witnessing a long-awaited resurgence in housebuilding.”<br />
Nationwide said yesterday that house prices had fallen<br />
for a third straight month. That was the longest<br />
run of declines since 2009, after the banking crash.<br />
That led to jitters in some quarters as experts fretted<br />
that a housing crash could be on the cards, dealing a<br />
disastrous blow to the chances of the Prime Minister.<br />
That would also lead homebuilders to down tools.<br />
Tim Moore, senior economist at IHS Markit, said:<br />
“A sustained rebound in residential building provides<br />
an encouraging sign that the recent soft patch<br />
for property values has not deterred new housing<br />
supply. Instead, strong labour market conditions, resilient<br />
demand and ultra-low mortgage rates appear<br />
to have helped to boost work on residential development<br />
projects in May.”<br />
Those strong figures helped to buoy equities further:<br />
the FTSE 100 rose 29.32 points to 7573.09.<br />
Neil Wilson, senior market analyst at ETX Capital,<br />
said: “Investors are ignoring any worries about what<br />
Trump’s Paris climate deal shake-out might mean in<br />
the short-term and instead are focusing on renewed<br />
reflationary pressures. Whatever risk premium we<br />
have around the general election, it’s not bothering<br />
equity investors too greatly.”
