A Message From The President<br />

Dear Colleagues,<br />

Summer is right around the corner and I hope you are enjoying the good weather.<br />

We have had some important project wins so far this year, including the Arlington County On-call Engineering contract,<br />

the NOVA Engineering Support Services (ESS) contract, the Prince William County Engineering contract, the City of<br />

Newport News On-call Engineering contracts, the Isle of Wight On-call contract and the DC Water Northeast Boundary<br />

Tunnel project. This is a testament to everyone’s hard work and dedication to the growth of our company.<br />

As you know, we are also working hard to provide the best working environment and benefits to all employees. We<br />

have or are in the process of moving offices in Blacksburg, Richmond, Baltimore, and Newport News. We are exploring<br />

options for Herndon, Waldorf and Culpeper offices. By now, every eligible employee should see $500 deposited in their<br />

401K account as part of our Profit Sharing contribution for 2015. We also updated our Vacation/Sick (PTO) policy so<br />

we are very competitive in the marketplace and have rolled out new Informational Technology updates (SharePoint,<br />

Intranet and Help desk features).<br />

As organizations grow and mature, they naturally change. Last April I sent an email outlining <strong>ATCS</strong>’ full transition<br />

to a Matrix Model, allowing us to better meet our strategic goals. This model emphasizes growth in our offices to<br />

better serve our clients, allow for leadership opportunities and development, increase efficiency and allow for more<br />

collaboration and cooperation. With still some work ahead of us, I am confident that working together we will quickly<br />

and efficiently get there.<br />

I recognize that organizational change can be challenging. However, I strongly believe that <strong>ATCS</strong> must continue to<br />

evolve to ensure that it remains a premier consulting firm and the best resource for our clients. These changes enable<br />

me to take full advantage of <strong>ATCS</strong>’ talented team and provide the necessary focus on the important strategic initiatives<br />

upon which we are embarking.<br />

adaptive traffic signal systems and signal design modification.<br />

Construction Administration services include, but are not limited to, attending and participating<br />

in pre-construction meetings, preparing meeting summaries, responding to Request for<br />

Information (RFI’s), field inspections to support the County construction manager and Construction<br />

phasing analysis.<br />

RECENT AND<br />

RELEVANT<br />

U.S. ARMY CORPS OF ENGINEERS,<br />

NATIONWIDE PERMITS<br />

On March 20, <strong>2017</strong> the U.S. Army<br />

Corps of Engineers (Corps) Norfolk<br />

District released the final Nationwide<br />

Permit (NWP) Regional Conditions.<br />

The associated <strong>2017</strong> NWPs went<br />

into effect on March 19, <strong>2017</strong> and<br />

will expire March 18, 2012. The<br />

Corps reissued the existing 50 NWPs<br />

with a few modifications and added<br />

two new ones, NWP 53 covers the<br />

removal of low-head dams for stream<br />

restoration and public safety and<br />

NWP 54 authorizes construction and<br />

maintenance of living shorelines for<br />

erosion control.<br />

These permits provide expedited<br />

review of projects that have minimal<br />

impact on the aquatic environment.<br />

Categories of activities that may be<br />

covered under these NWPs include<br />

linear transportation projects, bank<br />

stabilization activities, residential<br />

development, commercial and industrial<br />

developments, aids to navigation and<br />

certain maintenance activities.<br />

The revised permits will streamline<br />

the requirements of the Clean Water<br />

Act. Notification requirements have<br />

been revised for some permits to<br />

help make timely decisions. The<br />

Corps have committed to enhanced<br />

interagency coordination and<br />

maintaining an expeditious process<br />

for all permit evaluations. Corps<br />

division engineers may add, after<br />

public review and consultation,<br />

regional conditions to nationwide<br />

permits in order to protect local<br />

aquatic ecosystems such as fens<br />

or bottomland hardwoods, or to<br />

minimize adverse effects on fish or<br />

shellfish spawning, wildlife nesting<br />

or other ecologically critical areas.<br />

Division and district commanders<br />

are also charged with ensuring<br />

appropriate coordination and<br />

consultation occurs with federallyrecognized<br />

American Indian and<br />

Alaska Native governments.<br />

There were several minor text edits<br />

to the Regional Conditions, and two<br />

major changes were published:<br />

Countersinking Pipes and Culverts<br />

in Nontidal Waters<br />

Permittees are now required to<br />

“ensure reestablishment of a<br />

surface water channel (within<br />

15 days post-construction) that<br />

allows for the movement of aquatic<br />

organisms and maintains the same<br />

hydrologic regime that was present<br />

pre-construction (i.e. the depth of<br />

surface water through the permit<br />

area should match the upstream<br />

and downstream depths). This<br />

may require the addition of finer<br />

materials to choke the larger stone<br />

and/or placement of riprap to allow<br />

for a low flow channel.”<br />

NWP 27 Aquatic Habitat<br />

Restoration, Establishment, and<br />

Enhancement Areas. The draft<br />

condition regarding what types<br />

of projects may qualify for NWP<br />

#27 was replaced by two new<br />

conditions:<br />

1. Pre-Construction Notifications<br />

for stream restoration projects<br />

must now include a completed<br />

Natural Channel Design (NCD)<br />

Review Checklist and Selected<br />

Morphological Characteristics<br />

(SCM) table, including the name<br />

and location of the reference<br />

reach, if applicable.<br />

2. A monitoring plan must be<br />

provided in accordance with<br />

the Section 401 water quality<br />

certification.<br />

VIRGINIA §401 WATER QUALITY<br />

CERTIFICATION (WQC)<br />

On April 7, <strong>2017</strong> the Virginia<br />

Department of Environmental Quality<br />

(VDEQ) released the final §401 Water<br />

Quality Certification (WQC), for the<br />

<strong>2017</strong> NWPs. Also, on April 5, <strong>2017</strong><br />

VDEQ issued the Virginia Coastal<br />

A few of the changes include:<br />

NWP 3: Maintenance - Conditional<br />

certification provided that “the<br />

discharge: a) would not increase<br />

the capacity of an impoundment, or<br />

b) would reduce instream flows”<br />

NWP 27: Aquatic Habitat<br />

Restoration, Enhancement, and<br />

Establishment Activities - The postconstruction<br />

monitoring condition<br />

has been modified to note that the<br />

monitoring plan must be approved<br />

by DEQ.<br />

NWP 39: Commercial and<br />

Institutional Developments - This<br />

NWP was previously suspended<br />

in Virginia. However, §401 WQC<br />

now may be granted if the project<br />

cannot otherwise be authorized<br />

by a State Program General Permit<br />

(SPGP). This may only be applicable<br />

in unique and rare circumstances<br />

for impacts to non-tidal waters<br />

associated with commercial or<br />

institutional developments.<br />

NWP 42: Recreational Facilities<br />

- Clarified that compensation is<br />

required when permanent impacts<br />

exceed 0.10 acre and 300 linear feet.<br />

THE RUSTY PATCHED BUMBLEBEE<br />

NOW ON THE ENDANGERED<br />

SPECIES LIST<br />

On January 10, <strong>2017</strong> the U.S. Fish<br />

and Wildlife Service (USFWS) listed<br />

the rusty patched bumblebee and<br />

endangered. Due to complications<br />

associated with establishing range,<br />

the Virginia Field office of the USFWS<br />

delayed the listing date to March<br />

21, <strong>2017</strong>. The range of the species<br />

now includes only Fauquier County.<br />

The IPaC has been updated, so any<br />

searches will reflect the correct range.<br />

Evelyne McCamley was originally from<br />

Richmond, VA which she very often<br />

referred to as “home”. Evelyne was<br />

born in France where she lived as a<br />

young child and would share those fond<br />

memories with great passion. She later<br />

came back to the US, with her family<br />

and attended Immaculata University, in<br />

Pennsylvania, graduating with a Bachelor<br />

of Arts Degree in English. As a marketing<br />

professional, and most recently as <strong>ATCS</strong>’<br />

Marketing Manager, Evelyne oversaw<br />

the marketing team, leading numerous<br />

proposals and presentations and<br />

business developments initiatives. Her<br />

professional experience encompassed a<br />

variety of marketing and development /<br />

fund raising positions in the public and<br />

private sectors. She had been active<br />

in the transportation engineering,<br />

health care, non-profit foundation,<br />

communications, higher education<br />

and retail management fields. As a<br />

gifted writer and leader, she spent her<br />

life sharing her love of writing, and<br />

experiences through storytelling.<br />

Though she is gone, she will not<br />

be forgotten.<br />
