welfare schemes, financial service, education and skill development courses, health,<br />
election services, agriculture and digital literacy, apart from a host of B2C services.<br />
Village Level Entrepreneur<br />
The essence of CSC scheme is that it is managed and operated by a local person whose<br />
acceptability is higher within the community she/he serves. The CSC operator – Village<br />
Level Entrepreneur (VLE) – is the key stakeholder. The success of the Scheme depends<br />
largely on his ability, zeal and passion for setting up a sustainable social enterprise within<br />
the existing constrains of rural India.<br />
Through CSCs, the VLEs are enabling last mile implementation of several flagship<br />
Government schemes/programmes. Schemes like Digital Saksharta Abhiyan (DISHA),<br />
where the VLE supports one person in the family to become digitally literate, also<br />
encourages the community to visit the CSC for other services. Similarly, ‘Jan Dhan Yojana’<br />
of the Government which envisages opening of a bank account for every individual, has<br />
enhanced VLE interface with the community.<br />
One of the key services being delivered by CSCs are Aadhaar services. The Aadhaar<br />
enrolment and updation facility provided by the VLE also supports community participation<br />
as every person, including children of 0-5 years of age are getting enrolled under Aadhaar<br />
through CSCs. Similar initiatives of the Government provide the desired impetus and act<br />
as a catalyst in enabling the VLE to mobilize the community and build trust.<br />
About one crore (ten million) transactions take place every month through CSCs across<br />
the country, which confirms active community participation in CSC framework. The CSC<br />
also leads to unique micro-enterprises which provide local employment to almost 4-5<br />
people per CSC across India. The vision for the future is to transform 2.5 lakh VLEs in the<br />
Gram Panchayats to a self-sustaining network of entrepreneurs contributing immensely<br />
to the Digital India programme.<br />
