Common Services Centers (CSCs)<br />

Revolutionizing Rural<br />

Entrepreneurship<br />

Common Services Centers (CSCs) are an integral part of the<br />

Government’s flagship ‘Digital India’ programme. On July 1,<br />

2015, at the launch of Digital India Week, the vision of this<br />

ambitious programme was announced by Hon’ Prime Minister.<br />

For achievement of social objectives such as digital and financial<br />

inclusion, it is envisioned to connect villages in India through broadband<br />

and high speed Internet for delivery of electronic services at the doorstep<br />

of citizens. The program inter-alia provides for enabling access points -<br />

Common Services Centers (CSCs)- across the country.<br />

With the objective of ‘enabling access points for delivery of services to citizen<br />

close to place of their residence’, the Government has decided to set up<br />

atleast one CSC in every Panchayat through CSC 2.0 scheme. The vision of<br />

CSC 2.0 is ‘One Panchayat, One CSC’. It envisages establishment of 2.5 lakh<br />

CSCs covering all Gram Panchayats in the country to provide e-services to<br />

citizens. This will also include integrating the existing 1.5 lakh CSCs and making<br />

operational an additional one lakh CSCs at Gram Panchayats (preferably GP<br />

premises). CSC 2.0 aims to further improve the availability and accessibility of<br />

services to the rural population.<br />

CSCs are one of the largest networks of ICT-enabled access points in the<br />

world, engaged in the delivery of number of Government to Citizen (G2C)<br />

and Business to Citizen (B2C) services, especially catering to rural India. Most of the<br />

Government and private sector agencies are now utilizing CSCs across the country to<br />

extend their last mile reach and deliver services. With geographical equity, CSCs can be of<br />

great importance to organizations engaged in or envisaging service delivery to citizens in<br />

every nook and corner of the country.<br />

The CSC scheme is built on a concept of symbiotic relationship among various stakeholders<br />

and is unique in creating a silent revolution in ICT-based rural entrepreneurship. CSCs offer<br />

the citizens assisted access to e-services with a focus on enhancing governance, delivering<br />

essential government and other public utility services including Aadhaar service, social<br />

welfare schemes, financial service, education and skill development courses, health,<br />

election services, agriculture and digital literacy, apart from a host of B2C services.<br />

Village Level Entrepreneur<br />

The essence of CSC scheme is that it is managed and operated by a local person whose<br />

acceptability is higher within the community she/he serves. The CSC operator – Village<br />

Level Entrepreneur (VLE) – is the key stakeholder. The success of the Scheme depends<br />

largely on his ability, zeal and passion for setting up a sustainable social enterprise within<br />

the existing constrains of rural India.<br />

Through CSCs, the VLEs are enabling last mile implementation of several flagship<br />

Government schemes/programmes. Schemes like Digital Saksharta Abhiyan (DISHA),<br />

where the VLE supports one person in the family to become digitally literate, also<br />

encourages the community to visit the CSC for other services. Similarly, ‘Jan Dhan Yojana’<br />

of the Government which envisages opening of a bank account for every individual, has<br />

enhanced VLE interface with the community.<br />

One of the key services being delivered by CSCs are Aadhaar services. The Aadhaar<br />

enrolment and updation facility provided by the VLE also supports community participation<br />

as every person, including children of 0-5 years of age are getting enrolled under Aadhaar<br />

through CSCs. Similar initiatives of the Government provide the desired impetus and act<br />

as a catalyst in enabling the VLE to mobilize the community and build trust.<br />

About one crore (ten million) transactions take place every month through CSCs across<br />

the country, which confirms active community participation in CSC framework. The CSC<br />

also leads to unique micro-enterprises which provide local employment to almost 4-5<br />

people per CSC across India. The vision for the future is to transform 2.5 lakh VLEs in the<br />

Gram Panchayats to a self-sustaining network of entrepreneurs contributing immensely<br />

to the Digital India programme.<br />

Aadhaar Permanent Enrolment Centre (PEC)<br />

changer in governance<br />

The Government recently passed<br />

‘The Aadhaar (Targeted Delivery of<br />

Financial and Other Subsidies, Benefits<br />

And Services) ACT, 2016’, which<br />

provides for, as good governance,<br />

efficient, transparent, and targeted delivery of<br />

subsidies, benefits and services, the expenditure<br />

for which is incurred from the Consolidated Fund<br />

of India, to individuals residing in India through<br />

assigning of unique identity numbers to such<br />

individuals. This means that any person who<br />

avails benefit from any Government scheme<br />

would now require an Aadhaar card. Close to 20<br />

crore people in the country still need an Aadhaar<br />

card. This is a huge opportunity for VLEs as they<br />

receive Rs. 35 for each Aadhaar generated. This<br />

not only increases business for CSCs but also<br />

enables the Government in achieving the targeted delivery of various benefits to citizens in a transparent manner. By<br />

using Aadhaar, all duplicate cases are identified and the system becomes transparent and efficient.<br />

CSCs function as Permanent Enrolment Centers (PEC) and are therefore unique and different from many other<br />

enrolment centers. PECs also enhance the income of VLEs through additional services like biometric, demographic<br />

or mobile updates. VLEs earn Rs. 15 per demographic update and Rs. 4 per mobile update. Considering that 70 crore<br />

Aadhaars require update of mobile numbers, this service can provide additional income to VLEs. Similarly, all children<br />

will require a biometric update when they turn 15 years of age. PECs will be the only centre which can update the<br />

biometric data of children under Aadhaar.<br />

There is a plan to turn each of the CSCs into Aadhar Enabled Payment (AEPS) Center that shall provide access<br />

to citizens to withdraw their entitlements and other amount from any bank. VLEs can avail this opportunity<br />

by registering for Apna Dhan. This payment system also requires authentication, which can be done by VLEs.<br />

CSCs are likely to be the sole centre for authentication of citizens for entitlements, at place of his residence. By<br />

working as PECs, CSCs can help the Government in achieving transparent and efficient governance and enhance<br />

the credibility of the service delivery system.<br />

Journey of Aadhaar<br />

through CSC<br />

CSC e-Governance Services India Limited (CSC Special Purpose Vehicle) started<br />

its journey as a UIDAI Registrar in January 2013. Starting with two Enrolment<br />

Agencies, namely Network for Information & Computer Technology (NICT) and<br />

All India Society for Electronics and Computer Technology (AISECT), the number<br />

of Enrolment Agencies under CSC SPV has today gone up to 74 countrywide. CSC<br />

first started Aadhaar operation in Madhya Pradesh and from there it was no looking back.<br />

Today CSC SPV has its presence in all the Aadhaar states across the country.<br />

Introduction to Aadhaar:<br />

The Unique Identification Authority<br />

of India (UIDAI) is mandated to assign<br />

a 12-digit Unique Identification (UID)<br />

number (known as Aadhaar) to all the<br />

residents of India. This number will<br />

serve as a proof of identity and address,<br />

anywhere in India. Each Aadhaar<br />

number is unique to an individual and<br />

will remain valid for life. Aadhaar uses<br />

IRIS, fingerprint and photographs (face<br />

profile) to identify a resident. In due<br />

course of time, Aadhaar number will<br />

be used for providing citizens access<br />

to services like banking, mobile phone<br />

connections and other government and non-government services. Aadhaar will be:<br />

• Easily verifiable in an online, cost-effective way<br />

• Unique and robust enough to eliminate the large number of duplicate and fake<br />

identities in government and private databases<br />

• A random number generated, devoid of any classification based on caste, creed,<br />

religion and geography<br />

• No need to provide paper based identification –simplifying the life of citizen<br />

Aadhaar Enrolment:<br />

Registrar(s): Registrars are departments or agencies of the Central<br />

government State government/Union territory, public sector undertaking<br />

and other agencies and organizations, leveraging their existing infrastructure<br />

in order to implement the UID project by interacting with residents. Today,<br />

CSC SPV is the single largest national level Registrar for UID.<br />

Enrolment Agencies: Enrolment Agencies are entities hired by the<br />

Registrars to perform enrolment functions on behalf of the Registrar(s).<br />

Seventy-eight (78) Enrolment Agencies are engaged to perform enrolment functions on<br />

behalf of the Registrar(s).<br />

Process<br />

Child Enrolment: The population that could not be covered in the initial enrolment camps<br />

needs to be given an opportunity to get enrolled for Aadhaar. New born will also require a<br />

facility to be enrolled for Aadhaar. Children between the age group of 0-5 years are enrolled for<br />

Aadhaar through Android tablet of android version 4.0 and above. The demographic details and<br />

photograph of the child is captured on the tablet. The Aadhaar and fingerprint authentication<br />

of the child’s parents is captured to process the enrolment. A proof of relationship needs to be<br />

produced by the parents to establish the relationship with the child. The acknowledgement<br />

of the enrolment is shared on the mobile number provided at the time of child enrolment. As<br />

the enrolment is done on online mode, the enrolment data is synced with the UIDAI server in<br />

real time, making the enrolment activity faster and time efficient. CSC SPV has deployed the<br />

maximum number of child enrolment tablets across the country.<br />

Permanent Enrolment Centers (PEC’s): PEC’s are<br />

required to facilitate the enrolment of residents<br />

organised by the Registrars. These centers will<br />

have all the devices and enrolment client required<br />

for doing enrolments as well as demographic and<br />

biometric updates. These Permanent Enrolment<br />

Centers will have to adhere to all the prescribed<br />

processes and guidelines issued by UIDAI regarding<br />

fresh enrolment as well as update, and will have<br />

to carry out their work only through software and<br />

hardware prescribed by UIDAI for this purpose.<br />

These PECs are also known as ‘Aadhaar Kendra’.<br />

Aadhaar Kendra’s can be utilized in more than one<br />

ways. Apart from enrolments and updates, these<br />

Kendra’s can also be used for other services like finding the status of Aadhaar enrolments,<br />

e-Aadhaar letter printing and Lost UID enrolments.<br />

CSC SPV is the only Registrar which has set up PECs in all the States across the country.<br />

CSCs, run and managed by a local entrepreneur, work as PECs and provide all the UIDbased<br />

services including enrolment of citizens. More than two-three PECS are present<br />

in almost all the blocks of the country, other than the NPR states. Following the recent<br />

decision of the Government to allow UID in NPR states, CSCs in all the remaining<br />

blocks will also start functioning as PECs and provide Aadhar-related services to the<br />

citizens.<br />

Aadhaar-based Services<br />

UCL (UPDATE CLIENT LITE):<br />

Update Client Lite (UCL) - Phase 1 application helps citizens, who are already enrolled<br />

under Aadhaar, update either demographic or biometric information like:<br />

• Email Id<br />

• Mobile number<br />

• Information Sharing Consent<br />

It is equally important for the citizen to update the central repository to avail the Aadhaar<br />

benefits. Update process is required to enable the citizen to request for updates in the system.<br />

The UCL allows updates only on demographic details. For biometric details update, the<br />

resident should visit an enrolment centre where the Standard Update Client and necessary<br />

infrastructure is available.<br />

The biometric data of user is expected to identify a user uniquely and is not changed<br />

naturally for a long period of time, whereas the demographic details can change multiple<br />

times without any hard conditions. It is, therefore, expected that residents will have<br />

to update their demographic data in the central repository much frequently than the<br />

biometric data. There is a need for large-scale deployment of update centers to cater to<br />

the needs of demographic updates. These updates are not as sensitive as the biometric<br />

updates from security and identity perspective and hence certainly have different need<br />

from authentication measures perspective. Even within demographic details, email<br />

address, mobile number and PIN are the fields that do not need any verification or proof<br />

apart from resident authentication and hence can be updated instantly in an online mode.<br />

UPDATE PROCESS USING UCL:<br />

1. It allows the resident to update the demographic details after the resident has been<br />

allotted an Aadhaar number.<br />

2. Accepts the details as requested by the resident, authenticates the details with resident’s<br />

single fingerprint biometric and sends it to the server to be updated in the central repository.<br />

3. It updates the details and generates a print receipt bearing the changes which have<br />

been requested by the resident.<br />

ADVANCED SEARCH OPTION:<br />

The Advanced Search Option is a tool incorporated in the Aadhaar Enrolment Client<br />

through which a resident can get his/her copy of E-Aadhaar generated. This helps the<br />

residents who have yet not received the copy of their Aadhaar or have lost it somehow.<br />

This tool basically serves the below four resident needs:<br />

1. If EID/ENO/UID or any one these are known: Here a resident by his/her EID/ENO<br />

can get the E-Aadhaar generated. If the resident has lost his Aadhaar copy, but still<br />

remembers his/her Aadhaar number, then the resident can get the copy of his/<br />

her E-Aadhaar. The resident also needs to give his/her biometric (only fingerprint)<br />

authentication.<br />

2. If EID/ENO/UID is not known: Here a resident by giving his/her Demographic Details, as<br />

given during the time of enrolment, could get the E-Aadhaar generated. The resident<br />

also needs to give his/her biometric (only fingerprint) authentication.<br />

3. A resident can also generate his/her E-Aadhaar on behalf of some other resident<br />

(Relative etc.). Here, the relative or the person coming on behalf needs to give his own<br />

UID and biometric (only fingerprint) and the UID of the resident on whose behalf he/<br />

she has come.<br />

4. Multiple Enrolments by Resident- If a resident has enrolled multiple times then<br />

multiple EIDs will exist. However, E-Aadhaar will be generated corresponding to only<br />

one of the EIDs as rest will be marked as duplicate. Resident can provide any of the<br />

EIDs corresponding to multiple enrolments and if Aadhaar is generated for any of the<br />

EIDs, then also system will download the E-Aadhaar.<br />

DEMOGRAPHIC UPDATES:<br />

1. Various life events such as marriage may lead to change in the demographic details of<br />

residents, such as name and address. Address and mobile number could also change<br />

due to migration to newer locations. Residents may also want changes in their relative’s<br />

details due to marriage, death, etc. In addition, residents could have other personal<br />

reasons to change their mobile number, email address, etc.<br />

2. Changes in various service delivery platforms may lead residents to request changes to<br />

“information sharing consent”, and to add mobile number to CIDR, etc.<br />

3. Any errors made during the enrolment process wherein the resident’s demographic<br />

data may have been captured incorrectly.<br />

BIOMETRIC UPDATES:<br />

a) Age


c) Age >15 years at the time of enrolment – Residents are recommended to update their<br />

biometric data every 10 years.<br />

d) Events like accidents or diseases leading to biometric exception<br />

e) As the Aadhaar authentication service becomes ubiquitous, residents may also<br />

approach for biometric updates because of authentication failures which may result<br />

from incorrect biometric capture or poor biometric quality captured at the time of<br />

enrolment. With improvements in technology, it may be possible to capture better<br />

quality biometrics in the CIDR.<br />

<strong>AADHAAR</strong> UPDATE (DEMOGRAPHIC/BIOMETRIC & MOBILE<br />

NO): STATUS<br />

The UIDAI update policy offers facility to the resident to update/correct following fields in<br />

Aadhaar database via online through Enrolment Client and physical post:<br />

1. Name<br />

2. Address<br />

3. Date of Birth<br />

4. Gender<br />

5. Mobile Number<br />

• Any residents can visit any PEC<br />

and apply for demographic and<br />

biometric data. So far, approx.<br />

MOBILE UPDATE:<br />

In July 2015, CSC SPV launched an Update facility for the citizens to update Mobile<br />

numbers in the UIDAI database. Till May 2016, 169,400 mobile numbers have been<br />

updated through this facility. In the month of May 2016, 3,487 CSCs have provided Mobile<br />

Update service.<br />

<strong>AADHAAR</strong> ENABLED <strong>SERVICES</strong>:<br />

UIDAI has provided guidelines to various ministries and departments, banks and other<br />

organizations to define mechanisms and processes for interlinking UID with their<br />

databases on a continuous basis and defining usage and applicability of UID for delivery<br />

of various services. Under the initiative, various Aadhaar-based services are provided<br />

through CSC by leveraging Aadhaar for better governance, accountability and delivery of<br />

services. Other services delivered through PECs are as follows:<br />

• Seeding of Aadhaar with Bank customer databases and also with various departmental<br />

databases<br />

• E-Aadhaar Print; Plastic Aadhaar Card Printing<br />

• BFD (Best Finger Detection)<br />

• E-KYC & Authentication Service<br />

• BC Services : Bank Account Opening , On Us/Off us AEPS (Micro ATM)<br />

<strong>AADHAAR</strong> CARD PRINTING (PLASTIC <strong>AADHAAR</strong><br />

CARD):<br />

As per UIDAI notification, all CSCs have been extended with a facility to<br />

print Plastic Aadhaar Cards leveraging e-KYC. Accordingly, 3,765 CSCs<br />

have delivered PVC Aadhaar Card service across 27 States & UTs in<br />

May 2016. During the period from April 2015 to May 2016, 34,04,910<br />

PVC Aadhaar Cards have been printed through the CSC network.<br />

G2C ONLINE PVC <strong>AADHAAR</strong> CARD<br />

(CASH ON DELIVERY):<br />

Citizens can now order Aadhaar PVC Card online<br />

and get it delivered at their doorstep. The Aadhaar<br />

card will be printed on a PVC card after validating<br />

the resident’s identity via OTP and retrieving her/his<br />

e-KYC from UIDAI.<br />

<strong>AADHAAR</strong> SEEDING:<br />

Aadhaar seeding is a process by which the Aadhaar number of residents are included in<br />

the database of service providers for enabling Aadhaar-based authentication during service<br />

delivery, i,e. linking of Aadhaar number to beneficiary ID. The objective is not to replace the<br />

currently used unique identifier of the customers/ residents/ beneficiaries with Aadhaar.<br />

The UIDAI allows ASAs to perform demographic authentication on all consented users. The<br />

Demographic Authentication Service does not send information<br />

about the user. It only validates the given information and responds<br />

with whether the information matches with its database or not.<br />

Biometric Aadhaar Seeding Framework:<br />

There is a need to match the database of UIDAI with other database<br />

like NHM/PDS etc for each beneficiary before it gets finally seeded<br />

within the departmental database. The verification is carried out by<br />

leveraging e-KYC phenomenon within the CSC network as follows:<br />

<strong>AADHAAR</strong> SEEDING SERVICE FOR BANKS:<br />

CSC e-Governance Services has launched one more service to help the citizens to seed<br />

their Aadhaar number in their respective Bank Accounts using e-KYC platform. So far, 10<br />

banks namely CBI/PNB/Union Bank/ICICI etc are using this service.<br />

<strong>AADHAAR</strong> AUTHENTICATION & E-KYC <strong>SERVICES</strong>:<br />

The UIDAI has been created with the mandate of providing a unique identity (Aadhaar)<br />

number to all residents of India and also defining usages and applicability of Aadhaar for<br />

delivery of various services. As a first of its kind service, the electronic Know Your Customer<br />

(e-KYC) service of the Unique Identification Authority of India (UIDAI) is transforming<br />

the entire KYC process by making it paperless, instantaneous, secure, economical and<br />

non-repudiable. These services help enhance citizen convenience and greatly increase<br />

business efficiency across sectors that require proof of identity and address.<br />

a. AUA/ASA (Authentication User/Service Agency):<br />

Process by which the Aadhaar number, along with other attributes, such as<br />

demographics/biometrics/OTP is submitted to UIDAI's CIDR for verification.<br />

b. KUA/KSA (e-KYC User/Service Agency):<br />

E-KYC is a service offered by UIDAI through which the KYC procedure is carried out<br />

electronically. Resident authorizes/Consented UIDAI to provide service providers<br />

his/her demographic data Demographic information of the resident includes name,<br />

address, date of birth, gender, phone, email ID and photograph.<br />

Authentication/e-KYC Ecosystem<br />

CSC SPV has signed an e-KYC/Authentication agreement with various Central/State<br />

government-level departments, banks and other private companies. In this regard, almost<br />

nine (9) crore transactions have been recorded till May 30, 2016. Major transactions have<br />

been recorded with e-KYC mode. Almost 14 state governments have come on-board for<br />

these facilities, namely Himachal Pradesh, Punjab, Haryana, Jharkhand, Chhattisgarh,<br />

Odisha, Andhra Pradesh, Telangana, Maharashtra and Daman & Diu. Apart from the state<br />

governments, so far 28 institutions have tied up with CSC SPV to enable authentication<br />

and E-KYC services for citizens.<br />

Disbursing Entitlements Leveraging Aadhaar as e-PDS:<br />

Aadhaar Enabled Solution Implemented: The primary challenge faced within the current<br />

set of PDS operations is the misreporting of sales. To make operations at the Fair Price<br />

Shops more transparent and more difficult to misreport, it is<br />

recommended that a PoS device be utilized for FPS transactions<br />

with Internet- enabled biometric authentication (Aadhaar-based).<br />

Aadhaar Authentication Components: It describes components of<br />

the Aadhaar Authentication system and the flow of authentication<br />

request and response. The high level components are:<br />

1. Authentication at the front end: Authentication front end largely<br />

consists of the service provider at the point of service, such as<br />

a fair price shop using an Aadhaar compliant authentication<br />

device to authenticate ration card holders who come to<br />

purchase subsidized grains. A biometric authentication device<br />

is deployed at the point-of-service.<br />

Opening up of Bank Account by Punjab National<br />

Bank using e-KYC via CSCs (Working as Business<br />

Correspondent):<br />

E-KYC service of UIDAI may be accepted as a valid process for KYC verification. The<br />

information containing demographic details and photographs are made available from<br />

UIDAI as a result of e-KYC process. While using e-KYC service of UIDAI, the individual user<br />

has to authorize the UIDAI, by explicit consent, to release her or his identity/address<br />

through biometric authentication either to the bank branches/business correspondents<br />

(BCs). The UIDAI then transfers the data of the individual, comprising name, age, gender,<br />

and photograph of the individual, electronically to the bank/BCs, which may be accepted<br />

as valid process for KYC verification.<br />

Issuance of Insurance Policies Using e-KYC:<br />

It is for the first time that paperless e-KYC based<br />

life insurance policies are being sold through CSCs<br />

in India. Identification of the customer is done<br />

through biometric authentication and personal<br />

details accessed from the UIDAI. The policy is<br />

delivered instantly to the customer. It takes less<br />

than three minutes to deliver the insurance policy<br />

to the customer. CSC offers a unique platform to<br />

all insurance companies to extend life and nonlife<br />

insurance products and services to citizens,<br />

especially those living in rural India. This would<br />

support the Government in its endeavour for achieving comprehensive financial inclusion.<br />

E-KYC integration will be completed during this year with all the insurance companies.<br />

Registration of Students Using e-KYC & Authentication at the time of Exam<br />

under NDLM (National Digital Literacy Mission):<br />

At the time of registration under NDLM programme, students need to do the registration<br />

using e-KYC & complete the full coursework. Similarly, after the completion of the<br />

same, the same student needs to authenticate using ASA/KSA system to identify his/her<br />

credentials.<br />

Aadhaar Services through<br />

CSC – A Differentiator<br />

• A major contribution to the success story of CSC SPV has<br />

been of our women VLEs who have been a continuous source<br />

of inspiration. Kiran Kumari from Giridih district Jharkhand<br />

completed 22,000 successful Aadhaar enrolments and has<br />

been a role model for others in her district.<br />

• CSC SPV has also been an active partner in terms of social<br />

responsibility. On direction of Social Welfare Department<br />

of Government of Bihar, Aadhaar camps were organised in<br />

various districts of Bihar to cover up all the pending pensioner<br />

enrolments.<br />

• Child Enrolment is now the primary focus for all Aadhaar<br />

ecosystem partners<br />

• Apart from the new born, elderly citizens, the torch<br />

bearers of our society have also been covered under<br />

the Aadhaar drive. A 105-year-old woman was enrolled<br />

for Aadhaar in Jhabreda village of Haridwar district in<br />

Uttarakhand. Smt. Gyano Devi, the elderly woman, has<br />

also been a witness to the Jallianwala Bagh incident in<br />

pre-Independence era.<br />

• Religious festivals are an integral part of Indian culture and a platform where millions<br />

of people come together. CSC SPV organized an Aadhaar enrolment camp at Singhasth<br />

Kumbh Mela in Ujjain district of Madhya Pradesh few months back.<br />

Way Forward<br />

CSC today stands as the number one registrar of Aadhar services in the country. We have<br />

to work hard and aim to bring the last citizen into the fold of Aadhaar and its associated<br />

benefits. Going forward, one of the activities which all the government agencies /<br />

departments need to do is seeding of Aadhaar numbers in their citizen database. Even<br />

the Census may need to consider Aadhaar for all citizens. This offers huge opportunity to<br />

the CSCs. Recently CSC has launched seeding of Aadhaar with bank accounts; a proposal<br />

in this regard has been submitted to all national and private banks and approval received<br />

from some banks. CSCs have a great opportunity to seed Aadhaar in bank accounts of<br />

citizens. CSCs are also likely to receive a mandate from Rural Development Ministry and<br />

Department of Food and Civil Supplies for seeding of Aadhaar in MGNREGA and ration<br />

card database. The effort shall be to provide Aadhaar-based services to citizens in close<br />

proximity to his place of residence through the Common Services Centers and support<br />

the Government in simplifying the life of every citizen.<br />

All CSCs across the country can start PEC and only need the Aadhaar kit (Biometric and Iris<br />

scanner) and a certified operator. All those who want to start Aadhaar PEC can register at<br />

By working as PECs, CSCs can help the Government in achieving transparent and efficient<br />

governance and further enhance the credibility of the service delivery system. VLEs will<br />

then truly be called Desh Ko Badalney Wale!<br />
