Similarly, in response planning, make adequate allowance for transport times <strong>and</strong><br />

delays, taking into account clearance <strong>and</strong> security checks, road conditions,<br />

availability of transport, fuel <strong>and</strong> drivers, <strong>and</strong> distribution to inaccessible schools.<br />

8.4.5 Monitoring education supply <strong>and</strong> distribution<br />

The Coordinator needs to ensure a robust system for supply <strong>and</strong> distribution<br />

monitoring. Monitoring of supply is needed to ensure that supplies reach learners<br />

affected by the emergency. Monitoring of distribution <strong>and</strong> utilisation of supplies<br />

helps to prevent inappropriate, or lack of, use of distributed supplies.<br />

Schools <strong>and</strong> teaching staff can play a focal role in supporting the monitoring of<br />

education supplies; therefore up-to-date <strong>and</strong> accurate information on school<br />

locations, headteachers <strong>and</strong> other staff, <strong>and</strong> clear mechanisms for h<strong>and</strong>over of<br />

supplies, are an essential part of supply <strong>and</strong> logistics planning.<br />

Supply <strong>and</strong> distribution monitoring tools should be developed in consultation with<br />

education authorities as part of emergency preparedness measures, <strong>and</strong> updated<br />

regularly as part of the Coordinator’s information management responsibilities.<br />
