M y name is Donald Allan Rhode and I am over the age of eighteen and otherwise competent to give testimony in this matter. 2. I encountered Carlos Ramirez in front to my office building where I work as a mediator in downtown Tampa. Florida. 3. When I first met him in mid-November 2012, he mentioned he was working on an appeal to the Ilth Circuit Court of Appeals. 4. The second time I encountered him he was headed in the direction of the federal court house and asked for my assistance in understanding what was required of him regarding the record excerpts for his appeal. 5. I suggested he call the clerk or go to the court house and ask to speak to someone or to call the llth Circuit in Atlanta. 41
