Traditional donors<br />
<strong>Advocacy</strong> <strong>and</strong> <strong>resource</strong> <strong>mobilisation</strong><br />
The cluster provides a useful platform for cluster partners to develop<br />
collaborative proposals for their traditional bilateral donors. Many donors<br />
encourage collective or consortia bids, particularly those that demonstrate<br />
partnerships with national authorities <strong>and</strong> local organisations.<br />
In addition, UNICEF, Save the Children <strong>and</strong> other agencies have <strong>resource</strong>s that<br />
can be reprogrammed in the event of an emergency to provide immediate<br />
financial assistance to support national <strong>and</strong> local authorities <strong>and</strong> the education<br />
sector in education response, recovery, preparedness, <strong>and</strong> disaster risk reduction<br />
efforts.<br />
