NOTICE INVITING TENDER
Sealed tenders on item rate basis are invited from wooden flooring
firms/contractors having sound Technical and Financial capacity for “Providing
Air Cushion wooden sports flooring system at SyndicateBank, Recreation Club ,
Head office, Manipal. Tender documents may be obtained from GAD:PMD/
Estate Departments at free of cost.
Earnest money : ` 5200/- by crossed demand draft
payable at Manipal drawn in favour of Syndicate
Bank.
Time of Completion : 20 days.
Time and Date of submission
Of tender : Before 4.00 PM on 21.02.2011 as per
instructions in tender documents.
Time and Date of opening of
Tender : At 4.30 PM on 21.02.2011
The Bank will not be bound to accept the lowest tender and reserves the right to
accept or reject any or all the tenders without assigning any reason whatsoever.

Sub: Providing Air Cushion wooden sports flooring system at SyndicateBank,
Recreation Club , Head office, Manipal.

With reference to the tender invited by you, I/We hereby offer to execute the
works under the contract at the rates mentioned in the schedule of Quantities. I /
We have inspected the site, read the Instructions, specifications with all the
stipulations to which I / Wish agree to comply. I / We have deposited as earnest
money the sums mentioned in your conditions and on receipt of your intimation of
acceptance of the tender I / We do hereby undertake to deposit further sums as
mentioned in the conditions, the two together forming the Security Deposit. The
Security Deposit will not bear interest.
Should the tender be accepted, I / We hereby undertake to execute and sign the
necessary agreement for the execution and completion of the said works, at such
time as will be named by you and to furnish the security, mentioned in the
conditions, with in fifteen days from the date of acceptance of the tender. I / We
agree to pay all the charges for the preparation of the agreement and fees for
stamping the same. If I / We fail to furnish the security and / or execute and sign
the agreement the amount of earnest money deposited shall be forfeited.

GENERAL RULES AND INSTRUCTIONS FOR THE GUIDANCE OF
TENDERERS
1. Tenders are hereby invited on behalf of Syndicate Bank for Providing Air
Cushion wooden sports flooring system at SyndicateBank Recreation Club
,Head Office , Manipal. Contract documents consisting of the drawings,
complete specifications, the schedule of quantities of work to be done, and
the set of conditions of contract to be complied with by the contractors
/firms whose tenders may be accepted, and which will also be found in the
form of tenders, can be obtained from Estate Department between the
hours of 10.00 AM and 5.00 PM every day, except on Saturdays, Sundays
and holidays.
2. Tenders, which should always be placed in sealed cover, with the name of
the project written on the envelopes will be received by General Manager,
Estate Department, up to 4.00 PM on 21.02.2011 and will be opened by
Tender Opening Committee on the same day at 4.30 PM or on a
subsequent date with prior intimation.
3. Tenders are to be in prescribed form, which can be obtained from the
office of Asst. General Manager, Estate Department free of cost at HO:
Manipal .
4. The time allowed for carrying out the work will be 20 days from the third
day after the date of written orders to commence the work
5. The contractors should quote in figures as well as in words the rate, and
amount tendered by them. The amount for each item should be worked
out and the requisite totals given.
6. Issue of tender form will be stopped two days before the date fixed for the
opening of tenders.
7. Earnest money, amounting to Rs.5200/- in the form of Bank Draft drawn in
favour of Syndicate Bank payable at Manipal must accompany the
tender and is to be in a sealed cover super scribed “ Tender for Providing
Air Cushion wooden sports flooring system at SyndicateBank Recreation
Club ,Head Office , Manipal. and addressed to the General Manager,
Estate department .

8. The contractor whose tender is accepted will be required to furnish by way
of security deposit for the due fulfillment of his contract, such sum will
amount to:
a) 10.00 % on the first Rs.1, 00,000/- of the cost of work.
b) 7.5 % on the next Rs.1, 00,000/- of the cost of work.
c) 5.0 % on the next amount.
The security deposit shall be collected as detailed below:
a) Initial Security Deposit amounting to 2% of contract value including
EMD immediately on accepting the work order.
b) Retention money shall be deducted from progressive running bills @
8% of the gross value of each running bill until the Total Security
Deposit, i.e. the initial security deposit including EMD plus retention
money equals:
a) 10.00 % on the first Rs.1, 00,000/- of the cost of work.
b) 7.5 % on the next Rs.1, 00,000/- of the cost of work.
c) 5.0 % on the next amount.
9. The acceptance of a tender will rest with the Syndicate Bank which does
not bind itself to accept the lowest tender, and reserves to itself the
authority to reject any or all of the tenders received without the assignment
of a reason. All tenders in which any of the prescribed conditions are not
fulfilled or are incomplete in any respect are liable to be rejected.
The Bank reserves the right to accept the tender in full or in part and the
tenderer shall have no claim for revision of rates or other conditions if his
tender is accepted in parts.
10. Canvassing in connection with tenders is strictly prohibited and the
tenders submitted by the contractors who resort to canvassing will be
liable to rejection.
11. All rates shall be quoted on the proper form of the tender alone.
12. On acceptance of the tender, the name of the accredited
representative(s) of the contractor who would be responsible for taking
instructions from the Employer shall be communicated to the Employer.
13. All the taxes including Sales Tax or any other tax on material or on
finished like work’s contract tax, Turn-over Tax, Service Tax etc. in respect
of this contract shall be payable by the contractor and the Bank will not
entertain any claim whatsoever in this respect.
14. Tender for works shall remain open for acceptance for a period of 90
days from the date of opening of tenders. If any tenderer withdraws his

tender before the said period, then the Bank shall be at liberty to forfeit
Earnest Money paid along with the tender.
15. It will be obligatory on the part of the tenderer to tender and sign and
tender documents for all the component parts and that, after the work is
awarded, he will have to enter into an agreement for each component with
the competent Authority of the Bank.
16. The tenderer, apart from being a competent contractor must associate
himself with agencies of the appropriate class who are eligible to tender
for other contractors etc.
SPECIAL CONDITIONS:

1. The tenderer shall inspect the site, study the conditions before quoting
their prices.
2. The tender is for all the proposed works, but Bank’s competent Authority
at it’s discretion may split the work and get the work executed through two
or three agencies/ contractors. The contractors must not object for splitting
the work and shall execute the work at the rates quoted even though the
quantities of items is reduced by splitting the work or for deleting certain
items. No upward revision of rates is entertained for that reason.
3. The quantities in the schedule of quantities are only estimated and are
liable to alterations by omission, deduction or addition at the discretion of
the Bank.
4. The rates quoted are to be inclusive of all taxes and are to be firm and NO
CLAIM for ESCALATION on any account will be entertained.
5. Prior permission from the competent Authority shall be for the work after
Office hours and Sundays / holidays.
6. All materials used by the contractor will be of ISI approved make and
arrange to store it. The contractor will arrange to safeguard his materials.
The Bank will entertain no claims on account of theft/pilferage.
7. The contractor will clear the site of all surplus materials, debris, and other
materials if any, which are not required to be kept in office premises
before submitting his final bill. The time allowed for completion of the work
is 20 days and in case of delay in completion of the work, 1% of the bill
amount per week’s delay will be deducted.

8. After completion of the work, the bill may be submitted to the HO and
Banks representative will settle the bill within 20 days after joint verification
of the Bill. The contractor may claim payment against progressive running
bills.
9. The quantity mentioned in the schedule of work may vary and the bill will
be settled as per actual work executed at site.
10. All the material used shall be of standard make . Bank at its discretion
may reject the defective/sub standard material used at any stage of work,
even after the item is finished. No claim will be entertained against the
defective work rejected by the Bank.
11. The Competent Authority may add or delete any item of work depending
on the site conditions.
12. No extra / additional items of work shall be carried out without written
permission from the Competent Authority.
13. The Contractor whose tender is accepted has to execute an agreement as
per Bank's format before commencing the work.
OTHER TERMS & CONDITIONS :
1. Defect Liability Period - 1 year from the date of completion.
2. Date of commencement - Within 3 days of acceptance of the work order.
3. Time of completion - 20 days from date of commencement of
the work.
4. Date of Completion - Date of virtual completion certificate issued by the
Authorised person of the Bank.
5. Liquidated damages for delay
in completion of the work - 1 % of value of work per Week’s delay.
6. Period of final measurement - 20 days from date of completion of work.
7. Period of honoring final certificate - 15 days from date of submission of
bill.

8. Earnest Money Deposit - Rs.5200/- by way of Demand Draft
favoring Syndicate Bank payable at Manipal .
9. Initial Security Deposit - 2% of the accepted value of the tender.
10.Retention Money to be deducted from each R.A. Bill -
a . 8% of the Bill amount from running bill.
b. 4% from the Final Bill (including retention money from the running bills).
11.Time of execution of the work - On working days during Office hours.
12.Income tax to be deducted - as per rules.

TECHNICAL SPECIFICATION FOR PROVIDING AIR-CUSHION WOODEN
SPORTS FLOORING SYSTEM FOR BADMINTON COURTS
SPECIFICATION:
Supply, installation & finishing of Air-Cushion free floating resilient wooden sports
flooring system consisting of:
The Surface Board: Kiln Seasoned and treated Indian/imported timbers
finished with 21 mm thick, 60 to 85 mm width and in random length in tongue and
groove shape. The edges of the boards will have a finger lock grove and the
bottom side with air pass groove and applied with anti-termite lacquer.
The Under Frame: Made of imported PINE wood runners of 70 mm X 45 mm
treated with anti-termite solution and fixed on the bottom side with 10 mm thick
Air-Cush air-cell pads by staple/nailing through the two wings at 300 mm c/c.
The Installation: The IPS sub-floor to be treated with anti termite H.C Oil and
after that a vapour barrier of 6 ml. thick to be placed on the leveled IPS sub-floor
before laying the under frame. The runners having Air-Cush air-cell pads to be
placed on the vapour barrier in perfect level at 350 mm c/c in one direction. The
surface boards will be fixed by conceal screwing system. The ends of the boards
will be locked by inserting the wooden fingers through the edge grooves and
fixed with suitable adhesive. An expansion gap of 8 to 10 mm will be left open
between the wooden flooring and the surrounding tiled area/cement area/walls
and the same will be covered with rubber straps.
The Finishing: After installation the floor will be machine sanded four times with
drum sanding machine and using fine grade sand papers of different grits.
Thereafter the surface will be finished with imported Sportive sealer and nonskid
Sportive water based Polyurethane lacquer. Game line marking to be
carried out in required colors before applying the finish coat.
TIMBER:
(a) The timber to be used for the surface boards will be Oak wood .
(b) The varying colour of the wood due to its natural characteristics of wood but
not due to defect wood. (c) All timber will be free from loose knots, bee or borer
holes, splits, cracks and fungal attack.(d) All timber will be kiln seasoned to a
moisture content of app.10% to 12%.
Site Preparation work : The present flooring is cement flooring . The cement
flooring is to be dig about 3” depth or as required and finished with fresh
concrete like suitable material to provide said wooden flooring. Cond 2
