The HCT is also guided by the outcomes of joint or cluster-specific rapid<br />

assessment findings, the Flash Appeal timeline, <strong>and</strong> an indication of the available<br />

funding, <strong>and</strong> is responsible for drafting the response plan section of the Flash<br />

Appeal document, incorporating the selected projects.<br />

8.2.4 The Consolidated Appeals Process (CAP) 53<br />

The CAP is a tool developed by<br />

OCHA to enable humanitarian<br />

organisations to jointly plan,<br />

coordinate, implement <strong>and</strong> monitor<br />

their response to emergencies.<br />

Through facilitating collaborative<br />

appeals, it reduces the risk of<br />

agencies competing for funds. In<br />

complex emergency situations, the<br />

CAP may be prepared on an annual<br />

basis.<br />

The CAP provides a snapshot of the<br />

emergency situation <strong>and</strong> sectoral<br />

response plans, <strong>and</strong> is an inclusive<br />

<strong>and</strong> coordinated programme cycle<br />

of:<br />

� strategic planning, leading to a<br />

Common Humanitarian Action<br />

Plan (CHAP)<br />

� a longer-term planning process<br />

(12 months)<br />

� often used in conflict situations<br />

� managed by the HC/RC<br />

� basis for the Common<br />

� important to list all cluster<br />

projects in a CAP – even those<br />

funded by other bilateral <strong>and</strong><br />

multilateral donors<br />

Federation of Red Cross <strong>and</strong> Red<br />

Crescent Societies (IFRC) <strong>and</strong><br />

NGOs may submit projects.<br />

� <strong>resource</strong> <strong>mobilisation</strong>, leading to a Consolidated Appeal or a Flash Appeal (in<br />

the event of natural disaster or a sudden deterioration in the emergency<br />

situation)<br />
