CyberSecurity for Energy: Roadmap to Achieve Energy<br />

As a result of technology innovations,<br />

‘self-contained’ electrical power<br />

control systems can no longer be<br />

considered isolated. Rather, most are<br />

now globally integrated, connecting<br />

with other corporate services. In the<br />

energy sector, new levels of<br />

connectivity, combined with the<br />

pervasiveness of IT and Internet<br />

technologies in daily life (smart grids)<br />

is a reality, however these systems can<br />

be highly exposed from an IT security<br />

perspective, which creates major<br />

challenges for the electric power sector.<br />

In fact, Kaspersky Lab’s recent report<br />

on industrial cybersecurity found that<br />

92% of externally available industrial<br />

control system (ICS) devices use open<br />

and insecure Internet connection<br />

protocols.<br />

<strong>The</strong> risk of cyber-attacks in the energy<br />

sector is greater than ever before and, as<br />

a result, IT security has become a key<br />

point of discussion within the industrial<br />

sector. Modern electrical power grids<br />

are complex networks, with integrated<br />

automation and control functions, that<br />

communicate through open protocols<br />

and do not have sufficient built-in<br />

cybersecurity functions to combat the<br />

industrial infrastructure. Energy<br />

enterprises need to bolster their<br />

defenses to combat increasingly<br />

prevalent cyberattacks and avoid the<br />

nightmare scenario of complete loss of<br />

service – not to mention the impact that<br />

this would have on citizens and society<br />

in general, should an attack happen.<br />

<strong>The</strong>re may be some overlap in the<br />

threats, however there are significant<br />

Consequently however, it is extremely<br />

important to provide only temporary<br />

access to a limited amount of<br />

equipment that has no influence on<br />

other system components, and<br />

cancellation of access on completion of<br />

the work is vital.<br />

• Long lifetime of vulnerable<br />

components - the lifetime of devices<br />

and protection and control systems is<br />

20-30 years. This means that insecure<br />

systems installed today will only be<br />

replaced in a couple of decades or so.<br />

In addition to this, the lack of guidelines<br />

defining actions to be taken when<br />

suspicious activity is detected within<br />

automated systems, also leads to an<br />

organisation being vulnerable.<br />

Furthermore, the lack of documents and<br />

practices relating to the investigation of<br />

disturbances in technological<br />

environments - including malicious<br />

influence on control systems through<br />

information technologies, also leads to<br />

further vulnerability (for example, due<br />

to their age, some reference documents<br />

for the investigation and classification<br />

of technological disturbances do not<br />

even consider cybersecurity incidents<br />

as a possible cause of malfunction).<br />

If such an incident even takes place, the<br />

concern is that the real causes will not<br />

be revealed. As a result, the appropriate<br />

measures will not be taken and the<br />

incident may reoccur. Given these<br />

realities, it is evident that the energy<br />

sector needs to invest in IY security that<br />

e f f e c t i v e l y s a f e g u a r d s t h e i r<br />

infrastructure and takes all of the above<br />

into account.<br />

<strong>The</strong> IEC 62351 “Power systems<br />

management and associated<br />

information exchange - Data and<br />

communications security”<br />

standard describes in detail the<br />

possible tools for complex<br />

information security provision at<br />

electric power facilities.<br />

However, most of the proposed<br />

s o l u t i o n s c a n o n l y b e<br />

implemented with a complete<br />

replacement of automation<br />

devices as soon as they require<br />

format and communication<br />

Over the years, Egbin Power Plc has<br />

acquired a reputation as the symbol of<br />

(NEDC/KEPCO) acquired Egbin Power<br />

plc, has inspired a new direction of<br />

(as in the conversion of water to hydrogen<br />

Dallas Peavey has built a 667 MW<br />

PV power plant in California which<br />

is the largest in the world and he<br />

says the company is looking at<br />

doing 10-20MW PV solar which<br />

will be used to complement<br />

baseload.<br />

Off-grid was where PV got its start<br />

– with so many applications for<br />

stand-alone power, and continual<br />

new developments and cost<br />

reductions in energy storage<br />

technology, this sector of the<br />

market is growing like never<br />

before.<br />

Egbin hosted a media tour for <strong>Nigeria</strong>n<br />

journalists in order to provide valuable<br />

insight on the challenges and success<br />

stories recorded so far. <strong>The</strong> objective was<br />

to globally expose and showcase the<br />

capabilities the plant has possessed in<br />

power generation to the entire nation. Oil<br />

and Gas Republic Publication was among<br />

the media organization invited to do a<br />

media tour at the power plant, which has<br />

up to 6 Units fully functioning and<br />

generating power till date.<br />

Egbin Power Plant is located at Ikorodu, a<br />

city in north-east Lagos State, <strong>Nigeria</strong>. It is<br />

located along the Lagos Lagoon and<br />

shares a boundary with Ogun State.<br />

Ikorodu is the fastest growing and<br />

prosperous area near the Lagos<br />

metropolis, owing in part to the influx of<br />

people from Ikorodu’s surrounding towns<br />

and villages attracted by the town’s<br />

proximity to Lagos.<br />

<strong>The</strong> Plant is the largest power generating<br />

station in <strong>Nigeria</strong> and one of the largest in<br />

the West African sub-region with an<br />

installed capacity of 1,320 MW consisting<br />

of 6 Units of 220MW each. Not only by the<br />

integrity of its generating capacity, but<br />

also because of the quality of industry<br />

professionals working in the plant.<br />

As we all know, Egbin Power Plc was<br />

handed over to KEPCO Energy Resource<br />

Limited (KERL) in November 2013 by the<br />

Bureau of Public Enterprises (BPE) as part<br />

of the <strong>Nigeria</strong>n Federal Government<br />

power sector privatization program.<br />

Despite the wide-ranging challenges and<br />

increased operating costs, KERL has<br />

turned around the plant and operated the<br />

assets efficiently and satisfactorily,<br />

investing substantially in the plant since<br />

take over and to fully utilize its energy<br />

potentials.<br />

Liquidity (lack of funding):<br />

Given that the electric power sector is an<br />

unbroken interconnected chain of<br />

activities from generation to transmission<br />

to distribution to end users at homes,<br />

offices and industries, its alarming<br />

liquidity challenge certainly becomes one<br />

of the common issues in the sector.<br />

<strong>The</strong> lack of access to funding is a major<br />

issue to promoting investment in the<br />

sector. As we all know that every country<br />

has challenges and the power sector in<br />

<strong>Nigeria</strong> has its own challenges, and one of<br />

the challenges that we are currently facing<br />

is the issue of funding. <strong>The</strong> investment in<br />

the power sector requires huge amount of<br />

funds, noting that the non-availability of<br />

adequate fund constituted a hurdle to<br />

speedy development of the sector.<br />

To addressing these liquidity challenge, all<br />

players should call for more investment<br />

and stick to the specified rules and<br />

regulation governing the <strong>Nigeria</strong>n power<br />

sector.<br />

Inadequate Gas Supplies:<br />

Sabotage of gas pipelines has<br />

decommissioned power plants and their<br />

ability to provide adequate power supply.<br />

According to the Minister’s statement at<br />

the 12th Monthly Power Sector and<br />

Stakeholders Meeting in Ibadan, he said,<br />

sabotage of gas to power plants has also<br />

created debt problem, shortfall in power<br />

expectation, and therefore, shortfall in<br />

cash recovery.<br />

“And we see that they pay more when the<br />

power is more stable. “Now, the reason<br />

why I have gone through this is just to<br />

reiterate that all of us have an<br />

understanding of the problems and all of us<br />

have different roles to play in solving those<br />

problems,” he added.<br />

But the visits by the Vice President of<br />

<strong>Nigeria</strong> to the Niger Delta region is a<br />

welcome development as the VP engages<br />

the communities and negotiating with the<br />

militants to stop the vandalism while the<br />

issues that agitate them can be treated and<br />

resolved soonest.<br />

Transmission Company Of <strong>Nigeria</strong><br />

(TCN):<br />

Transmission Company Of <strong>Nigeria</strong> (TCN)<br />

is in charge of transmission and balancing<br />

the system throughout the country. On a<br />

recent report at Egbin, the generating<br />

capacity of the plant is 1, 320 MW but it<br />

came down to 1,100 MW because at that<br />

time, TCN could not take the power<br />

because of the issues in their systems. In<br />

the control room at Egbin, you will see just<br />

2 units running simply because gas is not<br />

always available and TCN’s technical<br />

issues. <strong>The</strong>y have a system that is older<br />

than Egbin power plant.<br />

Breaching the gap and improving the<br />

management system, TCN should bring a<br />

lot of educated and experienced<br />

professionals that knows very much about<br />

transmission and distribution systems in<br />

and out. In doing this, there will be<br />

improvement in the system that has been<br />

declined over the past years.<br />

Obsolete Equipment:<br />

Obsolete equipment is among the key<br />

factors affecting the smooth operation of<br />

the company. Giving an update on the<br />

activities of the company, this is the first<br />

time since inception of the power plant that<br />

it will achieve the feat because of the<br />

continuing investment and upgrade<br />

activities on the plant by the new<br />

investors- Sahara Power Group and Korea<br />

Electric Power Corporation (KEPCO).<br />

Over the past years, the plant hit the<br />

1000mw mark for barely two hours<br />

and never attained it again until<br />

now; and that prior to the<br />

privatization and handover of the<br />

plant in November 2013, Egbin<br />

averaged generation of below<br />

500mw due to the dismal state of its<br />

six units which at its lowest point,<br />

only two of the six units were<br />

operational.<br />

Prior to the privatization of the plant<br />

in November 2013; most of the<br />

a u x i l i a r i e s l i k e t h e<br />

demineralization plant were not<br />

functional, spare parts necessary<br />

for plant operation and preventive<br />

maintenance were unavailable and<br />

that most of the equipment were<br />

obsolete. To continue enjoying and<br />

increasing the plant capacity, the<br />

equipment should be upgraded to<br />

latest technological solutions.<br />

Tariff:<br />

With a population surpassing 170<br />

million people, <strong>Nigeria</strong> targets an<br />

ambitious 20,000MW of electricity<br />

generation by the year 2020 and to<br />

rank among the top 20 economies in<br />

the world. Having the right pricing<br />

is an essential requirement for<br />

success. Balancing between a cost<br />

reflective tariff and an affordable<br />

tariff is one of the biggest<br />

challenges facing the <strong>Nigeria</strong><br />

Electricity Supply Industry (NESI).<br />

<strong>Nigeria</strong> Electricity Regulatory<br />

Commission (NERC), being the<br />

regulator for the industry has the<br />

Transmission Company of <strong>Nigeria</strong> commissions Two Newly Installed 66MVA<br />

132/33KN Power Transformers<br />

<strong>The</strong> Transmission Company of <strong>Nigeria</strong><br />

(TCN) has successfully completed the<br />

installation and commissioning into<br />

service of two66MVA 132/33kV power<br />

transformers in its Katampe and Alagbon<br />

Transmission stations in Abuja and Lagos<br />

respectively.<br />

TCN in a statement signed by the Assistant<br />

General Manager (Public Affairs), TCN,<br />

Ndidi Mbah, said that the 132kV voltage<br />

level section of the Katampe Sub-station<br />

which operates with2x 60MVA capacity<br />

transformers, has in the past six weeks<br />

been functioning with only one 60MVA<br />

132/33kV power transformer because the<br />

second one developed an internal fault that<br />

necessitated its replacement. This resulted<br />

in load shedding in areas like Gwarimpa,<br />

Jabi, Lifecamp, Maitama and Wuse 2, from<br />

1st March to 10th April, <strong>2017</strong>.<br />

With the successful installation and<br />

energizing of a 66MVA 132/33kV power<br />

transformer at Katampe by TCN<br />

engineers,on Tuesday, 11th of April <strong>2017</strong>,<br />

the bulk load wheeling capacity of the<br />

transmission sub-station at 132kV voltage<br />

level increased from 120MVA to 126MVA.<br />

This means that the substation now has the<br />

capability to wheel power at full capacity<br />

to distribution load centers.<br />

Also, with the installation and commissioning of a 66MVA 132/33kV power transformer in Alagbon<br />

Transmission station, Ikoyi, last week, the station now has a total of 3x60MVA and 2x66MVA power<br />

transformers, bringing the total capacity of the substation to 312MVA on 132kV voltage level. Consequently<br />

there has been improved power supply to Ikoyi, Victoria Island, Dolfin Estate and Marina in Lagos State.<br />

TCN reiterated its resolve to continue to further expand its grid capacity, to ensure that it continues to<br />

efficiently move bulk electricity from generating companies to distribution companies nationwide.

FG Approves Payment Plan to Address<br />

Liquidity Challenges in the Power Sector<br />

<strong>Nigeria</strong>’s Minister of Power, Works and Housing, Babatunde Fashola has<br />

announced that the Federal Government have taken action to approve a<br />

payment assurance plan to address the liquidity challenges in the <strong>Nigeria</strong><br />

Power Sector. <strong>The</strong> announcement was made at the 14th Monthly Power<br />

Sector Operator’s Meeting hosted by Transmission Company of <strong>Nigeria</strong><br />

which was presided by the Hon. Minister of Power, Works and Housing.<br />

Speaking at the event, the Minister said, Government is very committed<br />

to tackle the enormous challenges in the sector. <strong>The</strong> Government is now<br />

stepping up brilliantly to its responsibility by confronting the challenges<br />

and in achieving this, it has reconstituted the regulatory commission to<br />

perform their duties to its maximum capabilities.<br />

Scatec <strong>Solar</strong> and partners signs 25-year PPA for 400 MW in Egypt<br />

launched by the Egyptian Government in 2015. <strong>The</strong> electricity<br />

produced from the 400 MW is expected to replace about 350,000 tons<br />

of CO2 emissions per year, supporting Egypt’s emission reduction<br />

targets under the Paris Climate Agreement.<br />

“With this programme the Government of Egypt is making important<br />

steps towards accessing clean and low cost electricity to drive<br />

development and economic prosperity. Scatec <strong>Solar</strong> and partners are<br />

making significant investments and long term commitment to Egypt”<br />

said Raymond Carlsen, CEO of Scatec <strong>Solar</strong>.<br />

Scatec <strong>Solar</strong> and partners have signed 25-year Power Purchase<br />

Agreements for delivery of electricity from six solar plants totaling<br />

400 MW (DC) with the Government of Egypt. <strong>The</strong> signing ceremony<br />

took place in Cairo on April 13 in the presence of Egyptian Minister of<br />

Electricity and Renewable Energy Dr. Mohamed Shaker El-Markabi<br />

and the Ambassador of Norway Mr. Sten Arne Rosnes.<br />

All located in Ben Ban area near Aswan in Upper Egypt, the solar<br />

plants are expected to generate about 870 GWh of solar electricity per<br />

year. <strong>The</strong>se projects are part of the 2 GW solar FiT programme<br />

Total investments for the 400 MW of solar plants is estimated to USD<br />

450 million and the plants are expected to generate annual revenues of<br />

about USD 60 million over the 25-year contract period. Scatec <strong>Solar</strong><br />

will build, own and operate all six projects and Scatec <strong>Solar</strong>’s share of<br />

equity investments will be in the range of USD 50-70 million. Scatec<br />

<strong>Solar</strong> is partnering with local developers and with KLP Norfund<br />

Investments for equity investments in the projects and may add<br />

additional partners to an equity consortium before financial close.<br />

European Bank for Reconstruction and Development (EBRD) is<br />

leading a consortium of banks that is expected to support the six<br />

projects with a total debt of up to USD 350 million.<br />

Sub-Sahara Africa: Stakeholders Call for Quick Regulatory Approval<br />

as Key to E&P Sustainability in the Oil and Gas Industry<br />

Oil and Gas Stakeholders in Africa’s<br />

sub Saharan region have called for<br />

quick regulatory approval as solution<br />

to enhancing the Exploration and<br />

Production potentials in the region.<br />

Speaking at the Sub Sahara Africa<br />

Upstream Oil and Gas Summit and<br />

Exhibition, last week, they identified<br />

delay in regulatory approval and<br />

limited infrastructural growth and<br />

development as hindrances to the<br />

prospects in deepwater exploration.<br />

In his presentation, Managing<br />

Director, Shell <strong>Nigeria</strong> Exploration<br />

and Production Company (SNEPCo),<br />

Bayo Ojulari who was represented by<br />

General Manager, Deepwater<br />

Exploration, Engineer Gbenga<br />

Adewuyi, said there is modern day<br />

preference for gas and the available<br />

new grounds are in the offshore.<br />

He said, “<strong>The</strong>re are delays in<br />

regulatory approval from when you<br />

find oil till when you eventually get<br />

approval. You spend an average of 12<br />

years compared to that of Australia<br />

which is 3 to 7 years. <strong>The</strong>re is<br />

limited infrastructural growth and<br />

development where we need to<br />

influence the policy makers on how to<br />

address the issue of logistics,” he said.<br />

According to him, the issue of<br />

insecurity has led to cost escalation<br />

implication, high risk projects and<br />

high capacity exposure. He said, “This<br />

requires a diverse and comprehensive<br />

skill set among the various economic<br />

blocs across sub Saharan Africa. How<br />

much do we allow the flow among the<br />

different trade blocs if we want our<br />

investments to be sustainable?<br />

“We don’t have a standardized fiscal<br />

policy in sub Saharan Africa. We have<br />

ECOWAS, East African Community,<br />

and Southern African Development<br />

Community, (SADC) but there is no<br />

harmony. Our strength lies in<br />

understanding our environment. We<br />

need world wide access to skilled<br />

workforce.<br />

“We contribute less than 10 per cent of<br />

the world’s needs whereas we have the<br />

potentials for 3 times more. From<br />

2005 to 2014, exploration activities<br />

show that we are actively looking for<br />

these resources,” he added.<br />

On his part, Chairman, Petroleum<br />

Institute of East Africa and Managing<br />

Director, GalanaOil, Powell Maimba<br />

said local content has to be looked at<br />

on the basis of competence rather than<br />

to score political gains. He said,<br />

“When people are looking for oil, they<br />

have no idea what will come up out of<br />

it. It is not about the big machines but<br />

how far you can do to explore the<br />

opportunities that the oil and gas<br />

provides. <strong>The</strong> role of the politician is<br />

not to determine economic activity.<br />

“We should not frustrate mega<br />

projects because of local content.<br />

Local content has to be looked at on<br />

the basis of competence. Thus , it has<br />

to be redefined,” he added.

Energy Asia 2018 and look forward to the<br />

interactions with its delegates for the<br />

continued improvement of the global<br />

From his part, Mr. Christopher Hudson,<br />

President of DMG Events Global Energy,<br />

the company responsible for organising<br />

the ‘<strong>Future</strong> Energy Asia’ presented the<br />

plans for the event. He explained that “<strong>The</strong><br />

3-day exhibition and conference is<br />

dedicated to advancing future energy,<br />

energy efficiency and clean technology.<br />

Going by the overwhelming response<br />
