Aadhaar Permanent Enrolment Centre (PEC) Digital Seva Kendra, a game changer in governance The Government recently passed ‘The Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits And Services) ACT, 2016’, which provides for, as good governance, efficient, transparent, and targeted delivery of subsidies, benefits and services, the expenditure for which is incurred from the Consolidated Fund of India, to individuals residing in India through assigning of unique identity numbers to such individuals. This means that any person who avails benefit from any Government scheme would now require an Aadhaar card. Close to 20 crore people in the country still need an Aadhaar card. This is a huge opportunity for VLEs as they receive Rs. 35 for each Aadhaar generated. This not only increases business for CSCs but also enables the Government in achieving the targeted delivery of various benefits to citizens in a transparent manner. By using Aadhaar, all duplicate cases are identified and the system becomes transparent and efficient. CSCs function as Permanent Enrolment Centers (PEC) and are therefore unique and different from many other enrolment centers. PECs also enhance the income of VLEs through additional services like biometric, demographic or mobile updates. VLEs earn Rs. 15 per demographic update and Rs. 4 per mobile update. Considering that 70 crore Aadhaars require update of mobile numbers, this service can provide additional income to VLEs. Similarly, all children will require a biometric update when they turn 15 years of age. PECs will be the only centre which can update the biometric data of children under Aadhaar. There is a plan to turn each of the CSCs into Aadhar Enabled Payment (AEPS) Center that shall provide access to citizens to withdraw their entitlements and other amount from any bank. VLEs can avail this opportunity by registering for Apna Dhan. This payment system also requires authentication, which can be done by VLEs. CSCs are likely to be the sole centre for authentication of citizens for entitlements, at place of his residence. By working as PECs, CSCs can help the Government in achieving transparent and efficient governance and enhance the credibility of the service delivery system. 8 CSC e-Governance Services India Limited
Journey of Aadhaar through CSC CSC e-Governance Services India Limited (CSC Special Purpose Vehicle) started its journey as a UIDAI Registrar in January 2013. Starting with two Enrolment Agencies, namely Network for Information & Computer Technology (NICT) and All India Society for Electronics and Computer Technology (AISECT), the number of Enrolment Agencies under CSC SPV has today gone up to 74 countrywide. CSC first started Aadhaar operation in Madhya Pradesh and from there it was no looking back. Today CSC SPV has its presence in all the Aadhaar states across the country. Introduction to Aadhaar: The Unique Identification Authority of India (UIDAI) is mandated to assign a 12-digit Unique Identification (UID) number (known as Aadhaar) to all the residents of India. This number will serve as a proof of identity and address, anywhere in India. Each Aadhaar number is unique to an individual and will remain valid for life. Aadhaar uses IRIS, fingerprint and photographs (face profile) to identify a resident. In due course of time, Aadhaar number will be used for providing citizens access to services like banking, mobile phone connections and other government and non-government services. Aadhaar will be: • Easily verifiable in an online, cost-effective way • Unique and robust enough to eliminate the large number of duplicate and fake identities in government and private databases • A random number generated, devoid of any classification based on caste, creed, religion and geography • No need to provide paper based identification –simplifying the life of citizen DIGITAL SEVA KENDRAS (CSC): DELIVERING AADHAAR SERVICES – A UNIQUE INITIATIVE 9
