Concept<br />

The growing complexities of manpower planning<br />

and increased productivity expectation from the<br />

power <strong>sector</strong> has set the agenda of new generation<br />

power organizations. It may be hydro- thermal or of<br />

different resource based model. We are aware of the<br />

fact that the role of Human Resources has changed<br />

greatly since medieval times with the conception of<br />

electricity boards after independence of our country .<br />

In early days the State electricity Boards were taken<br />

up as a hub of employment generation. It used to act<br />

more as social goal for the state Ironically, today the<br />

same has undergone sea change where business goal<br />

is posing serious threat to human resource<br />

redeployment in power <strong>sector</strong> bodies. Challenges are<br />

far more critical at the state level compared to that of<br />

central government bodies. Private <strong>sector</strong> has come to<br />

play but situations are alarming in view of emerging<br />

scenario of ever increasing energy requirements of<br />

the country. Orgaisation's prime concern has been to<br />

survive with its core objective of service delivery to<br />

people at large. Consumers expectations and their<br />

behaviour have changed large chunk of human<br />

resource needs and their redeployment after<br />

training. Corporate social goal has become important<br />

but human resource management has yet not<br />

assumed significance. New <strong>Power</strong> corporations are<br />

caught up in the management of surplus<br />

manpower with inadequate power generation and<br />

overloaded transmission / distribution network.<br />

Today's organisation's need fast, flexible and self -<br />

motivated people to address the issues of national<br />

gravity. Hence, HR has to play a substantial role in the<br />

business strategies unlike conventional HR roles and<br />

needs to align with the changing needs of the<br />

organisation in terms of planning, organising and<br />

controlling people. The proposed national seminar<br />

aims to address the critical concerns of HR that<br />

power <strong>sector</strong> organisations at the state and central<br />

level have been facing in recent past . Restructuring<br />

and redeployment strategy has not been able to deal<br />

with the problem but has just postponed the issue<br />

with serious ramifications of managing change.<br />

Concerns of Managing change<br />

As we have come to realise that human resource needs<br />

to become adaptable, resilient and quick to change<br />

directions as per customer needs under the growing<br />

need of the time, we need to attract and retain quality<br />

and motivated people since people only make or break<br />

an organisation. Many central PSUs have modern HR<br />

practices in position which state PSUs have to<br />

progressively adopt suiting to their changing needs.<br />

Change of expectation, our lifestyles has caused<br />

pressure towards high energy requirement's in spite<br />

of our depleting natural resources. Eventually, it is not<br />

the technology alone but the people handling the<br />

technology have become more crucial than rest of the<br />

functions in modern change management<br />

programme. Absence of basic human resource<br />

management plan and its organisational<br />

development initiative has caused multiple problems<br />

of critical significance without any competency<br />

mapping exercise in place .<br />

It is in this context that IDMAT has taken a lead to<br />

organise the two days seminar for the senior/top<br />

executives where in leading HR experts, central/state


private power <strong>sector</strong> organisation shall share their<br />

experiences in Human resource management along<br />

with those senior functionaries from operation and<br />

policy perspectives.<br />

Seminar Objective and Design<br />

To raise issues of emerging change management<br />

perspectives amongst power organisations<br />

towards benefits of good HRM practices.<br />

To focus on innovations in key HR functions for<br />

building organisation capabilities at all levels.<br />

Building strategies for different organisations<br />

from state / central government/private power<br />

<strong>sector</strong>.<br />

Sharing experiences and finding solutions to the<br />

old systems/practices, of handling surplus man<br />

power with low productivity inherited from the<br />

erstwhile state electricity boards.<br />

To help evolve convergence of ideas , build<br />

network for learning from various kinds of<br />

power <strong>sector</strong> organisations for a collective vision<br />

and mutual benefits while addressing the<br />

concerns of transformation through HRM .<br />

Plenaries Session and Design<br />

Papers and presentation are invited for the seminar<br />

from delegates and speakers to share their insight to<br />

generate collective learning. Last date for submitting<br />

the abstract of the paper not exceeding 100 words with<br />

title should reach the coordinators' desk by<br />

1st November 2013. Full papers should reach us by<br />

10th November to get included in our programme.<br />

Opening Key Note : Emerging challenges and<br />

opportunities in power <strong>sector</strong> to manage change<br />

through HRM.<br />

Plenary One : Envisioning process in power <strong>sector</strong><br />

and concerns and contours of transformation with<br />

greater social responsibilities.<br />

Plenary Two : Managing change and organisation<br />

development intervention to meet emerging need of<br />

power corporation's at the state and central level<br />

PSUs some approaches.<br />

Plenary Three : Issues and challenges of HR practices<br />

in <strong>Power</strong> <strong>sector</strong>—cases of central and state PSUslearning<br />

models of change and innovation.<br />

Day Two<br />

Plenary Four: Manpower planning, their deployment<br />

,grievance handling approaches both at state and<br />

central level multiples experiences and reflections .<br />

Plenary Session Five : Competency mapping<br />

,employees development through need based<br />

planning and integrated HRD for rebuilding power<br />

corporation.<br />

Plenary Session Six : Information technology in<br />

human resource management, ERP implementation in<br />

organization - a road map.<br />

Closing and Summing up Session<br />
