firms/contractors having sound Technical and Financial capacity for “Providing<br />

Air Cushion wooden sports flooring system at <strong>Syndicate</strong><strong>Bank</strong>, Recreation Club ,<br />

Head office, Manipal. Tender documents may be obtained from <strong>GAD</strong>:PMD/<br />

Estate Departments at free of cost.<br />

Earnest money : ` 5200/- by crossed demand draft<br />

payable at Manipal drawn in favour of <strong>Syndicate</strong><br />

<strong>Bank</strong>.<br />

Time of Completion : 20 days.<br />

With reference to the tender invited by you, I/We hereby offer to execute the<br />

works under the contract at the rates mentioned in the schedule of Quantities. I /<br />

We have inspected the site, read the Instructions, specifications with all the<br />

stipulations to which I / Wish agree to comply. I / We have deposited as earnest<br />

money the sums mentioned in your conditions and on receipt of your intimation of<br />

acceptance of the tender I / We do hereby undertake to deposit further sums as<br />

mentioned in the conditions, the two together forming the Security Deposit. The<br />

Security Deposit will not bear interest.<br />

Should the tender be accepted, I / We hereby undertake to execute and sign the<br />

necessary agreement for the execution and completion of the said works, at such<br />

time as will be named by you and to furnish the security, mentioned in the<br />

conditions, with in fifteen days from the date of acceptance of the tender. I / We<br />

agree to pay all the charges for the preparation of the agreement and fees for<br />

stamping the same. If I / We fail to furnish the security and / or execute and sign<br />

GENERAL RULES AND INSTRUCTIONS FOR THE GUIDANCE OF<br />

TENDERERS<br />

1. Tenders are hereby invited on behalf of <strong>Syndicate</strong> <strong>Bank</strong> for Providing Air<br />

Cushion wooden sports flooring system at <strong>Syndicate</strong><strong>Bank</strong> Recreation Club<br />

,Head Office , Manipal. Contract documents consisting of the drawings,<br />

complete specifications, the schedule of quantities of work to be done, and<br />

the set of conditions of contract to be complied with by the contractors<br />

/firms whose tenders may be accepted, and which will also be found in the<br />

form of tenders, can be obtained from Estate Department between the<br />

hours of 10.00 AM and 5.00 PM every day, except on Saturdays, Sundays<br />

and holidays.<br />

2. Tenders, which should always be placed in sealed cover, with the name of<br />

the project written on the envelopes will be received by General Manager,<br />

Estate Department, up to 4.00 PM on 21.02.2011 and will be opened by<br />

Tender Opening Committee on the same day at 4.30 PM or on a<br />

subsequent date with prior intimation.<br />

3. Tenders are to be in prescribed form, which can be obtained from the<br />

office of Asst. General Manager, Estate Department free of cost at <strong>HO</strong>:<br />

Manipal .<br />

4. The time allowed for carrying out the work will be 20 days from the third<br />

day after the date of written orders to commence the work<br />

5. The contractors should quote in figures as well as in words the rate, and<br />

amount tendered by them. The amount for each item should be worked<br />

out and the requisite totals given.<br />

6. Issue of tender form will be stopped two days before the date fixed for the<br />

opening of tenders.<br />

7. Earnest money, amounting to Rs.5200/- in the form of <strong>Bank</strong> Draft drawn in<br />

favour of <strong>Syndicate</strong> <strong>Bank</strong> payable at Manipal must accompany the<br />

tender and is to be in a sealed cover super scribed “ Tender for Providing<br />

Air Cushion wooden sports flooring system at <strong>Syndicate</strong><strong>Bank</strong> Recreation<br />

Club ,Head Office , Manipal. and addressed to the General Manager,<br />

Estate department .


8. The contractor whose tender is accepted will be required to furnish by way<br />

of security deposit for the due fulfillment of his contract, such sum will<br />

amount to:<br />

a) 10.00 % on the first Rs.1, 00,000/- of the cost of work.<br />

b) 7.5 % on the next Rs.1, 00,000/- of the cost of work.<br />

c) 5.0 % on the next amount.<br />

The security deposit shall be collected as detailed below:<br />

a) Initial Security Deposit amounting to 2% of contract value including<br />

EMD immediately on accepting the work order.<br />

b) Retention money shall be deducted from progressive running bills @<br />

8% of the gross value of each running bill until the Total Security<br />

Deposit, i.e. the initial security deposit including EMD plus retention<br />

money equals:<br />

a) 10.00 % on the first Rs.1, 00,000/- of the cost of work.<br />

b) 7.5 % on the next Rs.1, 00,000/- of the cost of work.<br />

c) 5.0 % on the next amount.<br />

9. The acceptance of a tender will rest with the <strong>Syndicate</strong> <strong>Bank</strong> which does<br />

not bind itself to accept the lowest tender, and reserves to itself the<br />

authority to reject any or all of the tenders received without the assignment<br />

of a reason. All tenders in which any of the prescribed conditions are not<br />

fulfilled or are incomplete in any respect are liable to be rejected.<br />

The <strong>Bank</strong> reserves the right to accept the tender in full or in part and the<br />

tenderer shall have no claim for revision of rates or other conditions if his<br />

tender is accepted in parts.<br />

10. Canvassing in connection with tenders is strictly prohibited and the<br />

tenders submitted by the contractors who resort to canvassing will be<br />

liable to rejection.<br />

11. All rates shall be quoted on the proper form of the tender alone.<br />

12. On acceptance of the tender, the name of the accredited<br />

representative(s) of the contractor who would be responsible for taking<br />

instructions from the Employer shall be communicated to the Employer.<br />

13. All the taxes including Sales Tax or any other tax on material or on<br />

finished like work’s contract tax, Turn-over Tax, Service Tax etc. in respect<br />

of this contract shall be payable by the contractor and the <strong>Bank</strong> will not<br />

entertain any claim whatsoever in this respect.<br />

14. Tender for works shall remain open for acceptance for a period of 90<br />

days from the date of opening of tenders. If any tenderer withdraws his


tender before the said period, then the <strong>Bank</strong> shall be at liberty to forfeit<br />

Earnest Money paid along with the tender.<br />

15. It will be obligatory on the part of the tenderer to tender and sign and<br />

tender documents for all the component parts and that, after the work is<br />

awarded, he will have to enter into an agreement for each component with<br />

the competent Authority of the <strong>Bank</strong>.<br />

16. The tenderer, apart from being a competent contractor must associate<br />

himself with agencies of the appropriate class who are eligible to tender<br />

for other contractors etc.<br />

SPECIAL CONDITIONS:<br />

1. The tenderer shall inspect the site, study the conditions before quoting<br />

their prices.<br />

2. The tender is for all the proposed works, but <strong>Bank</strong>’s competent Authority<br />

at it’s discretion may split the work and get the work executed through two<br />

or three agencies/ contractors. The contractors must not object for splitting<br />

the work and shall execute the work at the rates quoted even though the<br />

quantities of items is reduced by splitting the work or for deleting certain<br />

items. No upward revision of rates is entertained for that reason.<br />

3. The quantities in the schedule of quantities are only estimated and are<br />

liable to alterations by omission, deduction or addition at the discretion of<br />

the <strong>Bank</strong>.<br />

4. The rates quoted are to be inclusive of all taxes and are to be firm and NO<br />

CLAIM for ESCALATION on any account will be entertained.<br />

5. Prior permission from the competent Authority shall be for the work after<br />

Office hours and Sundays / holidays.<br />

6. All materials used by the contractor will be of ISI approved make and<br />

arrange to store it. The contractor will arrange to safeguard his materials.<br />

The <strong>Bank</strong> will entertain no claims on account of theft/pilferage.<br />

7. The contractor will clear the site of all surplus materials, debris, and other<br />

materials if any, which are not required to be kept in office premises<br />

before submitting his final bill. The time allowed for completion of the work<br />

is 20 days and in case of delay in completion of the work, 1% of the bill<br />

amount per week’s delay will be deducted.


8. After completion of the work, the bill may be submitted to the <strong>HO</strong> and<br />

<strong>Bank</strong>s representative will settle the bill within 20 days after joint verification<br />

of the Bill. The contractor may claim payment against progressive running<br />

bills.<br />

9. The quantity mentioned in the schedule of work may vary and the bill will<br />

be settled as per actual work executed at site.<br />

10. All the material used shall be of standard make . <strong>Bank</strong> at its discretion<br />

may reject the defective/sub standard material used at any stage of work,<br />

even after the item is finished. No claim will be entertained against the<br />

defective work rejected by the <strong>Bank</strong>.<br />

11. The Competent Authority may add or delete any item of work depending<br />

on the site conditions.<br />

12. No extra / additional items of work shall be carried out without written<br />

permission from the Competent Authority.<br />

13. The Contractor whose tender is accepted has to execute an agreement as<br />

per <strong>Bank</strong>'s format before commencing the work.<br />

OTHER TERMS & CONDITIONS :<br />

1. Defect Liability Period - 1 year from the date of completion.<br />

2. Date of commencement - Within 3 days of acceptance of the work order.<br />

3. Time of completion - 20 days from date of commencement of<br />

the work.<br />

4. Date of Completion - Date of virtual completion certificate issued by the<br />

Authorised person of the <strong>Bank</strong>.<br />

5. Liquidated damages for delay<br />

in completion of the work - 1 % of value of work per Week’s delay.<br />

6. Period of final measurement - 20 days from date of completion of work.<br />

7. Period of honoring final certificate - 15 days from date of submission of<br />

bill.


8. Earnest Money Deposit - Rs.5200/- by way of Demand Draft<br />

favoring <strong>Syndicate</strong> <strong>Bank</strong> payable at Manipal .<br />

9. Initial Security Deposit - 2% of the accepted value of the tender.<br />

10.Retention Money to be deducted from each R.A. Bill -<br />

a . 8% of the Bill amount from running bill.<br />

b. 4% from the Final Bill (including retention money from the running bills).<br />

11.Time of execution of the work - On working days during Office hours.<br />

12.Income tax to be deducted - as per rules.<br />

TECHNICAL SPECIFICATION FOR PROVIDING AIR-CUSHION WOODEN<br />

SPORTS FLOORING SYSTEM FOR BADMINTON COURTS<br />

SPECIFICATION:<br />

Supply, installation & finishing of Air-Cushion free floating resilient wooden sports<br />

flooring system consisting of:<br />

The Surface Board: Kiln Seasoned and treated Indian/imported timbers<br />

finished with 21 mm thick, 60 to 85 mm width and in random length in tongue and<br />

groove shape. The edges of the boards will have a finger lock grove and the<br />

bottom side with air pass groove and applied with anti-termite lacquer.<br />

The Under Frame: Made of imported PINE wood runners of 70 mm X 45 mm<br />

treated with anti-termite solution and fixed on the bottom side with 10 mm thick<br />

Air-Cush air-cell pads by staple/nailing through the two wings at 300 mm c/c.<br />

The Installation: The IPS sub-floor to be treated with anti termite H.C Oil and<br />

after that a vapour barrier of 6 ml. thick to be placed on the leveled IPS sub-floor<br />

before laying the under frame. The runners having Air-Cush air-cell pads to be<br />

placed on the vapour barrier in perfect level at 350 mm c/c in one direction. The<br />

surface boards will be fixed by conceal screwing system. The ends of the boards<br />

will be locked by inserting the wooden fingers through the edge grooves and<br />

fixed with suitable adhesive. An expansion gap of 8 to 10 mm will be left open<br />

between the wooden flooring and the surrounding tiled area/cement area/walls<br />

and the same will be covered with rubber straps.<br />

The Finishing: After installation the floor will be machine sanded four times with<br />

drum sanding machine and using fine grade sand papers of different grits.<br />

Thereafter the surface will be finished with imported Sportive sealer and nonskid<br />

Sportive water based Polyurethane lacquer. Game line marking to be<br />

carried out in required colors before applying the finish coat.<br />

TIMBER:<br />

(a) The timber to be used for the surface boards will be Oak wood .<br />

(b) The varying colour of the wood due to its natural characteristics of wood but<br />

not due to defect wood. (c) All timber will be free from loose knots, bee or borer<br />

holes, splits, cracks and fungal attack.(d) All timber will be kiln seasoned to a<br />

moisture content of app.10% to 12%.<br />

Site Preparation work : The present flooring is cement flooring . The cement<br />

flooring is to be dig about 3” depth or as required and finished with fresh<br />

concrete like suitable material to provide said wooden flooring. Cond 2
