Mass arrests. National dragnet and<br />

round up. In the first 100 days of the<br />

Donald Trump Administration, the<br />

new U.S. President made good on his<br />

promise to be tough on immigration.<br />

To date, 41,318 undocumented immigrants<br />

have been arrested between<br />

January 22 and the end of April, according<br />

to a <strong>Caribbean</strong> <strong>Times</strong> News<br />

investigative report. That’s a 38%<br />

spike in arrests the direct result of<br />

the new Executive Orders on Immigration<br />

signed by the president that<br />

triggered a nationwide crackdown<br />

on the undocumented. That was a<br />

campaign pledge made by President<br />

Trump during the 2016 Presidential<br />

Elections.<br />

According to the Immigration<br />

and Customs Enforcement (ICE) the<br />

present arrests are up from the 30,028<br />

carried out in about the same period<br />

last year. The ongoing dragnet follows<br />

presidential orders widening<br />

the scope of who can be targeted for<br />

immigration violations and removal.<br />

ICE said that about two-thirds of<br />

those arrested had existing criminal<br />

convictions. But more than half of the<br />

increase in arrests was of immigrants<br />

who were simply living in the US<br />

without legal documents.<br />

Thomas Homan, Acting ICE Director,<br />

said that immigrants who<br />

posed a threat to national security<br />

or had criminal records were still a<br />

priority for his agency. But he ominously<br />

warned: “There is no category<br />

of aliens off the table” (using the pe-<br />

PM gets report<br />

on minister’s<br />

$92,000 trip<br />

PORT-OF-SPAIN, Trinidad, – Sport Minister<br />

Darryl Smith has submitted his report<br />

on a $92,000 four-day Tobago trip to Prime<br />

Minister Dr Keith Rowley.<br />

“We await the Prime Minister’s perusal<br />

and decisions with respect to any such<br />

report,” Minister in the Office of the Prime<br />

Minister, Stuart Young, said at yesterday’s<br />

post-Cabinet news conference.<br />

The Prime Minister had requested a “full<br />

report” from Smith on Wednesday, following<br />

public outrage over the expenditure and<br />

the size of the delegation that accompanied<br />

Smith (12) to the Tobago House of Assembly’s<br />

sports awards ceremony. The report was<br />

submitted yesterday.<br />

It is not known whether the Prime Minister<br />

will act (if at all) on the Smith report<br />

before his departure for Chile on Sunday<br />

morning.<br />

Young said there was no discussion on the<br />

matter by the Cabinet.<br />

In response to a question, Finance Minister<br />

Colm Imbert said there are guidelines for<br />

the expenditure of public funds and the purposes<br />

for which public funds can be used and<br />

Permanent Secretaries are required to adhere<br />

to them.<br />

He said these guidelines are contained in<br />

circulars issued by the Minister of Finance.<br />

“Each ministry has an accounting officer<br />

and every accounting officer would have<br />

guidelines within which they should operate,”<br />

he said.<br />

Guyana police deny having<br />

list with names of 200 persons<br />

barred from leaving Guyana<br />

GEORGETOWN, Guyana, – The Guyana<br />

Police Force (GPF), today, denied allegations,<br />

by the opposition People’s Progressive Party<br />

(PPP), that it had a list, containing the names<br />

of 200 people, who are being prevented from<br />

leaving the country, by the Special Organised<br />

Crime Unit (SOCU).<br />

In a statement, the GPF described the allegation<br />

as “a fabrication”, disclosing that the<br />

number of people who have been prevented<br />

from leaving the country, over the past 10<br />

years, stood at 139.<br />

According to the police, 11 people were<br />

prevented from leaving the country in 2008;<br />

11 in 2009; 15 in 2010; five, a year later; 18 in<br />

2012; followed by 23 in 2013; and 11 in 2014.<br />

The police said that 12 persons were prevented<br />

from leaving the country in 2015,<br />

while the figures for 2016 were 16, and 17 so<br />

far, for this year.<br />

“The allegation that 200 persons were<br />

blacklisted by the Special Organised Crime<br />

Unit (SOCU) is a fabrication,” the GPF said,<br />

in the statement, issued one week after efforts<br />

by an Opposition legislator, to get the police<br />

to release the names of the persons who have<br />

been blacklisted from leaving the country.<br />

The GPF said it should be noted, that the<br />

list it has released, predates SOCU and the<br />

number of names on the list includes those<br />

from the entire Guyana Police Force, as well<br />

as other law enforcement agencies in Guyana.<br />

In a recent letter to the media, former attorney<br />

general, Anil Nandlall, said when he<br />

was in office, he was very firm in his advice<br />

to the police, regarding preventing persons<br />

from leaving the jurisdiction.<br />

“In fact, I did a legal opinion for the police<br />

force, outlining the circumstances when<br />

a person can, lawfully, be prevented from<br />

leaving the country,” Nandlall said, adding<br />

that he was forced to do so because a High<br />

Court Judge awarded damages against the<br />

State when Immigration Officers at Cheddi<br />

Jagan International Airport, prevented an entire<br />

family from leaving the country because<br />

their names were placed on a list.<br />

Dominican airline to start<br />

Jamaica flights this year<br />

SANTO DOMINGO, Dominican Republic,<br />

– The Dominican Republic based airline<br />

Pawa is scheduled to start flights to Jamaica<br />

later this year.<br />

The initiative was sparked by the recent<br />

visit from Jamaican Prime Minister Andrew<br />

Holness.<br />

During one of the many meetings, both<br />

Dominican and Jamaican business leaders<br />

urged Holness and President of the Dominican<br />

Republic Danilo Medina to open direct<br />

flights between Kingston and Santo Domingo.<br />

While Pawa is yet to announce the start<br />

date of flights as well as the frequency, airline<br />

officials have confirmed that the route will<br />

start operating in the last quarter of 2017.<br />

According to local media reports, Pawa<br />

would become the first airline to fly to the<br />

capitals of five countries in the Greater Antilles<br />

– Cuba, Jamaica, Haiti, Puerto Rico and<br />

the Dominican Republic with Santo Domingo<br />

as the hub.<br />

During recent the recent meeting with<br />

Holness, both Jamaica and the Dominican<br />

Republic agreed to increase trade, bilateral<br />

investment, cooperation in tourism and the<br />

training of teachers and students.<br />

Holness visited the country on the invitation<br />

of the Dominican President.

revelations about what took<br />

place during the hours that the<br />

Clinton campaign learnt that it<br />

had lost the November eighth<br />

elections.<br />

Of course, several of the<br />

names mentioned in that publication,<br />

are disputing the accounts<br />

that were apportioned to<br />

them.<br />

Therefore former Candidate-Hillary<br />

Clinton did significant<br />

clarification(s) when in<br />

an interview at a ‘Women for<br />

Women’ event on Tuesday, May<br />

second, --she blamed Russian<br />

intervention, Wiki Leaks and<br />

the last-minute T.V. appearance<br />

of (former) FBI Director-James<br />

Comey for her, and the Democratic<br />

Party’s defeat.<br />

VOTERS<br />

In contexts of today’s political<br />

bubbles, blizzards, constituents’<br />

outbursts at Town-Hall meetings,and<br />

debating-effervescences--Analysts,<br />

Journalists, Commentators,<br />

Politics’ Forecasters,<br />

the new Leadership of the Democratic-Party<br />

as well as optimists<br />

are predicting that come next<br />

year November, at the Mid-term<br />

elections, the Democrats stand<br />

very good chances of taking back<br />

Congress; the Senate; State Bodies,<br />

and Governors’ Mansions.<br />

They are adding to those contexts,<br />

the waves of protests and<br />

civil-disobedience exercises that<br />

are taking place at several locations.<br />

has noted that the danger of the<br />

erosions occurring among the<br />

Republicans,”is, that it is happening<br />

Townhall meetings over Healthcare<br />

and related matters, retirements<br />

of popular Republican<br />

Office-Holders, the rapid accumulation<br />

of campaign dollars,<br />

and Presidential non-acceptance<br />

from some Never-Trumpers<br />

should enhance the DEMS’<br />

chances, but those chances could<br />

only be realized with the voters<br />

turning in their votes.<br />

It was announced on Monday,<br />

May 15th. that Ms.Clinton had<br />

launched a new Political-Group,<br />

called’Onward Together’ that is<br />

geared towards activism, organization<br />

and the recruitment of<br />

new and competitive candidates.<br />

The launch of that Group is a<br />

commendable step, but that can<br />

also go to nought(zero), if the<br />

Democratic-Party cannot get the<br />

voters to the polling booths to<br />

cast their ballots.<br />

In the final analysis, talking<br />

about Winning, and actually<br />

Winning are totally different<br />

things.<br />

The new Leader of the Democratic<br />

Party Tom Perez and his<br />

administrative team will soon<br />

have opportunities to measure<br />

and test their much advertised<br />

and promoted strategies for winning<br />

at three special elections for<br />

Congress that are going to take<br />

place shortly.<br />

IN OTHER WORDS<br />

After Ms.Clinton’s disclosures<br />

DEMS must examine the<br />

future along with their ideas<br />

for taking back the<br />

Legislature.<br />

What however matters<br />

is getting out their voters<br />

learned that more than 58,000 Haitians<br />

whose Temporary Protected<br />

Status (TPS) in the United States was<br />

due to come to expire this July have<br />

been given a temporary reprieve.<br />

While it is not known if the Trump<br />

Administration is bowing to pressure<br />

to act humanely in allowing this<br />

post-earthquake group of Haitians<br />

to remain in the United States – for<br />

now.<br />

“While I welcome this new development<br />

its still not enough. Thousands<br />

of Haitian families will still be<br />

in limbo and subject to the mercurial<br />

approach to TPS that the Trump Administration<br />

has exhibited to what is<br />

a humane and right thing to do,” said<br />

Cory Provost, District Leader 58th<br />

Assembly District in Brooklyn.<br />

He added that just granting this<br />

traumatized community “only six<br />

month” is just helping to add to the<br />

unnecessary stress. Provost, a Haitian-American<br />

community leader<br />

in his own right, said that the Haitian<br />

community in Brooklyn is even<br />

more fearful and anxious while<br />

being grateful that families and individuals<br />

have been granted a six<br />

month reprieve.<br />

Secretary of Homeland Security<br />

John Kelly announced last week that<br />

he has extended the TPS designation<br />

for Haiti from July 23 this year<br />

until January 22, 2018, “after careful<br />

review of the current conditions<br />

in Haiti and conversations with the<br />

Haitian government”.<br />

Kelly also sent a chilling and ominous<br />

warning to Haitians impacted<br />

by TPS who don’t have any other<br />

immigration status in the US, to be<br />

ready to leave then because he does<br />

The price tag is stupendous and outrageous.<br />

And its cause to get pissed off and<br />

go into an expletive laced rant to get this out<br />

of your system. Get this. New York City is<br />

spending $116 million a year to keep people<br />

in jail because they can’t pay “get out of jail”<br />

bail. New York City’s court system is built on<br />

the arrested (detained) paying to get out of<br />

jail and its big business and very lucrative.<br />

That’s until you realize that thousands of<br />

poor people can’t make even a pittance bail.<br />

So that leaves you, me, and Joe Blow down<br />

the street saddled with the bills for keeping<br />

people with even very minor infractions behind<br />

bars, for weeks, months and sometimes<br />

years.<br />

The statistics tell the story of a broken<br />

court system that is so clogged, inefficient,<br />

and antiquated that on any day of the week<br />

over 4,000 people are awaiting trial and are<br />

behind bars. They are trapped in a system the<br />

prefers to keep them locked up because they<br />

can’t find the $200 or $300 to “make bail” for<br />

simple misdemeanors, and issues that land<br />

them in jail. The Independent Budget Office<br />

(IBO) [www.ibo.nyc.ny.us] said in a report<br />

that this huge sum is spent each year incarcerating<br />

these individuals who have not been<br />

tried or convicted of a crime.<br />

Moreover, the report, using the most recent<br />

2016 data, revealed that the vast majority<br />

of pretrial detainees sent to New York City’s<br />

jails last year were booked on misdemeanors<br />

and nonviolent felonies. These detainees<br />

could have been released on their own<br />

recognizance say legal experts. But they just<br />

don’t have the money to “pay their way out<br />

of jail.” So they langish there in legal limbo:<br />

not chaged with a crime, detained and locked<br />

up as a convicted criminal and at the mercy<br />

of a system that operates at a snail’s pace and<br />

“we’ll get to you when we get to you.”<br />

In fact, the audit also exposed and highlight<br />

another serious issue plaguing New<br />

York City’s court system: the stark disparities<br />

in the population held at jails around New<br />

York City. These lockups house nearly 10,000<br />

people each day. Around 7,600 are being held<br />

pretrial and the rest have been convicted<br />

and serving sentences of a year or less. More<br />

alarming is the fact that approximately 90<br />

percent of all pretrial detainees are men, and<br />

they’re largely young Black men. The report<br />

found that of all pretrial detainees booked<br />

in 2016, 72 percent were given the option to<br />

post bail. Put another way, the courts decided<br />

that they were allowed to go free – as long as<br />

they could afford it.<br />

Many, the poorest of the poor, could not<br />

pay and thus the system leaves them to languish<br />

behind bars either until their trial date<br />

― a period that can often stretch and drag on<br />

FREEDOM OF SPEECH at COLLEGES !<br />

Dear Editor,<br />

U.C.-Berkeley initially would not let Ann<br />

Coulter appear on campus for fear of violence,<br />

even at the expense of freedom of speech.<br />

What have we come to when someone cannot<br />

speak at a public University that practically<br />

invented the free-speech movement.<br />

If the students themselves are creating chaos,<br />

then they need to be expelled. If it is outside<br />

agitators, then they need to be arrested for fomenting<br />

riots.<br />

The problem across the Nation is a failure to<br />

protect First Amendment rights.<br />

Editor, it is not just Ann Coulter at<br />

UC-Berkeley...In New York City, Fordham university<br />

prevented a pro-Palestinian group from<br />

organizing on campus.<br />

It is offensive that those in opposition would<br />

hinder or stop the exercise of free speech...I<br />

may not agree with people’s messages, but they<br />

have the right to voice them.<br />

The first Amendment allows us to speak our<br />

minds, even if the opinions are unpopular.<br />

(FNM), delivered a crushing<br />

electoral defeat to a man who<br />

hitherto boastfully claimed that<br />

“not even God” could stop his<br />

victory in the May 10th national<br />

elections. Such bombast and<br />

egotism has long been a feature<br />

of <strong>Caribbean</strong> politics and is not<br />

new. But that came to its zenith<br />

in former Bahamian Prime Minister,<br />

Perry Christie, 73. Now<br />

relegated to a pitiful opposition<br />

party, Christie’s Progressive<br />

Liberal Party (PLP), could only<br />

muster 4 seats to the FNM’s 35.<br />

His political career is all<br />

but over as he will no doubt be<br />

blamed for this stunning defeat.<br />

You can bet that Christie will be<br />

challenged for the top spot in<br />

the decimated party by younger<br />

leaders. It’s a sad conclusion for<br />

a party and leader that promised<br />

much but delivered very little<br />

and who took the electorate for<br />

granted. Political arrogance,<br />

grandiose broken promises, and<br />

coddling of foreigners that most<br />

Bahamians saw as “buying up<br />

their country” after the PLP put<br />

sales tags on choice real estate<br />

did not sit well with voters.<br />

The May 10th hotly contested<br />

elections were riddled with<br />

allegations of PLP corruption<br />

and arrogance that dominated<br />

the public discourse. Christie’s<br />

ill-conceived comment in a<br />

largely religious nation helped<br />

stoke the fire that the electorate’s<br />

voting was simply a formality.<br />

This undoubtedly drew the ire of<br />

the people who responded with<br />

political vengeance at the polls,<br />

dealing the cocksure Christie<br />

a humiliating dose of political<br />

comeuppance. It was virtually<br />

the final nail in the PLP’s coffin.<br />

The extensive delay to the<br />

opening of the $4bn Chinese-backed<br />

Baha Mar mega-resort,<br />

as well as allegations<br />

of rent-seeking by PLP officials,<br />

dogged the incumbent administration<br />

and gave momentum to<br />

Minnis’ platform for transparency<br />

and Bahamian ownership of<br />

the economy. Controversial new<br />

taxes amid sluggish economic<br />

performance, rising unemployment,<br />

and extensive crime<br />

were also major irritants leveled<br />

against the Christie government.<br />

IMF data suggests that The<br />

Bahamas saw four consecutive<br />

years without economic growth<br />

during the Christie administration’s<br />

five-year term. Baha Mar<br />

is optimistically expected to<br />

rest of their lives.<br />

The only winners here are the Insurance<br />

companies and fast-food companies.<br />

I guess this is what it means to have a businessman<br />

running the country.<br />

We should be assuring that poor people<br />

have fresh food available to them just like<br />

rich people, and we should be assuring that<br />

children develop healthy eating habits as early<br />

as possible.<br />

safe--schools, hospitals, court houses.<br />

The Department of Education’s policy to<br />

keep immigration officials out of schools, if<br />

they do not have a warrant, worked this time,<br />

exactly as it should, assuring immigrant families<br />

that our city is doing all it could, to protect<br />

them.<br />

Inspiring OECS Youth<br />

Trinidadian Scientist Is Top NASA Space Engineer<br />

The people of the <strong>Caribbean</strong>, especially<br />

the region’s young women, and Trinidadians<br />

in particular, must be very proud of Dr.<br />

Camille Wardrop Alleyne. As one of NASA’s<br />

top aerospace engineers and scientists, this<br />

pioneering woman also works to inspire<br />

young people in the <strong>Caribbean</strong> to reach, in<br />

a manner of speaking, “for the stars. She’s a<br />

great role model and an example of what a<br />

singleness of purpose, a dream, and dogged<br />

determination and perseverance can do.<br />

Back in 1983, at the age of 17 years, Dr.<br />

Alleyne left Trinidad and Tobago to study at<br />

Howard University in Washington, D.C. She<br />

later earned her Bachelor of Science degree<br />

in mechanical engineering with an aerospace<br />

option. Up to that time she had a burning desire<br />

to work for NASA (The National Aeronautics<br />

and Space Administration)<br />

but had to put that on hold for a while.<br />

Undaunted, Dr. Alleyne pursued a Masters<br />

Degree at Florida A&M University in mechanical<br />

engineering with a specialization in<br />

composite materials.<br />

The first part of her dream to work with<br />

NASA came through when she and another<br />

individual were recruited to work at the Kennedy<br />

Space Center in Florida. Dr. Alleyne<br />

worked there for two years as a flight systems<br />

engineer and then left to attend the University<br />

of Maryland to pursue another Masters<br />

degree in aerospace engineering with a specialization<br />

in hypersonic aerodynamics and<br />

propulsion.<br />

Upon graduation Dr. Alleyne was recruited<br />

to work with the Missile Defense Agency<br />

under the United States Department of<br />

Defense where she would remain for eight<br />

years. There she honed her science skills<br />

working on several ballistic missile defense<br />

projects as an aerospace systems engineer.<br />

These projects included the Ground-Based<br />

Midcourse Interceptor and Aegis Weapons<br />

System. The Aegis Combat System is an integrated<br />

naval weapons system developed<br />

by the Missile and Surface Radar Division<br />

of RCA, and now produced by Lockheed<br />

Martin. It uses powerful computer and radar<br />

technology to track and guide weapons to<br />

destroy enemy targets.<br />

This curious youngster from Trinidad<br />

with a deep love for space exploration would<br />

come very close to “going into space” when<br />

she was shortlisted in NASA’s astronaut selection<br />

program. After her projects with the<br />

Department of Defense, Alleyne applied to<br />

NASA’s Astronaut Program in 2003. Out of<br />

the 4,000 applicants in the elite program, Alleyne<br />

made it to the final twelve but did not<br />

make the final round.<br />

Now the OECS Commission in the <strong>Caribbean</strong><br />

has partnered with the NASA space<br />

scientist and founder of the Brightest Stars<br />

Foundation to motivate girls in the sub-region<br />

to achieve against all odds. Dr. Alleyne<br />

will tell her story using the film ‘Hidden<br />

Figures’ to motivate, inspire and empower<br />

10,000 girls throughout the <strong>Caribbean</strong> region<br />

to work towards their full potential. Her<br />

message is very simple: dream big dreams<br />

and know there is no limit to success with<br />

hard work, determination, focus and a strong<br />

self-esteem. Here’s how she out it:<br />

“When you empower and inspire youth to<br />

believe in themselves and their capacity for<br />

greatness, they embrace their power to be the<br />

leaders of tomorrow – leaders who will create<br />

positive and lasting change in their communities<br />

and our world.”<br />

The Eastern <strong>Caribbean</strong> leg of the 10,000<br />

Girls Tour aims to host 1,500 girls in each<br />

island, with a focus on underserved rural<br />

and urban communities. Dr. Alleyne and her<br />

team will visit at least 10 <strong>Caribbean</strong> islands<br />

by the end of this year. Dr. Didacus Jules,<br />

Director General of the OECS, has strongly<br />

endorsed the program saying that “the OECS<br />

Education Strategy is committed to gender<br />

equality, and that the promotion of science,<br />

technology, engineering and maths (STEM)<br />

was an important element in the educational<br />

formation of young <strong>Caribbean</strong> women.<br />

“We are hopeful that this will ignite a passion<br />

for the sciences among our girls,” he said.<br />

UN-backed <strong>Caribbean</strong> projects highlight connection<br />

between life on land and below water<br />

UNITED NATIONS, New York May 27,<br />

2017 (CMC) – The United Nations says it is<br />

supporting several projects in the <strong>Caribbean</strong>,<br />

to underscore the connection between<br />

life on land and life below water.<br />

As the vital role of the world’s oceans in<br />

human well-being and development is being<br />

highlighted, the UN will host a global<br />

conference, early next month, aimed at<br />

protecting these resources.<br />

Yesterday, it said that conserving the<br />

marine environment is among the objectives<br />

of its Sustainable Development Goals<br />

(SDGs), “which seek to achieve a more just<br />

and equitable world for all people and the<br />

planet, by a deadline of 2030”.<br />

“SDG 14, Life Below Water, and the<br />

Ocean Conference,” to be held from June<br />

5-9, has particular resonance for countries<br />

such as Trinidad and Tobago, according to<br />

Rissa Edoo with the UN Development Program<br />

(UNDP) in the capital, Port of Spain.<br />

“The ocean is vital to us, because we are<br />

a small island developing State,” said the<br />

National Coordinator for the Global Environment<br />

Facility’s (GEF) Small Grants<br />

Program, which has funded more than 100<br />

projects since 1995.<br />

“Most of our resources are along our<br />

coast, and most of our industry is also<br />

along our coast,” Edoo added. “So, it is very<br />

important for us to understand the connection<br />

between life on land and life under<br />

water.”<br />

The UN said, among the recipients is<br />

Nature Seekers, a non-profit organization<br />

that has become a model for marine conservation<br />

in the <strong>Caribbean</strong>, over the past<br />

27 years.<br />

The group is based in Matura, a fishing<br />

village on Trinidad’s north-east coast,<br />

where nesting leatherback turtles were<br />

being slaughtered for their meat. Today, it<br />

said the 2,000 residents “proudly protect”<br />

the female sea turtles that come to the local<br />

beach, every March through August, to lay<br />

their eggs.<br />

The UN noted that leatherback turtles<br />

are the largest turtle species on Earth and<br />

can grow up to seven feet long and weigh<br />

up to 2,000 pounds.<br />

Esther Vidale, Project Director at Nature<br />

Seekers, described them as a “keystone<br />

species” in the marine environment.<br />

When Nature Seekers began in 1990, up to<br />

30 percent of leatherback turtles that made<br />

it to Matura Beach were being maimed or<br />

killed by poachers, the UN said.<br />

Suzan Lakhan Baptiste, the group’s managing<br />

director and driving force, recalled<br />

that the beach once resembled a “graveyard.”<br />

“I live in the community, and when I<br />

went out onto the beach, I saw all these<br />

huge turtles with just all the eggs in the<br />

stomach, with just a few pounds of shoulder<br />

Grenada PM under fire over<br />

homophobic comments<br />

ST GEORGE’S, Grenada, – Prime Minister<br />

Dr Keith Mitchell has come under fire<br />

over homophobic comments directed at two<br />

young men who are members of the main<br />

opposition National Democratic Congress<br />

(NDC).<br />

Addressing a convention of the women’s<br />

arm of his New National Party (NNP) Sunday<br />

night, Mitchell referred to the NDC caretakers<br />

Ali Dowden and Tevin Andrews as<br />

“Arlene” and “Theresa”.<br />

Scores of Grenadians at home and abroad<br />

have since taken to social media to criticize<br />

the Prime Minister and called on him to<br />

apologize.<br />

One resident commented: “Ali and Tevin<br />

have added youthful energy to Grenada politics;<br />

Ali has been awarded by QEII; Tevin<br />

continues to take the hurts and woes of the<br />

people of the dependencies to the forefront.<br />

They both seem to have a promising future in<br />

leading young people of this tri-island nation<br />

to improve themselves and get involved in<br />

positive activities”.<br />

Kellon Bubb, a Grenadian who resides in<br />

the United States, said: “I condemn in the<br />

strongest possible terms the homophobic jab<br />

Dr Keith Mitchell leveled against the NDC<br />

caretaker candidate for Carriacou and Petit<br />

Martinique. Calling the young man a “she”<br />

isn’t funny and one can certainly make fun of<br />

political opponents without engaging in such<br />

asinine diatribe. Dr Mitchell is supposed to<br />

be an elder statesman and should conduct<br />

himself in a manner befitting his status as the<br />

longest serving parliamentarian in Grenada<br />

and the Eastern <strong>Caribbean</strong>”.<br />

In October last year, ahead of a referendum<br />

to change the island’s Constitution,<br />

there was a raging debate as to whether or<br />

Prime Minister Dr Keith Mitchell<br />

not the Rights and Freedom Bill, one of seven<br />

in the referendum, was creating a loophole to<br />

legalise gay marriage in Grenada.<br />

While the Constitution Reform Advisory<br />

Committee (CRAC) said it was promoting<br />

the legislation as elevating the fundamental<br />

rights and freedom of citizens, some sections<br />

of the religious community viewed it as creating<br />

a loophole to legalise gay marriages.<br />

Human rights attorney, Ritchie Maitland,<br />

said then that the proposed amendments<br />

in the Rights and Freedom Bill was seeking<br />

to strengthen the human rights protections<br />

which people currently enjoy and would not<br />

bring any special rights to persons who are<br />

labelled as Lesbians, Gays, Bisexual, Transgender<br />

and Intersex (LBGTI).<br />

Grenada wins<br />

13th gold medal<br />

LONDON, England -- The Grenada<br />

exhibit at the recently held RHS Chelsea<br />

Flower Show 2017 in London won<br />

this CARICOM nation its 13th gold<br />

medal. Called ‘Historical Botanical<br />

Gardens - Pure Grenada’ the exhibit<br />

ran home with the highly coveted<br />

gold medal. bringing the number of<br />

gold medals awarded to Grenada to 13<br />

over 19 years of exhibiting at the show,<br />

with three being awarded in as many<br />

years to Grenada-based co-ordinator/<br />

designer, Catherine John, and her team<br />

of volunteers.<br />

John who has led the design team<br />

since 2015, brought Pure Grenada,<br />

the Spice of the <strong>Caribbean</strong> to life with<br />

a fragrant and exuberant representation<br />

of the island’s Botanical Gardens,<br />

founded in 1886 and for generations a<br />

much loved place to visit.<br />

The multi-layer design emphasizes<br />

the rich flora typical of Pure Grenada,<br />

the Spice of the <strong>Caribbean</strong>, accented<br />

with scented spices and with a focus on<br />

the island’s verdant foliage.<br />

Brimming with excitement, John<br />

said: “’Historical Botanical Gardens<br />

- Pure Grenada’ acknowledges an institution<br />

very much in the hearts of<br />

Grenadians, and promotes our islands’<br />

extraordinary biodiversity, showcasing<br />

the different blooms, foliage and spices<br />

that thrive at different levels of vegetation.”<br />

She added: “Our rainforest, our orchids<br />

dancehall heart throb Busy Signal, born<br />

Glendale Gordon had his US work permit<br />

reinstated and is traveling to New York to<br />

perform at Groovin’ In The Park, is triggering<br />

circles. As it happens, Groovin Inc founder<br />

& CEO Chris Roberts is confirming that the<br />

rumors are true and Busy Signal will in fact<br />

be delivering his first major performance on<br />

New coalition government<br />

GEORGE TOWN – In a dramatic turn of<br />

events that has struck out a deal brokered<br />

on Friday between the two major political<br />

parties – Opposition Leader McKeeva Bush<br />

is set to become premier of the Cayman Islands.<br />

According to Bush – a former Premier – at<br />

the 11th hour, he formed a “government of<br />

national unity” with the independents.<br />

The Cayman Compass reports that shortly<br />

before midnight, Bush made the declaration,<br />

stating that he had already written to Governor<br />

Helen Kilpatrick to rescind the agreement<br />

that was signed only hours earlier with<br />

the leader of the People’s Progressive Movement<br />

(PPM), Alden McLaughlin.<br />

“This has been a long and tedious election<br />

campaign with plenty of ongoing discussion<br />

happening to select who will govern the<br />

country for the next four years,” Bush said in<br />

meant they had a mandate<br />

for the “beloved nation”.<br />

The coalition creates an 11-person government<br />

with Bush and his Cayman Democratic<br />

Party colleagues joining with eight independent<br />

members.<br />

Only hours earlier Bush and McLaughlin<br />

had publicly confirmed a deal to join forces.<br />

That agreement would have allowed Mc-<br />

Laughlin to remain as Premier, with Bush<br />

taking the speakers role and fellow CDP<br />

member, Bernie Bush becoming deputy<br />

speaker.<br />

McLaughlin and Bush both posed for a<br />

photograph signing the deal and a joint press<br />

statement was issued.<br />

However, Bush now says the deal is void.<br />

Following news of the deal, McLaughlin<br />

told the Cayman Compass that he had done<br />

his best to form a government.<br />

“I am going to stand back and watch this<br />

train wreck of a government happen. It is going<br />

to be one hell of a ride. We should not expect<br />

this government to last very long. Brace<br />

for a period of great uncertainty in this country,”<br />

When the Flatlands-Flatbush<br />

Civic Group held its (May) Monthly<br />

meeting, the primary items on the<br />

Agenda were Predatory-Lending;<br />

and the pros and cons of (planned)<br />

Rezoning that would include parts<br />

of Flatlands and Flatbush.<br />

Addressing the effects of Predatory-Lending<br />

on poor and un-informed<br />

consumers, the Director<br />

of Consumer Affairs at New York<br />

City’s Department of Consumer-Affairs--Mr.Carlos<br />

Ortiz intimated<br />

that because of the rampant<br />

acts of exploitation that were being<br />

committed by various businesses,<br />

his Department had launched<br />

a citywide Consumer-Awareness<br />

campaign.<br />

During his presentation made<br />

Mr.Ortiz emphasized the following<br />

points:--<br />

Mr.Ortiz pointed out that the<br />

main reason that was causing consumers<br />

to become easy victims of<br />

dishonest sales persons, was that<br />

that category of consumers could<br />

not regulate and control temptations<br />

to acquire used-cars, furniture<br />

and other material goods.<br />

He gave several examples of exploitation<br />

that his Office was dealing<br />

with, throughout the Boroughs<br />

of New York City.<br />

The Director added that another<br />

source of exploitation, was the high<br />

rates of interest that were being demanded<br />

for credit-cards.<br />

He advised attendees to avoid<br />

credit-cards that were demanding<br />

25% and more annual interest<br />

rates.<br />

Mr.Ortiz advised households to<br />

avoid unnecessary bills and debts<br />

which adversely affecting their<br />

cash-flow situations, and thus forcing<br />

them into conditions to take<br />

loans from predatory-lenders.<br />

Mr.Ortiz re-iterated the age old<br />

advice of appealing to consumers<br />

to thoroughly ‘read the fine<br />

print’, before finalizing and signing<br />

loan-agreements.<br />

He urged participants to carefully<br />

study promotions and advertisements;<br />

to fearlessly ask questions<br />

and seek clarifications; to learn<br />

their rights; and to avoid taking<br />

‘pay-day loans’.<br />

In the questions and answers’<br />

period that followed the presentation,<br />

meeting-attendees raised queries<br />

around concerns and problems<br />

that they were experiencing with<br />

pressures to indulge in loans; hidden<br />

fees for house-rentals/purchases;<br />

lay-away plans for the purchase<br />

of furniture; false information; the<br />

language of loan-proposals; and<br />

(unannounced) add-one.<br />

Mr.Ortiz left a variety of advisory-literature<br />

for the participants.<br />

REZONING<br />

Towards the end of the meeting,<br />

the Civic-Group’s Public Relations<br />

Officer, Mr.Gerard Brewster requested<br />

attendees to pay close attention<br />

to attempts that were being<br />

made to implement rezoning-plans<br />

within Flatlands-Flatbush districts.<br />

Mr. Brewster spoke about preliminary<br />

meetings that had already<br />

taken place within certain Interest-Groups<br />

in order to pull rezoning<br />

processes together.<br />

He urged his colleagues to remain<br />

on the alert; to maintain communications<br />

with their Elected-Officials<br />

and District-Leaders; and to<br />

be prepared (if necessary) to join in<br />

protest actions and activities.<br />

It was brought to the meeting’s<br />

attention that the Department of<br />

Education was proceeding its own<br />

with rezoning arrangements which<br />

it claimed were geared to more effectively<br />

serve its students in Flatlands<br />

and Flatbush districts.<br />

The DOE is claiming that<br />

re-zoning had become necessary,<br />

because of the influx of new immigrant<br />

populations to the area, and<br />

massive real-estate development.<br />

The DOE is using its Office of<br />

District Planning to spearhead its<br />

rezoning plans, which are at the<br />

stage of doing in-depth research<br />

into community data.<br />

The ODP has also started to hold<br />

preliminary information sessions<br />

with community leaders and representatives.<br />

Assemblywoman<br />

issues $8,000 grant<br />

Assemblywoman Jaime Williams<br />

is relaying a grant of $8,000<br />

to the Jewish Community Council<br />

which mainly serves residents<br />

of Mill Basin, Marine Park, and<br />

Flatbush areas.<br />

The Assembly-Woman represents<br />

the 59th Assembly District.<br />

This grant is going to assist the<br />

Community-Council to continue<br />

with its job-readiness programs<br />

in areas like Computer-Literacy,<br />

the utilization of Social-Media devices,<br />

professional development<br />

training, and capacity building.<br />

In announcing the grant, the<br />

Assembly-Woman noted”it is important<br />

to build upon programs<br />

that will benefit the multitude of<br />

cultures that make up my district”.<br />

In expressing its gratitude to<br />

Assembly-Woman--Williams,<br />

the Leadership of the Jewish<br />

Assemblywoman Jaime Williams<br />

Community Council indicated<br />

that the $8,000 would help the<br />

Council to substantially expand<br />

its diverse social and cultural programs,<br />

as well as with its collaborative<br />

work with partners.<br />

Notifications for Businesses<br />

New York city’s (public) Administration<br />

has agreed to establish<br />

a system for notifying business-persons<br />

who have complaints<br />

lodged against them.<br />

Under a new Law that was recently<br />

signed by Mayor Bill de<br />

Blasio, the city’s business-persons,<br />

especially restaurant and bar-operators<br />

will be notified within seventy-two<br />

hours about complaints<br />

that have been lodged against<br />

them through 311 calls.<br />

The operators were calling for<br />

this notification system, because<br />

many claimed that they only became<br />

aware of complaints that<br />

were made against them, when<br />

they sought renewals of their licenses.<br />

The Notifications’ Bill was<br />

championed by Bedford-Stuyvesant<br />

Council-Member, Robert<br />

Cornegy Jr....Mr.Cornegy is also<br />

Chairman of the City Council’s<br />

Committee on Small Businesses.<br />

After the Mayor’s signing of the<br />

Bill into Law, Mr.Cornegy commented”Today<br />

marks the end of<br />

a long road traveled.When I first<br />

became Chairman of the Committee<br />

on Small Businesses, I set a<br />

goal to leave the small businesses<br />

of our great city in a better place<br />

that when I started...While the<br />

city does provide a mechanism<br />

through which business owners<br />

can search for rules and regulations--a<br />

database known as the<br />

Open Data Portal, the latter has<br />

not served businessmen well”.<br />

were recent illegal border crossers. President<br />

Trump’s signature campaign pledge to build<br />

an expanded wall on the US-Mexico border<br />

to keep out undocumented border crossers is<br />

still in limbo because Congress recently denied<br />

funding for it in a budget deal to keep<br />

the federal government functioning. However,<br />

his tough rhetoric on border security appears<br />

to be having an impact on immigration<br />

enforcement. The number of people caught<br />

crossing the border with Mexico is down significantly<br />

since the beginning of the year, according<br />

to information from the US Customs<br />

and Border Protection data.<br />

Immigration advocates have raised concerns<br />

about the ramped up heavy enforcement<br />

raids and round ups across the country.<br />

While roughly 75 percent of those arrested<br />

were convicted of non-immigration offenses,<br />

approximately 10,800 were non-criminal arrests,<br />

up more than 150 percent from 2016.<br />

This spike in mass arrests will be a major<br />

headache for the Trump Administration: The<br />

big increase in noncriminal arrests will create<br />

a frenzy in immigration courts that are<br />

already overloaded, overworked, and backlogged<br />

with existing cases stretching years.<br />

In fact, on the one hand the Trump Administration<br />

is saying that their immigration<br />

priorities are about arresting and deporting<br />

the worst of the worst undocumented immigrants<br />

– including violent criminals and<br />

gang members. But the reality is that ALL<br />

undocumented immigrants are now subject<br />

to arbitrary arrest, detention, and deportation.<br />

When President Trump took office, he<br />

admittedly inherited a broken and problematic<br />

immigration court system. There was a<br />

backlog of over 500,000 pending cases with<br />

even basic hearings dragging on for years before<br />

resolution. As of last April that situation<br />

has grown progressively worse with a backlog<br />

caseload now numbering over 585, 930<br />

cases [Source: Transactional Records Access<br />

Clearinghouse. www.trac.syr.edu].<br />

The increased enforcement is aggravating<br />

an old problem – not enough judges to<br />

process the increase in immigration arrests.<br />

Presently, there are now 318 immigration<br />

judges nationwide out of 374 positions authorized<br />

by Congress. Acknowledging this as<br />

a major fetter and hindrance to his immigration<br />

deportation plans, in March this year,<br />

President Trump asked Congress for an $80<br />

million increase for the Justice Department<br />

to hire just 75 more immigration judges to<br />

ease and unblock the bottleneck in the system.<br />

But that’s not nearly enough. According<br />

to Human Rights First [www.humanrightsfirst.org]<br />

the immigration court system<br />

would need about 524 judges to deal with the<br />

growing backlog of cases.<br />

So to bypass this challenge and to whittle<br />

down the decades old backlog of cases, the<br />

Trump Administration is now toying with a<br />

technique called “expedited removal.” This<br />

would result in undocumented immigrants<br />

being arbitrarily deported without “due process”<br />

rights to have their cases heard before<br />

an immigration judge. While this legal technique<br />

and strategy has come under fire from<br />

immigration rights advocates, the Trump<br />

Administration and the Department of<br />

Homeland Security (DHS) point to the fact<br />

that under the Immigration and Nationality<br />

Act, anyone who arrives in the U.S. without<br />

valid documents or is apprehended within<br />

100 miles of the border within 14 days of<br />

arrival is subject to expedited removal. And<br />

too, the DHS has the authority to apply the<br />

expedited process to anyone apprehended in<br />

the United States if they can’t show they’ve<br />

consistently lived here for two years.<br />

or friends can come up with bail money. Its<br />

not uncommon for family members of a detainee<br />

to hold parties, bake sales, and other<br />

events to make up the bail money. Some are<br />

even forced to take out personal loans, raise<br />

money atr usurious costs from “loan sharks”<br />

and other quasi-legal methods.<br />

“On an average day 3,931, or 52 percent, of<br />

all pretrial detainees are being held because<br />

they are been unable to post bail, although<br />

at least some would likely be able to do so<br />

shortly,” the IBO report pointed out. The<br />

situation gets even worse because this puts<br />

detainees in a serious bind: if they can’t make<br />

the bail the prospect of a long stint sitting in<br />

jail and confined behind bars awaiting trial<br />

or a hearing is a real possibility. So many<br />

detainees give up and plead guilty to charges<br />

even though they did not commit a crime.<br />

In 2013, just under 5 percent of cases processed<br />

in New York City were resolved at a trial.<br />

The odds of a case reaching a favorable outcome<br />

for a defendant greatly decrease if they are<br />

held before trial. The norm in New York City is<br />

that many pretrial detainees remain jailed for<br />

long periods before trial even though they face<br />

low-level charges that may result in fines, probation,<br />

or dismissal. A full third of those unable<br />

to post bail at arraignment in 2016 faced misdemeanor<br />

charges, according to the IBO report.<br />

The fact that lesser charges typically result<br />

in smaller bail amounts is still a challenge for<br />

detainees from low-income, poor communities<br />

where unemployment is rampant. So<br />

even with these relative low bail amounts it<br />

doesn’t mean that its an easy path out of jail.<br />

For many defendants, just a few hundred dollars<br />

could be the difference between freedom<br />

before trial and an indefinite jail sentence.<br />

“The mean bail set for those unable to post<br />

bail immediately was $39,163 and the median<br />

bail was $5,000, indicating that for half of<br />

these individuals bail was $5,000 or less,” the<br />

report stated. Commercial bail bondsmen<br />

typically charge a nonrefundable fee of 10<br />

percent of the total bail amount, meaning<br />

that $500 would cover a $5,000 bail.<br />

“This is a system that penalizes the poor<br />

that had the bad fortune to get involved with<br />

the law. I’m a strong advocate of closing Rikers<br />

Island, an overcrowded pigsty of a jail<br />

that is a blot on the conscience of New York<br />

City. That is where we dump poor people<br />

who cannot afford a few hundred dollars to<br />

“buy their freedom.” This IBO report exposes<br />

the need for bail reform and for shutting<br />

down this facility and others that’s draining<br />

the city’s resources,” Cory Provost, a candidate<br />

for City Council District 41 said.<br />

Indeed, the IBO’s report and findings will<br />

likely bolster calls for changes from critics<br />

of money bail, who, like Provost, are fighting<br />

what they call a “two-tiered” system of justice<br />

that favors the wealthy and disadvantages the<br />

poor in jurisdictions around the nation. The<br />

IBO report also confirms that the vast majority<br />

of people on Rikers Island are there<br />

because they cannot afford bail, are overwhelmingly<br />

Black and brown, and many are<br />

there for nonviolent, low-level offenses — all<br />

at enormous expense to taxpayers.<br />

“This report is damning as it tells the truth<br />

about how bail is structured in the City and the<br />

urgent need for Mayor Bill de Blasio to speedily<br />

put in place a comprehensive plan to once and<br />

for all shut down Rikers Island,” Provost said.<br />

This March, Mayor De Blasio announced plans<br />

to shutter Rikers, the city’s largest corrections facility,<br />

within the next 10 years.<br />

The $116 million price tag footed by New<br />

York City taxpayers is jaw-dropping in scope but<br />

human rights advocates say the real toll is the<br />

human cost of incarceration, even for the lucky<br />

detainees whose stay is short. They point out<br />

that for poor families there is serious devastating<br />

effects brought about by stress, loss of jobs, loss<br />

of homes, mental health issues, family disruptions<br />

and other negative effects. This is particularly<br />

true when a breadwinner is held in jail for<br />

long periods with the destruction of the family,<br />

many become homeless and destitute.<br />

There is little evidence to suggest that keeping<br />

most of these low-level defendants in jail before<br />

trial has any effect on public safety or crime<br />

rates. There needs to be a 21st century approach<br />

to incarceration and stop keeping people in jail<br />

because they can’t find the small amounts of<br />

money to get out of jail. This system is also costing<br />

the city in loss of production.

Jamaica’s largest<br />

alumina refinery<br />

to resume<br />

KINGSTON, Jamaica, (CMC) – Jamaica’s<br />

largest alumina refinery, Alumina Partners<br />

of Jamaica (Alpart), is set to resume<br />

production, eight years after its closure and<br />

sale to the Chinese company, JISCO.<br />

Alpart’s Assistant Managing Director,<br />

Patrick James, said production will resume<br />

on June 20. The mining of bauxite on the<br />

Manchester Plateau will begin Monday,<br />

and movement of the ore to the plant will<br />

commence on June 8<br />

Last July, UC RUSAL, a leading global<br />

aluminium producer, announced that<br />

it had entered into an agreement to sell a<br />

100 percent stake of Alpart to the Chinese<br />

state industrial group, JIUQUAN IRON &<br />

STEEL (GROUP) Co. Ltd. (JISCO).<br />

The deal was worth an estimated US$299<br />

and was being undertaken within the program<br />

for RUSAL’s assets optimization and<br />

debt ratio reduction.<br />

James said, that since the sale of Alpart,<br />

several hundred people have been employed<br />

and that while employment has risen,<br />

particularly in the parishes of St. Elizabeth<br />

and Manchester, there is a shortage<br />

of high-end engineering skills, since many<br />

former Alpart employees migrated after<br />

the refinery closed in 2009.<br />

Closure of the Alpart refinery came on<br />

the heels of global financial collapse and<br />

a slump in metal prices, even as oil prices<br />

stayed high at that time.<br />

Alpart is a large production complex in<br />

Jamaica, which uses its own bauxite mines<br />

to feed alumina production.<br />

Before the shut-down of Alpart, from<br />

2009 to 2015, annual production capacity<br />

of the complex was 1.65 million tonnes of<br />

cell-grade alumina and 4.9 million tonnes<br />

livelihoods, emphasizing what Edoo called “the<br />

ridge-to-reef connection”.<br />

The UN says that today, the greatest threat<br />

to the leatherback turtles lies in the water, as<br />

they can get entangled in fishing nets, as by<br />

catch, a term used to describe species caught<br />

inadvertently during commercial fishing.<br />

Through UNDP, Nature Seekers is exploring<br />

alternative fishing methods, such as using<br />

Turtle Excluder Devices (TEDs), which allow<br />

trapped turtles to escape from nets.<br />

Meanwhile, the UN said residents on the<br />

sister island of Tobago are also working to<br />

preserve the stunning environment that<br />

surrounds them. For example, community-based<br />

organizations, located in the northeast,<br />

are being empowered in co-managing<br />

the <strong>Caribbean</strong> say that the Selection Panel<br />

of the West Indies Cricket Board (WICB)<br />

has named the West Indies Under-19 squad<br />

for tours of South Africa and Zimbabwe.<br />

The tours are part of the Windies Under-19s’<br />

build-up to the ICC Under-19 World Cup in<br />

New Zealand from January 12 to February 4<br />

2017.<br />

The Windies Under-19s are the defending<br />

champions, having won their first title<br />

in February, 2016 in Bangladesh under the<br />

leadership of Shimron Hetmyer. The team<br />

will be captained by Grenadian Emmanuel<br />

Stewart with Kirstan Kallicharran as vice<br />

captain. They were members of the World<br />

Cup-winning squad from last year.<br />

According to head coach, Graeme West,<br />

the squad is well balanced with a number<br />

of “multi-dimensional” players, which will<br />

provide depth in all departments. The team<br />

is still very young in comparison to the previous<br />

squad, but it’s already a very united<br />

group that works well together and has a<br />

great desire to learn and improve.<br />

“We are going to give 15 talented, young<br />

players the opportunity to represent the West<br />

Indies, experience touring overseas and play<br />

‘Youth’ International Cricket. We learnt a<br />

great deal about a number of the players in<br />

the WICB Regional Super50 Tournament.<br />

This will be another opportunity to find out<br />

which players have the skill-sets to perform<br />

consistently at this level and establish who is<br />

going to stand up when put under pressure<br />

by quality opponents,” West continued.<br />

“We want to win both series and establish<br />

the patterns of play and combinations that<br />

will be taken into the World Cup. We will<br />

want to see growth and improvement in<br />

every game we play and we will want contributions<br />

from all members of the squad, so<br />

United States head coach, Bruce Arena,<br />

has announced a 27-man squad to<br />

face Trinidad and Tobago and Mexico in<br />

World Cup qualifying action on June 8<br />

and 11, respectively.<br />

The US squad began a training camp<br />

in Denver last week before facing Venezuela<br />

in an international friendly in Salt<br />

Lake City. Members of the T&T squad<br />

have been in Denver at a training camp<br />

since May 23. T&T head coach Dennis<br />

Lawrence said that he will announce his<br />

team for the qualifiers later this week<br />

after assessing the players currently in<br />
