Aadhaar Enrolment: Registrar(s): Registrars are departments or agencies of the Central government State government/Union territory, public sector undertaking and other agencies and organizations, leveraging their existing infrastructure in order to implement the UID project by interacting with residents. Today, CSC SPV is the single largest national level Registrar for UID. Enrolment Agencies: Enrolment Agencies are entities hired by the Registrars to perform enrolment functions on behalf of the Registrar(s). Seventy-eight (78) Enrolment Agencies are engaged to perform enrolment functions on behalf of the Registrar(s). Aadhaar Enrolment Process Child Enrolment: The population that could not be covered in the initial enrolment camps needs to be given an opportunity to get enrolled for Aadhaar. New born will also require a facility to be enrolled for Aadhaar. Children between the age group of 0-5 years are enrolled for Aadhaar through Android tablet of android version 4.0 and above. The demographic details and photograph of the child is captured on the tablet. The Aadhaar and fingerprint authentication of the child’s parents is captured to process the enrolment. A proof of relationship needs to be produced by the parents to establish the relationship with the child. The acknowledgement of the enrolment is shared on the mobile number provided at the time of child enrolment. As the enrolment is done on online mode, the enrolment data is synced with the UIDAI server in real time, making the enrolment activity faster and time efficient. CSC SPV has deployed the maximum number of child enrolment tablets across the country. Permanent Enrolment Centers (PEC’s): PEC’s are required to facilitate the enrolment of residents organised by the Registrars. These centers will have all the devices and enrolment client required for doing enrolments as well as demographic and biometric updates. These Permanent Enrolment Centers will have to adhere to all the prescribed processes and guidelines issued by UIDAI regarding fresh enrolment as well as update, and will have to carry out their work only through software and hardware prescribed by UIDAI for this purpose. These PECs are also known as ‘Aadhaar Kendra’. Aadhaar Kendra’s can be utilized in more than one ways. Apart from enrolments and updates, these Kendra’s can also be used for other services like finding the status of Aadhaar enrolments, e-Aadhaar letter printing and Lost UID enrolments. CSCs, run and managed by a local entrepreneur, work as PECs and provide all the UIDbased services including enrolment of citizens. More than two-three PECS are present in almost all the blocks of the country, other than the NPR states. Following the recent decision of the Government to allow UID in NPR states, CSCs in all the remaining blocks will also start functioning as PECs and provide Aadhar-related services to the citizens.
