As a Mediterranean and South-East European country, Croatia is one of the most
dynamic countries of the ex-Yugoslavia. By opening negotiations with the Republic of
Croatia, the European Union recognized the development of democracy in the country
and Croatia’s constructive contribution in extending this process throughout South-
Eastern Europe. Overall political and economic stability, an effective legal system and
free enterprise in a democratic environment are the essential prerequisites for
economic development, which have opened the door to full membership in the EU for
Croatia.
Currently in the process of entering the European Union in 2013, Croatia and the
new government (since December 2011) arepreparing their future economy to turn
towards the whole European market. The European accession will certainly boost their
sport market and change significantly their annual GDP like in the past ten years, before
the economic crisis. (Average of + 4,2% since 2000).
The Ministry of Science, Education and Sports (MoSES) is not the only state
institution dealing with the sport market, but it is a key of the general evolution about
this market. The main programme related to sport is the “Prevention of violence among
children and the youth” through the sport. What is more, top athletes involve
themselves in many schools to promote the values and benefits of sport activities.
In this research, you will find different activities in relation with the sport in Croatia.
It starts by the practice of sport by the Croatian people, 40% of the population use sport
infrastructures but only 7% are active members. Then, the study shows the different
sportswear, services and equipments available in Croatia. To conclude, we finish with
the gambling market which takes a significant place in the Croatian lifestyle.
1. INTRODUCTION
A. Croatia
Croatia is a southern European country of 4.4 million inhabitants. The major
cities are Zagreb, Split, Rijeka and Osijek. The country has borders with Slovenia and
Hungary to the North, Bosnia-Herzegovina to the Southeast, Serbia and Montenegro to
the East. It was a part of the ex-Yugoslavia until 1991, when the country became
independent and adopted a parliamentary democracy. Croatia has significant natural
endowments and a long business tradition in a wide range of sectors.
Since December 2011, the new government has the goal to enter the European
Union in 2013, one more in their long list of membership of international organisations.
A. Varteks and Čateks: the biggest textile companies in Croatia.
The sports market of the Balkans is still so splintered that very few international
brands have their own operations in the region, but it has apparently reached a stage of
maturity that is now leading them to take control.
Varteks and Čateks are the two largest and oldest textile companies in Croatia,
with a world-renowned quality and tradition and references on the domestic and the
foreign market. Together they employ around 3,000 people and as such they play a
significant role in the economies of the two counties, but also the Croatian economy as a
whole.
Varteksd.d. is the leading Croatian fashion company in garment and wool fabric
production, while Čateksd.d. is the leading Croatian producer of cotton and technical
fabrics, artificial leather, household linen as well as sports and recreation products. Both
companies place their products on the domestic and the foreign market. Varteks
generates about half of its revenues on the foreign market, while Čateks exports about
60 percent of its products.
Linking the primary production of two companies with a vertical business
organization is a lever for creating better and stronger prerequisites for a competitive
market appearance and thus also public procurement procedures, whereby conditions
are created to ensure a comprehensive offer of consumables and garment.
The strategic alliance between Varteks and Čateks represents a proactive
measure aiming to protect indispensable jobs and to strengthen cooperation between
the two largest textile companies in Croatia by using their own resources as
fundamental cornerstones to create prerequisites for a competitive market appearance
and public procurement procedures.
By merging production and human resources through this strategic alliance
which represents an extraordinary contribution not only to the textile industry, but also
to the economy as a whole, Varteks and Čateks wish to create a quality lever for
competitiveness on the domestic and the foreign market”, said DamirVitez, the president
of the Management Board of Čateksd.d.

The former Yugoslav countries are particularly big TV consumers, with viewing
time standing at 5 hours and 16 minutes a day in Serbia 2010, a rise of 23 minutes in
three years. The TV consumption in Macedonia is pretty impressive too, with 4 hours
and 53 minutes in 2010 against 4 hours and 32 minutes in 2008 (+ 21 minutes).
Meanwhile in Croatia and Bosnia viewing time remains quite stable, despite a slightly
decrease in Bosnia.
More surprising (but not that much given the growing success of Turkish series),
1001 Noc (BinbirGece), a Turkish series, is ranked in the top ten programs of 2010 of
two ex-Yugoslav countries: Croatia and Macedonia. Also, in Macedonia, there are two
more Turkish series in the ranking (YaprakDokumu and HaniminCiftligi respectively
ranked 5th and 7th).
A. General overview
Sources: www.gbgc.com
The first Croatian bookmakers appeared in the last decade. They knew
immediately a success. Many businesses wanted a piece of this new market and many
new betting chains opened, usually under foreign ownership. In this new, competitive
market, operators first tried to win business with more favourable odds and then later,
when it became too expensive to continue this pricing policy, with new shop openings.
With high fixed costs, many of those businesses were turning a loss, but stayed in the
business hoping to move into profit on the back of rising betting handle. Because of the
economic crisis, in just 18 months, the Croatian betting industry lost 25% of its
operators.
Today there are nine chains in the market, with only five of them profitable.
Seven operators have experienced a decline in revenues in the last two years. During
international tournaments, demand increase.
This table shows market share of sports betting in Croatia between 2005 and 2010.
45
6. SPORT GAMBLING
One of the examples of the not-so-profitable investment is Favorit. The most
successful operator in the Croatian market is Super Sport, which started off as the thirdplaced
operator in the market and slowly worked its way up. Super Sport is the
uncontested market leader with around 1/3 of the market.
HrvatskaLutrija, the national lottery monopoly, came late to the betting market but
secured an 8% market share mostly thanks to its large retail network.
The three aforementioned operators are the only ones currently offering Internet
betting, which was allowed from the early of 2010. The other operators have decided
not to join in due to the high costs of the licence per year, three times more than the
retail licence. HrvatskaLutrija was late to join the market, starting in September 2010.
The other two operators launched their offering in June, in time for the FIFA World Cup
in South Africa.
First results from the lottery show that in the first three months the lottery had 9,613
players over the Internet. Betting was the most popular product where Internet sales
accounted for 14% of overall sales.
It seems that due to high costs and small volumes licensed Internet play will not be a
saviour for Croatian bookmakers. Fortuna has recently started advertising their Maltese
site, which is cheaper for the Croatian players as it does not charge the 5% betting tax
that Croatian bookmakers charge.
You can bet in Croatia on Internet for a short time. It’s only since 2010 (World Cup) that
companies created their online products.
46
B. Forecast of the gambling market
The Croatian Lottery (HrvatskaLutrijad.o.o.) has extended its partnership agreement
with Intralot and expects it will be the first Croatian operator to launch a platform of
online gambling. Intralot first entered the Croatian market as a supplier of an interactive
gaming system to the state lottery in April 2009. The initial contract was signed for one
year with possible yearly extensions. The instalment of the initial multi-channel gaming
platform allowed the development of new interactive 3D games and the support of
existing lottery games, including Lotto, Keno, Joker, TV Bingo, Super Bingo, and Fixed-
Odds sports betting games. After negotiations the Lottery chose Intralot as its software
provider for sports betting and lottery games. Intralot will develop five new games that
include Horse Racing, Roulette Deluxe, Lucky Dice, Victory at Sea, and Super Goal.
The expansion into the online market proved profitable for the state lottery as
the first four months of internet sales accounted for 9% of total lottery turnover, up
from 7% in the first six weeks. The company estimates this number will reach 30%
within two years. In the first 30 days, the Croatian Lottery had 6,000 registered players
via the Internet.
When the law first became effective no Croatian based operators had an existing
Internet offer, but bookmakers Fortuna and Super Sport launched their online products
just in time for the 2010 World Cup in South Africa. As Croats are known sports fanatics,
it is no surprise sports betting are the most popular segment of Internet Gaming. The
Internet accounted for 19% of total sports betting turnover for the Croatian Lottery in
the first four months of operation. The percentage of revenues coming from online
games is much smaller for lottery games than for sports betting, ranging from 1% to 7%
in the first six weeks.
Although no other Croatian-based bricks and mortar operators have applied for
an online casino licence, global operators such as bwin, Unibet, bet-at-home, Bet365,
have strengthened their presence in the market. Statistically, Unibet and bwin are two
most recognised names in Croatia despite their offshore status.
A Croatian law that became effective on 1st January 2010 liberalised and modernised
the Internet gambling market. The regulation allowed land based operators with more
than 100 employees, and a minimum 50 points of sale locations to apply for an online
various events proposed by the operator, and the circumstance leading to the gain or
depends on the stake per combination and on the individual event coefficient (sports
betting, betting on horse and dog races, betting on events offered by the operator, etc.) »
