exclusive proprietors, provide information on <strong>Debrecen</strong> International Airport as<br />
bellow:<br />
The <strong>Debrecen</strong> International Airport is located in <strong>Debrecen</strong>, the second<br />
largest city in Hungary. It is situated in the Eastern part of Hungary, 220 km far<br />
from the capital. In terms of road transportation the most important development<br />
is Motorway M3 which connects the city via Budapest to the European network of<br />
motorways. <strong>Debrecen</strong> is also the largest railway junction of the Eastern Hungarian<br />
region. The most remarkable corridor is the electrified, double-track Budapest-<br />
<strong>Debrecen</strong>-Nyíregyháza line, which is just about to be upgraded, and which provides<br />
direct access, on the one hand, toward the Ukraine and Russia, and on the other<br />
hand, puts Budapest within quick and easy reach by way of the frequent InterCity<br />
trains. Express trains running between Záhony and Vienna connect <strong>Debrecen</strong> into<br />
the railway network of Western Europe.<br />
Concerning the population, the number of residents is 205.000 (taking<br />
those 800.000 people into account who live within a 120 km rayed area). 38 % of<br />
the county’s population lives in <strong>Debrecen</strong>.<br />
From the direction of city there is an easy access to Romania and the Slovak<br />
Republic both on public roads and rails, too.<br />
<strong>Debrecen</strong> has been widely known as an educational centre for centuries,<br />
the number of university and college students is about 30.000.<br />
The city is not just the second largest one in Hungary but also a regional<br />
centre incorporating three counties, as it is regulated by the European Union.<br />
<strong>Debrecen</strong> is a decisive element of the Budapest-Szolnok-<strong>Debrecen</strong>-<br />
Nyíregyháza “urbanization axis”. The city is among the targets of the pole project for<br />
developments, (one of the fundamental forms of developmental sources supported<br />
by the European Union). Within the framework of the project, more than 20 % of<br />
the enterprises of the region are already working. (55% of the county’s)<br />
Transport conditions of the environments of the above-mentioned<br />
properties are extremely good since the realties are beside the 2x2-lane road 47<br />
and the distance from the railway branch is not more than 500 meters. By 2012,<br />
Motorway 35 is expected to reach the Hungarian-Romanian border, until then<br />
Highway 47 provides the connection with the clearway network.<br />

OWNERSHIP<br />
The property of AIRPORT DEBRECEN was purchased by the City Council of<br />
<strong>Debrecen</strong> of County Rank from the Hungarian government in 1994.<br />
The compilation on the property of the airport and the land designated the<br />
ensure the deployment of the navigational equipment is included in the appendix<br />
of the information brochure containing documents sent out by the registry of title<br />
deeds and proprietary issues.<br />
Find enclosed the non-detailed scheme of the airport properties based on<br />
title-deeds in the appendix, as well.<br />
Properties of airport are as follows:<br />
1. Properties owned by <strong>Debrecen</strong> of County Rank:<br />
Area designated to ensure the deployment of “C”-marked NDB beacon at Szepes<br />
0474/14 (extraction of the land from cultivation is in progress)<br />
0474/60 (extraction of the land from cultivation is in progress)<br />
Area designated to ensure the deployment of outer “DC”-marked NDB beacon<br />
0426/2 (extraction of the land from cultivation and division is in progress<br />
based on to the enclosed and proposed scheme)<br />
Operational area<br />
0493/30 (division of the land is in progress based on the enclosed and<br />
proposed scheme)<br />

With the division of the 0493/30 and 0493/31 lands there is going to be<br />
a 0493/41 land designated to serve as an air rescue base for the National<br />
Ambulance and Emergency Service (OMSZ).<br />
2. Properties owned by the Hungarian State:<br />
The operational area of the airport is reduced by a 0493/44 17 hectare-sized<br />
property which is owned by the Hungarian State but it is not included in the register<br />
of title-deeds. After the proportioning process it is going to be considered as an<br />
independent property paralleled with the proprietary registration of the Hungarian<br />
State.<br />
The 0470/7, 0470/2, 0474/59, 0473/2 areas are in the possession of the<br />
Hungarian State and are managed by the Ministry of Defense, the deployment of the<br />
approach lights here have been registered with the administration of easement.<br />
3. Properties hired by the AIRPORT-DEBRECEN Ltd:<br />
Property hired from the <strong>Debrecen</strong>i Vízmû Zrt. (<strong>Debrecen</strong> Water Works Inc.)<br />
to deploy the “EN”-marked NDB beacon.<br />
At the register of title-deeds the registration of easement is in progress<br />
based on the enclosed lease contract.<br />
4. Properties hired out for utilization by the AIRPORT-DEBRECEN Ltd:<br />
Property hired by the “NAGYMESTER KERESKEDŐHÁZ” Ltd. based on the<br />
enclosed lease and leasehold contract.<br />

Airport <strong>Debrecen</strong> is a remarkable facility of the Northern Plain Region of<br />
Hungary; being a traffic centre and a means of economi development.<br />
The City Council of <strong>Debrecen</strong> of County Rank as the proprietor of Airport<br />
<strong>Debrecen</strong> and AIRPORT DEBRECEN Ltd. as the operating company set as target<br />
of the complex development conception of 2001 so that the airport could serve<br />
the passengers of Eastern Hungary and the region as adequately as possible and<br />
be a means of regional development as quickly as possible to serve our common<br />
development.<br />
The most important achievements of the years of development work<br />
appeared in 2004. On 21st April, 2004 the Hungarian Government qualified the<br />
<strong>Debrecen</strong> International Airport as the first regional airport of Hungary<br />
an International Airport with permanent customs way<br />
which made <strong>Debrecen</strong> International Airport equal with Budapest Ferihegy<br />
International Airport on an authority level. According to the qualification the<br />
airport operates as an international border crossing point, which means it has a<br />
state financed permanent immigration office, customs, police and national security<br />
service.<br />
The completed investments have ensured the accomplishment of a basic<br />
airport infrastructure which complies with European Union regulations and<br />
international standards and which is suitable for frequent flight operation<br />
and includes:<br />
� modern navigation equipment and lighting system<br />
� guarding and patrolling on the airport territory according to the<br />
international safety standards<br />
� adequate passenger flow due to the reconstruction of the<br />
terminal building<br />
� computer aided passenger and baggage handling system<br />
� high fire rescue category<br />
The airport has advantageous <strong>facilities</strong>, and is suitable for passenger and cargo<br />
transportation.<br />
The main <strong>facilities</strong> and technical data of the airport are the following:<br />
Runways:<br />
Airport <strong>Debrecen</strong> possesses two parallel runways of northeast-southwest<br />
direction which are connected to the apron through taxiways. The distance between<br />
the centre lines of the runways is 160 meters.<br />
Only one of the two runways is in use, the other runway, which was<br />
established in 1950, was closed due to its bad condition.<br />
The runway in use is 2 500 meters long and 40 meters wide, its direction is<br />
NE-SW (05R/23L). On the basis of its size, the runway is usable for almost all types of<br />
aircraft operated in Europe. During the past years there have already been flights to<br />
the airport with aircrafts like Boeing 767 (with 260 passengers on board), Ilyushin-<br />
86 (with 344 passengers on board) and Lockheed Tristar with 300 passengers on<br />
board. Apart from these the airport is frequently used by aircrafts belonging to
the Boeing 737 family and those belonging to the Airbus 319/320/321 family. The<br />
average number of passengers of these aircrafts is 180.<br />
The runway is in good condition, and has a rainwater sewage system.<br />
Taxiways:<br />
The width of the taxiways is 18-20 meters. The taxiway curves have been<br />
widened up to 23 meters in order to make taxiing safer. The total length is 3 200<br />
meters and also usable for almost all types of aircrafts operated in Europe.<br />
Apron:<br />
The ground handling of aircrafts takes place on the apron, that is, the<br />
disembarking and embarking of passengers, the unloading and loading of baggage,<br />
and the special handling procedures of the aircraft (water uplift, lavatory service,<br />
etc.).<br />
The length of the presently used apron is 700 meters, width is 50 meters<br />
(35 000 m2). The apron is suitable for the handling of at least 7 aircrafts with a<br />
passenger number of 180.<br />
The condition of the apron is similarly good as that of the taxiways and the<br />
runway, and possesses a rainwater sewage system as it is on the runway.<br />
The maintenance and the repair of surface faults and concrete joints have<br />
been done continuosuly in the past few years.<br />
Navigation aids:<br />
<strong>Debrecen</strong> Airport has a category 1 instrument landing system which enables<br />
airplanes to land at the airport in bad weather conditions (fog, shower, etc.) This<br />
landing system consists of radio navigation instruments (ILS and DME instruments)<br />
and a lighting system installed at the runway (edge lights, end lights and approach<br />
lights) aided by a PAPI system. Besides, the airport possesses three NDB equipments.<br />
Part of the apron is illuminated by two light towers.<br />
Security:<br />
Along the complete perimeter of the airport there is a fence system, which<br />
complies with the regulations of the international organization of ICAO. In addition<br />
one lane partoling road has been constructed. Since 2004 armed airport security<br />
guards have been responsible for insuring the security of the airport day and night<br />
(H24).<br />
Terminal and servicing facility:<br />
The reconstruction and extension of the terminal building in order to<br />
accomodate the airport staff, the airport authority, and the air traffic controllers<br />
and to provide higher survice level and capacity, has been done in many phases. The<br />
extension of the building with a second floor and a new ATC tover above the second<br />
floor was in 2005. The further enlargement of the building was the most significant<br />
project int 2006. The reconstruction and extension of the terminal building became<br />
inevitable owing to Hungary’s joining the Schengen Treaty. Following the extension,<br />
the already existing 1200 m2 area grew to 3500 m2.<br />
Due to the enlargement of the building, the capacity of the airport<br />
significantly increased, concerning the daily maximum hours of operation as well<br />
as the annual passenger traffic capacity. The airport became able to handle even a<br />
number of 150-200 thousand passengers a year.<br />

FACILITIES �<br />
The possibilities provided through the extension of the building:<br />
� The division of Schengen inside and Schengen outside flights was realized<br />
without any limitation in time<br />
� It became possible to provide handling 2 departing and 2 arriving flights<br />
operated by aircraft of a passenger capacity of 180 at a time<br />
� It became possible to handle transit passengers<br />
� The passenger handling areas (check-in, departure lounge, arrival hall,<br />
passenger security check, passport control, etc.) possess a size and capacity<br />
which correspond to the recommendations and the previously experienced<br />
crowded areas ceased to exist.<br />
Apart from the extension of the building, the handling and security level<br />
also increased significantly, which were ensured by the following purchased<br />
equipment:<br />
� CCTV system installation<br />
� The installation of flight information sound system, flight information display<br />
system and information signs<br />
� The purchase of new baggage X-ray equipment and metal detector gates<br />
(100% baggage examination is provided)<br />
� The purchase of new baggage handling systems (check in, arrival reclaim<br />
carousels)<br />
� The purchase of baggage tag and boarding pass printers and readers<br />
� The purchase of new check-in counters<br />
In 2006 the renovation of a servicing building which was in a sleazy<br />
condition was carried out in order to accomodate the armed security guards, the<br />
fire brigade, the air ambulance, and the airport handling staff.<br />
During the years the reconstruction of the electrical, telecommunicational,<br />
water, and gas network was carried out to the terminal and the servicing building.<br />
Parking:<br />
The first phace of the construction of the car parking area with 200 spaces<br />
was completed in 2004. Due to the growing traffic volume in 2005 and 2006 the<br />
parking spaces were no longer sufficient, therefore in 2006 new parking spaces<br />
were established in addition to the existing parking area on the land gained by<br />
hangar demolition. Following the expansion, the car park offers parking spaces for<br />
380 cars and 16 buses and trucks. Furthermore, a car park with 60 parking places<br />
was established for the vehicles of the airport staff, in order to prevent that airport<br />
staff from occupying the parking places reserved for the passengers and block their<br />
traffic.<br />
Handling equipment:<br />
The handling equipment for the handling needs of the airlines are available<br />
at the airport, and besides we also possess the handling and maintenance equipment<br />
necessary for winter operation. We have the following equipment as owned:<br />

Fire rescue:<br />
AIRPORT DEBRECEN is able to provide a fire rescue category up to ICAO<br />
Cat 9 with own vehicles (Rosenbauer SIMBA’s 8x8, Cheetah, DAF, Rescue vehicle)<br />
also with our own trained staff. The AIP published fire category is Cat 7, which<br />
is provided in full opening hours. Upon prior request the fire category can be<br />
upgraded.<br />
ATC service:<br />
In order to upgrade the previous AFIS service the previous airspace structure<br />
and flying rules have been changed and an air traffic control staff has been trained.<br />
As a result, from June 2007 on ATC service in controlled air space (CTR/CTA) is being<br />
provided at <strong>Debrecen</strong> International Airport. In the starting period ATC is available 2<br />
days a week and on the remaining days AFIS is provided, but upon airline request for<br />
scheduled flight the ATC service can go up to every day during the week. Last year<br />
air traffic working conditions in the tower were improved with the purchase of new<br />
controll desks and air traffic communicaton system.<br />
Fuel service:<br />
Both JET A1 kerosene and AVGAS 100 LL is available at <strong>Debrecen</strong><br />
International Airport. From the second part of 2007 on a new provider – TOTAL<br />
Hungaria - will be present at the airport, which will put a new aviation storage<br />
facility into operation and will be the only fuel supplier.<br />
Meteorological equipment:<br />
One of the main stations of the National Meteorology Service can be found<br />
at the airport. The current weather conditions and forecasts of Eastern Hungary<br />
and Western Romania are evaluated here every 30 minutes. The meteorological<br />
equipment belongs to the National Meteorology Service. This service is responsible<br />
for the preparation of TAFs (Terminal Forecasts).<br />
Thanks to the <strong>facilities</strong> and infrastructure of the airport, it is capable of<br />
receiving and handling almost all types of aircrafts operated in Europe.<br />
Decontamination process:<br />
In 1994, at the time of the purchase, the local government undertook<br />
to carry out the necessary decontaminating activities on the property at its own<br />
expenses. As a result of the accomplished decontamination process based on the<br />
technical intervention plan worked out in May, 2005, ten contaminated areas were<br />
reduced to five. Applying state support, the decontamination process of the five<br />
feculent areas got started in 2006, the end deadline being September 30th, 2008.<br />

TRAFFIC<br />
Due to the investments international charter flight operation from <strong>Debrecen</strong><br />
Airport started again in 2004. During the summer season of 2004 (between June<br />
and September) charter flights were in operation to Antalya in Turkey twice a week.<br />
More than 5000 passengers going on holiday took the advantage of these flights.<br />
From December 2004 on in the winter season charter flight operation was<br />
continued with the starting of the weekly flight operation to Egypt. Considering this,<br />
the airport finished a highly successful year, totalling nearly 2 500 airport operations<br />
and the traffic of 15 000 passengers.<br />
In 2005 the number of traffic at the airport was further increased. New<br />
charter destinations were obtained: Greece (Corfu), Tunisia, Turkey and Egypt.<br />
Passengers travelled by B737, B757, Airbus 320 and MD 82 airplanes.<br />
From May 2005 on scheduled flights started operation between <strong>Debrecen</strong><br />
and Munich, thus creating a direct connection between our town and Western<br />
Europe.<br />
Incoming tourism also appeared at the airport, travel agencies from<br />
Germany organized charter flights from Leipzig and Dresden to the spa baths of the<br />
region. The chart below details the dynamic increase of traffic.<br />
Due to the increasing traffic, the number of passengers using the airport<br />
doubled again in 2005. <strong>Debrecen</strong> International Airport became the airport with the<br />
second largest number of passengers in Hungary with over 33 000 passengers.<br />
In 2006 a further increase in traffic was experienced with the start of new<br />
charter destinations. In 2006, apart from the popular destinations, charter flights to<br />
Crete, Mallorca and Bourgas in Bulgaria were started.<br />
Incoming tourism was also widened, one more travel agency started flights from<br />
Leipzig and Dresden. Travel agencies provided a possibility for outgoing passengers<br />
as well.<br />
In May 2006 scheduled flights were started again from Airport <strong>Debrecen</strong><br />
to Budapest Ferihegy Airport. The flights were operated by the German airline OLT<br />
in cooperation with the national airline, MALÉV, thus creating a direct connection of<br />
our town with 74 cities of 40 countries in the world through a transit and transfer<br />
flight via Budapest. The flights were operated twice daily between <strong>Debrecen</strong> and<br />
Budapest. Unfortunately operation was terminated for undefined period by the<br />
operator airline in October 2006.<br />
In 2006, as a result of a further increase in traffic, the number of passengers<br />
increased by 22%, therefore the number of handled passengers exceeded 40 000<br />
by the end of the year.<br />

With the dynamic increase in traffic in 2007 the number of passengers<br />
served at the airport is expected to increase again as compared to 2006, the<br />
number of passengers might as well exceed 50 000 passengers. Alike to the past<br />
years, summer charter flight operation starts again in 2007 from Airport <strong>Debrecen</strong>.<br />
The year 2006 destinations (Turkey-Antalya, Bulgaria-Bourges, Tunisia-Monastir,<br />
Greece-Corfu and Crete, Spain-Mallorca) remained and were expanded with 3 new<br />
destinations – Greece (Rodos and Zakynthos) and Egypt (Sharm El Sheikh) – in the<br />
summer season between June and September. For the period following September<br />
there have already been negotiations concerning the launch of winter charters and<br />
scheduled flights are also expected to start again.<br />

The AIRPORT-DEBRECEN Ltd. with the help of an independent expert<br />
made a survey on prospective market demands, the basis of which is created by the<br />
potential market and an analysis of surveys on demands. According to an extended<br />
range forecast the following traffic data could be reached: with the dynamic increase<br />
in turnover the number of passengers is expected to increase in 2007, compared<br />
with 2006, passenger traffic could exceed 50.000 people.<br />

demand of the newest branch of the industrial park settled down in the proximate<br />

The location of Southern Industrial Park is similar to the <strong>Debrecen</strong> Industrial<br />
Airport; moreover, the closeness of the airport is of basic importance regarding the<br />
approach of the area.<br />
According to the present regulations, building height is al least 7.0 m to a<br />
maximum 9.5 m, and the allowed building-in level is 40% at the most.<br />
Changing of the valid regulations of settlement is possible within a 6-month long<br />
period. The Southern Industrial Park is provided with legally binding environmental<br />
permission necessary to build industrial, storing constructions and equip them<br />
