Custer’s rival in that battle, Sitting Bull, rode from here as well — North Dakota was the home of the Hunkpapa Lakota Sioux chief. Theodore Roosevelt Rough Rider Awards The award recognizes present or former North Dakotans who have achieved national recognition in their fields of endeavor. Recipients of the award are chosen by the Governor, with concurrence of the Secretary of State and Director of State Historical Society. As of May 2008, 36 North Dakotans have received the award. Their portraits are on display in the lower level of the capitol building.
