The method chosen by Auckland<br />

Transport to implement the requirement<br />

for electronic ticketing has effectively destroyed<br />

the universality of the Gold Card<br />

despite the Minister’s statement that:<br />

“the recent review of the Scheme retained<br />

the entitlements for SuperGold cardholders<br />

and the eligibility of services already<br />

in the Scheme. SuperGold cardholders<br />

will continue to access the Scheme as they<br />

could prior to the review.”<br />

In addition, the imposed requirement<br />

to not only purchase an electronic ticket,<br />

but to load and maintain a cash balance<br />

on it both destroys the concept of transport<br />

free to the user, but puts such travel<br />

beyond the reach of some with resulting<br />

loss to the economy, and increased health<br />

costs from factors such as social isolation.<br />

<strong>Grey</strong> <strong>Power</strong>’s position on the ticketing<br />

system used by Auckland Transport has<br />

always been that for any travel scheme<br />

that involves ticketing, the cost of ticketing<br />

is an integral business cost. Since the<br />

SGC travel scheme funds either the trip<br />

(as now) or the service (in the future) that<br />

funding includes payment for the provision<br />

of ticketing, be that manual or electronic.<br />

Any attempt to charge the end<br />

user in addition is blatant double dipping.<br />

<strong>Grey</strong> <strong>Power</strong>’s gain on issues 2 and 3<br />

were that the Hon Maggie Barry said she<br />

is cautiously optimistic that a smart card<br />
