6 Cluster partners can then ‘market’ their proposals directly to donors as well.<br />
7 In addition, the Coordinator may approach donors to advocate for funding of priority<br />
projects <strong>and</strong> cluster coordination activities.<br />
8 Donors make grants directly to the implementing organisations whose proposed<br />
projects are in line with their goals <strong>and</strong> priorities for funding.<br />
9 Donors may award flexible grants (the preferred option for the cluster),<br />

may be earmarked (tied) to a specific project.<br />
10 All funding contributions are reported back to OCHA via the On-line Project System<br />

education needs, priority themes <strong>and</strong> cross-cutting issues for response, an outline<br />
of response plans, <strong>and</strong> roles <strong>and</strong> responsibilities.<br />

submitted as proposals through the CERF mechanism, albeit through applying UN<br />
