The Summary: The DPS semi-passive<br />

system can be deployed quickly, effectively and<br />

with reasonable cost for set up and operation.<br />

The results can be verified by the engineers,<br />

contractors, regulators or by the general public.<br />

Incorporating field residual testing is<br />

non-burdensome, quick and highly inexpensive<br />

compared to other options. The inclusion of<br />

residual testing provides the tools necessary to<br />

document that the natural flocculants are not going<br />

to cause harm in the environment because they<br />

are removed along with the sediment in the BMP.<br />

Using 100% biodegradeable material ensures no<br />

bioaccumulation.<br />

HaloKlear had the honor of working with the Harris<br />

County Flood Control District in their efforts to<br />

understand the implications and develop the tools<br />

needed to meet the Effluent Limitation Guidelines<br />

(ELGs) from the EPA. Additionally, we aimed to<br />

show that the HaloKlear Dual Product System<br />

(DPS) can reduce turbidity using economically<br />

acceptable deployment models and because of<br />

safety factors included in the design show that the<br />

natural flocculants are not present in the effluent<br />

water. The field test for residual needs to be<br />

quick, reliable and affordable.<br />

Photo 1 shows an overview of the simple BMP<br />

layout which incorporates traditional wattle check<br />

dams and matting for energy dissipation and<br />

prevent scouring. With the added benefit of<br />

enhancing performance with the DPS, the<br />

traditional BMP can now trap inorganic clays and<br />

organic matter that un-enhanced BMP cannot.<br />

Photo 2 shows the natural flocculant manifold<br />

which water is pumped through on its way to the<br />

treatment ditch.<br />

The data speaks for itself: consistent turbidity<br />

reduction, no adverse affects on pH and other<br />

beneficial control.<br />

The Ins and Outs of Centralized<br />

Waste <strong>Treatment</strong> Facilities<br />

Centralized waste treatment facilities (CWT) are water<br />

treatment plants that receive wastewater from offsite<br />

companies. Designed to handle the treatment of<br />

wastewater from a variety of industries, each facility<br />

specializes in specific types of hazardous or nonhazardous<br />

waste streams, storing, treating and then<br />

disposing of the treated wastewater according to<br />

guidelines established by the EPA Clean <strong>Water</strong> Act.<br />

Direct vs.<br />

Indirect Dischargers<br />

Most CWTs are designated as either direct or indirect<br />

dischargers. Direct refers to a facility that discharges<br />

pollutants directly into surface waters, such as a river or<br />

stream, under a permit defining its effluent limitations.<br />

An indirect discharger introduces pollutants into<br />

surface waters, usually via a publically owned treatment<br />

works (POTW). Permits for indirect dischargers define<br />

pretreatment standards.<br />

A third category, zero or alternative dischargers,<br />

applies to CWT facilities that do not discharge directly<br />

or via POTWs. These facilities dispose of their process<br />

wastewater through evaporation, land application, deep<br />

well injection, or offsite transfer to a facility that is not a<br />

POTW.<br />

Categories of Waste<br />

CWT facilities are divided into four main categories,<br />

based on whether they treat:<br />

Metals<br />

Metal wastes, such as metal finishing rinse waters<br />

and sludges, cyanide-containing wastes, spent<br />

electroplating baths and incineration wastewaters<br />

Oils<br />

Oily waste streams, from sources such as oil spills,<br />

off-specification fuels, bilge water, and oil/water<br />

mixtures from parts cleaning operations<br />

Organics<br />

From organic waste sources such as landfill leachate,<br />

still bottoms, organic chemical product operations,<br />

and solvent-bearing wastes<br />

Combination<br />

An “all of the above” category for waste streams<br />

that have some combination of metals, oils and<br />

organic wastes<br />

Much of the wastewater being treated contains very high<br />

pollutant concentrations, and many of these pollutants,<br />

particularly emulsified oil, are extremely difficult to treat.<br />

Frequently, industrial processes subject oil to chemical<br />

and mechanical action causing it to be dispersed into<br />

the water. This emulsified oil does not simply float on<br />

the surface of the water and must be removed using<br />

more intense treatment techniques.<br />

Benefits of using<br />

a CWT facility<br />

Rules for the treatment and discharge of industrial<br />

wastewater can be complex, and determining the<br />

best possible treatment method for a particular<br />

waste stream can be even more daunting. Many<br />

organizations find that sending their wastewater to<br />

a CWT facility makes more sense than dedicating<br />

internal resources to managing this process.<br />

A company may elect to send their wastewater to a<br />

CWT facility if, for example:<br />

• their in-house wastewater treatment process<br />

isn’t meeting environmental regulations;<br />

• a cost-benefit analysis reveals that in-house<br />

processing is not cost effective; or<br />

testing and management of the wastewater within the<br />

CWT.<br />

In the waste management step, sampling and analysis<br />

necessary for proper waste treatment and handling<br />

are conducted. The waste disposal step involves<br />

consolidation, characterization and preparation of<br />

segregated hazardous wastes for shipment and<br />

disposal to an approved third-party hazardous waste<br />

disposal facility.<br />

Finally, liquid discharge sampling is conducted to<br />

ensure that the treated water meets EPA discharge<br />

requirements before being channeled to a POTW or<br />

released to surface water.<br />

How CWT facilities operate<br />

Before outside waste is accepted into a CWT facility,<br />

the facility conducts a pre-acceptance step to<br />

determine type of waste and optimal treatment method<br />

to ensure they can effectively treat it for disposal or<br />

reuse. The type of treatment process utilized doesn’t<br />

matter as long as the discharged water meets<br />

minimum local, state and federal requirements.<br />

During the next step, acceptance, delivered waste<br />

must be identified as conforming to the type of waste<br />

identified in the shipment documentation prior to<br />

processing. Post-acceptance consists of compatibility<br />
